  • The Implementing Partnership Management Officer reports to the Implementing Partnership Management Specialist or other supervisor as locally determined for close guidance and supervision. The Level 1 is an entry professional level and should therefore be normally used as a trainee level for acquiring organizational knowledge of rules, regulations and processes to supplement academic and theoretical knowledge of the profession for upward mobility to higher responsibilities. Incumbents at this level are not expected to remain for an extended period of time in the post.
  • The Implementing Partnership Management Officer provides professional technical, operational and administrative assistance throughout the programme cycle through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical information to facilitate the integration of HACT plans in all programming activities and to ensure the application of HACT and related organizational rules, regulations and procedures in the CO.
Key Function, Accountabilities and Related Duties/Tasks Support to HACT planning during the programming process:
  • Participate in discussions, collection, analysis, verification and synthesis of HACT related information/documentation to gain good knowledge of HACT and programme planning and implementation.
  • Participate in the preparation of HACT related materials/documentation to ensure incorporation of HACT in the country programming process.
Support to implementation of HACT activities:
  • Serve as the reference person on HACT implementation in the office
  • Participate in and assist with the preparation and regular updating of CO micro assessment and assurance plans.
  • Together with qualified/experienced CO colleagues, undertake spot checks of implementing partners to gain knowledge and experience.
  • Provide technical and administrative support to external service providers in the execution of HACT activities to ensure timely and efficient delivery of results.
  • Assist with maintenance of records of relevant HACT related documentation, including CO decisions related to HACT.
Review and use of HACT reports:
  • Assist with recording and update of risk ratings of implementing partners in VISION through regular review of the Vendor Master and provision of information to relevant colleagues in the CO.
  • Share with implementing partners and CO staff HACT related reports, especially reports of assurance activities, to ensure adequate awareness and follow-up of identified issues.
  • Participate in the review of micro assessment reports of implementing partners to identify common weaknesses in financial and procurement management and propose capacity development actions that can be supported by UNICEF.
  • Participate in the review of assurance activity reports of implementing partners to identify issues that need follow-up and common weaknesses in financial and procurement management and propose capacity development actions that can be supported by UNICEF.
Networking and inter-agency partnership:
  • Exchange information and/or operational support to implementing partners, UN system partners and other stakeholders in the CO on the implementation of HACT to reinforce UN/CO harmonization and coordination.

Recruitment Qualifications Education:

  • The Communications for Development Manager (Polio) reports to the Chief C4D/Polio Communication (P5) for general guidance and direction. The Manager is responsible for developing a systematic, planned and evidence-based strategy and process for C4D related to Polio as an integral part of program development, planning and implementation to promote measureable behavioral and social change/mobilization through communication, engagement, empowerment and participation of stakeholders, partners constituents, communities and civil society to achieve successful and sustainable concrete (program/project) results on childrens rights, survival and wellbeing in the country.
How Can You Make a Difference? Support to strategy dsign and development of C4D activities related to Polio Communication:
  • Conduct, participate and/or manage a comprehensive C4D situation analysis of social, cultural, communication, economic and political issues in the country/region. Assess/synthesize qualitative and quantitative information and data to establish comprehensive and evidence-based information for developing and planning the C4D component/Polio Communication of the Country Program of Cooperation (and UNSDPF).
  • Participate in country program planning and reviews to determine/discuss the underlying and contextual issues to be addressed (e.g. policies, gender/children inequality, cultural/social behavior etc) to ensure the successful and sustainable delivery of program results and provide technical advice on evidence-based approaches, strategies and plans of action for C4D to promote behavioral and social change.
  • Prepare materials and related documentations for evidence-based C4D strategies and plans (as a component of the CO and/or UNDDPF Programs) to ensure optimum impact, scale and sustainability of achievements/results for Polio Communication.

Implementation of C4D activities related to Polio Communication:
  • Collaborate with, advise and/or consult internal partners and external partners to design evidence-based strategies and formulate, produce and test materials and/or to organize C4D events and activities to ensure community engagement and participation, maximum outreach and impact on behavioral and social change.
  • Confirm/approve the technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to key audience (e.g. individuals, communities, government officials, partners, media etc). Manage the production and implementation of multi-media initiatives for compliance with targets and plans.

  • Participate in CO strategic discussions to collaborate on policy and agenda setting for C4D advocacy and investments and related external relations and resource mobilization initiatives.
