We are recruiting to fill the position below:   Job Title: Finance Officer Location: Borno Job Type: Full Time Position to Start: 1st April 2019 Contract Duration: 6 Months Job Summary

  • In light of the displacement in the north eastern part of Nigeria, ACTED has set up an office in Maiduguri to respond to the humanitarian needs. ACTED is therefore looking for qualified staff to support our mission based in Maiduguri.
General Objectives The Finance Officer will be responsible of the following tasks:
  • Respect existing financial procedures and send all accounting documents to the Capital Office
  • Ensure the proper allocation of each expense to the corresponding project
  • Ensure that the finance Assistant(s) are filling the Manual Cash Book and properly carrying out their tasks
  • Upload in the NGO accountancy program SAGA all the base accountancy on a weekly basis and check it on a monthly basis before sending it to the Capital Office on the 5th of each month
  • Supervise the weekly and monthly cash reconciliations and the monthly bank reconciliation
  • Supervise the relation with the bank(s)
  • Sent a weekly cash request to the Capital Office and liaise with Program teams and Logistics to prepare a Base Monthly Cash Request to be sent to the Capital Office
  • Update the Contract Follow-Up each time a new contract is signed and each time a payment relative to a contract is done. Send the Contract Follow-Up to the Capital Office on the 5th of each month
  • Follow-up financial indicators of ACTED’s projects
  • Help the Country Office to have a clear vision of the base’s financial situation
  • Help the Area Coordination/Country Director to have a clear vision of the area’s financial situation.
Key Responsibilities
  • Responsible for the budget management of his /her area, in line with the Budget Management Procedure.
  • Responsible for the accuracy of the projects’ accountancy
  • Ensures all financial and accountancy procedures are implemented and respected at the project level; ensures that resources are allocated and used as per donor requirements
  • Updates and analyses the Budget Follow-Up (BFU) every month for the related area’s projects with the support of the AC & Program team, highlighting any potential over or underspending, raising alarms and making relevant recommendations to ensure accurate forecast and spending’s
  • Assists the AC, CFM, and DFM to have a clear vision of the financial situation of each project
  • Monitors the projects' liquidation period and make sure all payments are done prior to the end of the liquidation period.
  • Prepares initial financial reports at the end of that projects with explanations and analysis, mainly focusing on implementing site according to donor guidelines.
  • Process payments and contracts according to a timely manner.
  • Monitors program and operational contracts and their accuracy in the CFU
  • Monitors field payments and advances ensuring a fast and smooth process of the payments
  • Ensures that complete and accurate documentation (as per policy and in accordance with donor regulations) is prepared before processing any financial payments
  • Ensures that no payment is processed without the authorized signatories’ validation
  • Ensures adherence to procedures and supports successful FLAT management at the base level
  • Ensures that expenses are allocated on the correct project within the relevant timeframe
  • Ensures adherence of accountancy to the appropriate allocations as per allocation tables
  • Ensures allocations in SAGA are as per the allocation tables
  • Monitors closely opened loans and ensure the closure of it within a timeline considering the exchange rate impacts.
  • Review and validate the updated CFU (signed Contracts) prepared by the finance assistant and check the status of payments on a regular basis.
  • Ensures all debit amounts are updated in the DFU on a regular basis.
  • Prepare and monitor the area’s cash needs on a daily basis.
  • Prepares and update the weekly and /or monthly Cash requests
  • Reviews and upload the accountancy of the month and share it with Capital according to the given timeline.
  • Review and validate the area PRATIC, CFU, DFU, Cash & Bank supporting documents, the debit of recognition, copy of manual cash books and share it with Capital according to the given timeline.
  • Update the AT, ACT and Running costs on a monthly basis and share it with Capital after the validation of the AC.
Qualifications Required
  • 2 to 3 years’ experience in accountancy/finance/administration, ideally in the NGO sector.
  • Bachelor’s Degree in Audit, Administration or Accounting.
  • Advanced proficiency in Word & Excel formulas and functionalities
  • Experience with SAGA accounting software
  • Preferable to be Aware of the labor law
  • Rigorous with keen attention to details.

General Objectives
  • The Community Mobilizer Assistant is primarily responsible for community mobilization, Communication with Communities and support to community governance activities under direct supervision of the CCCM Team Leader and indirect supervision of the CCCM PM and the Protection officer.
  • This includes but it is not limited to conduct information campaigns, implement complaints and feedback mechanism in the site, ensure that vulnerable groups and people with specific needs are represented and participate in CCCM activities and build capacity of the Camp Committee Members in community governance and community mobilization, to ensure that they can effectively participate to the camp life, passing information to the camp population, advocate for the needs of the their own community and influence humanitarian assistance delivery.
Key Responsibilities
  • Create, follow-up, strengthen and monitor Camp Committees (including management committee) and provide SOPs/TORs/Forms and tools at site level ensuring transparency, participation, inclusion and agreement of all the stakeholders.
  • Strengthening daily the coordination and relationship-building with community leadership groups and community members on a formal and informal basis
  • Conducting regular meetings with committee members and ensuring community participation in coordination meetings through community mobilisation activities
  • Managing of the CRM information desk / box activities in the site, including collection and review of complaints forms, referral to responsible agencies with support of
  • Monitoring of service provision by partners at site level in close cooperation with the communities, partners and stakeholders
  • Timely reporting any gaps and/or duplication in service delivery and communities needs emerged during daily activities
  • Timely reporting any risk of evictions identified daily activities to the line manager
  • Database Assistant, timely reporting of sensitive complaints to line manager and regular submission of all data collection forms to Database Assistant for data entry and analysis
  • Supporting improvement of information management systems in the site in collaboration with the database assistant including: identification of information gaps, design/review of tools, databases and reports, data collection oversight
  • Cooperating in data collection for service delivery or other purposes as needed
  • Assist in creating ACTED SOPs for Complaints Response Mechanism and ensuring to comply to document during daily activities
  • Update public information boards with site management and partner information. Ensure that the information on the boards are accessible to everybody, include not literate population
  • Organise outreach activities for information gathering and sharing beyond information desk in coordination with the PM and the Team Leader, particularly for the benefit of residents with less mobility
  • Support training camp committees, partner agencies and site team on CCCM and CCCM related topics, as requested by the line manager with a strong focus on enhancing capacity of camp committees through coaching
Qualifications and Experience Required
  • At least 1 years’ experience in a project implementation position in an NGO;
  • Candidates should possess BA/BSc/HND MBA/MSc/MA
  • Experience in Communication with Community, social work, camp setting and or mobilization.

General Objectives:
  • Any other tasks needed to support CCCM team members, to inform CCCM activities and to ensure the success of the ACTED CCCM objectives.
  • Reporting to supervision made by the database assistant, by participate in monitoring/ assessment/ tracking/ reporting tools design but also to the global IM and sharing processes implemented by ACTED.
  • Responsible for conducting interview and collect data from respondents at the household, individual and community level using Kobo on smartphones.
  • Responsible for ensuring that respondents are accurately targeted in accordance with direction given by supervisors, and that data meets minimum quality standards.
  • Responsible for identifying and organizing respondents for focus group discussion, facilitating or co-facilitating the discussion and recording results.

Qualifications Required

General Objectives
  • Under the supervision of the CCCM Project Manager, The Database Assistant is primarily responsible for all information management activities related to CCCM, under direct supervision of the CCCM PM or CCCM Senior Officer.
  • This includes but it is not limited to design data collection tool, conduct data collection, analyse data and produce information products for partners and stakeholders, storage and shared the data, only when strictly necessary and always respecting data confidentiality principles and policies.
Key Responsibilities
  • Prepare, compile and sort documents for data entry with necessary validation queries in place
  • Design data collection tools and constantly revise them for improvements based on experience, needs and lessons learnt
  • Enter data efficiently from source documents into prescribed computer database, files and forms completely and accurately;
  • Verify the accuracy of data collected during any data collection exercises and by reviewing data for deficiencies or errors and correcting any incompatibilities if possible;
  • Obtain further information for incomplete data from the monitors/enumerators;
  • Maintain clean and up to date datasets/databases while removing unnecessary and duplicate datasets;
  • Conducting data collection or supervising enumerators/monitors conducting data collection
  • Create visual information products for sharing with partners and stakeholders, such as site profiles, info graphics and chart, brief narrative reports summarising data collected and related particularly to service delivery, population movements, CWC activities, risk evictions, community governance and complaints

Qualifications Required
  • At least 6 months experience in Information Management / administration of data using computers.
  • Desirable – working experience in INGOs and/or International Institutions.
  • Required - Proficient in Word, Excel, and PPT.
  • Ability to use Kobo, ODK, online surveys, InDesign/Publisher
  • Other database software would be an added advantage.
  • Desirable - Working with highly vulnerable and displaced people would be added advantage.

General Objectives
  • The Camp Team Leader manages day to day CCCM activities in the site, under the supervision and operational/technical guidance of the Camp Project Manager, including: coordination with humanitarian partner agencies and site administration, communication and liaison with community, service delivery monitoring, information management and oversight of infrastructure maintenance.
  • The Camp Team Leader conducts community outreach activities including mobilization, information dissemination, and engagement with community leadership, including chairing or attending any relevant community and humanitarian partners coordination.
  • His/her is responsible for implementation of project work plan and effective/timely completion of activities, and for all the tasks specifically assigned to him/her by the Camp Project Manager, ensures regular reporting to the Camp Project Manager, coordination with other CCCM site team members, compliance to ACTED procedures and supports quality of activities delivery to ensure maximum benefit to beneficiaries.
Key Responsibilities
  • Support the Camp Manager in devising weekly and long-term workplans for the project implementation
  • Supervise the activities implemented in the camps under its responsibility in a timely and qualitative manner as well as ensuring their consistency and the coordination in the site.
  • Ensure regular follow-ups on weekly and long-term workplans for the project implementation
  • Timely Submission of Block Monitoring Reports, Timely submission of meetings minutes and attendance sheets
  • Provide inputs for the elaboration of Procurement plans as requested by the camp manager
  • Attend regular staff coordination meetings for the site
  • Timely reporting on changes to the camp environment including but not limited to security, standards, needs/gaps, influxes, departures or issues in the site to Camp Project Manager (e.g. activities implementation, community liaison, partner service delivery, complaints and feedbacks, site maintenance needs)
  • Timely reporting on security incidents, including fire, and any possible security hazards in the site to Camp Project Manager
  • Support to Camp Project Manager in identifying areas for improvement and developing site strategy
  • Accurate record keeping of project documentation, including photos, as requested by the Camp Project Manager
  • Participation in ACTED’s security protocol for camp sites including submitting security clearance forms, getting up-to-date security news from key informants in the local community and conveying to ACTED’s CCCM Manager of any security risks or constraints obtained from the site

Qualifications Required
  • Completion of university degree in Civil Engineering, Humanities, Social Studies, Architecture, Urban Planning or Engineering
  • Minimum 3 years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to IDPs.
  • Experience working in a camp setting
  • Previous work with camp management agency
  • Technical skills such as Microsoft Office.

General Objectives
  • Under the supervision of the CCCM Project Manager, the CCCM Protection Officer is responsible for the day-to-day activities of the protection component of the project, including conducting data collection, meetings and mobilizing key project stakeholders, developing protection related materials for community trainings and facilitate trainings, among others.
  • He/she will organize focus groups to support him/her in the accomplishment of her daily task and duties.
  • He/She will be accountable for the smoothly operation of the protection component of the project, meeting project timelines and targets, in addition to internal capacity building trainings.
  • He/ she will be responsible of ensuring protection mainstream standards among the camp services and to monitor the global protection risks in order to provide mitigation solutions.
  • He /she will be in charge for referrals of beneficiaries to the appropriate protection partner(s), but not only, and ensure that this mechanism remain efficient and functional after ACTED CCCM responsibility.
Key Responsibilities
  • Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews in accordance with ACTED's information collection and management plans and standards, ensuring appropriate treatment of sensitive information;
  • Ensure that mainstream protection is implemented by all agencies and in the whole camp.
  • Assess protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices;
  • Identify cases in need of urgent response and directly follow-up/accompany affected individuals to services providers when needed to ensure access to services;
  • Work with supervisor to create weekly work-plans and prioritization of tasks;
  • Ensure targets are met under the approved work plans
  • Ensure proper documentation and secure storage of any protection data collected (hard and soft copies);
  • Complete daily, weekly and monthly reporting on findings.
  • Foster and maintain excellent working relationships with all stake-holders, and participate in daily coordination with humanitarian and all other local and international actors;
  • Provide trainings and on-job coaching to CCCM team and other agencies personnel as required as well as provide awareness sessions and ad hoc training sessions for camp leaders and community.

  • Provide technical and programmatic leadership to community-based mechanisms
  • Support CCCM and partners workers in identification and ensuring that reporting is in line with ACTED, Sector and partners harmonized guidelines.
  • Work with community-based structures to identify protection problems that cannot be resolved at community level or by existing services and assist community to come to solutions
  • Liaise closely with protection actors in the field and other humanitarian partners to ensure an understanding of the overall issues; an understanding that shall be used to guide weekly work plans
  • Take a leading role in setting up the community center- liaising with the community
Qualifications Required
  • A University degree in Social Sciences, Development Studies, Guidance and Counseling or relevant fields.
  • Minimum of two years' experience working with vulnerable communities, basic needs and distribution programming experience, and/or advocacy programs.
  • Experience in protection interventions in line with vulnerables or IDP operation.
  • Experience of working with UN or Non Governmental organizations.
  • Good communication skills and ability to conduct training and awareness.
  • Computer skills (Microsoft Outlook, Word, Excel).
  • Ability to communicate in English, write reports in English and consolidate the reports prepared by protection monitoring assistants into formal English documentation
  • Ability to communicate in Hausa. Other Nigerian languages is a must.
  • Good organizational and management skills.
  • Willingness and ability to work full time time in the field directly with communities (camp setting and communities in MMC area).

General Objectives
  • This role falls under the direct management of the Camp Coordination Camp Management (CCCM) Project Manager (PM), but will be monitored and supported by the Camp and Settlement Officer.
  • The Camp and Settlement Technician provides technical services for the CCCM team and assists to facilitate meaningful access to humanitarian assistance and services to displaced people according to their needs and agreed standards.
  • The Technician protects the interests of site populations towards the site stakeholders (government, UN agencies, organizations, civil society, etc.) and contributes to strengthening the coordination of site activities including all responsibilities of the team.
Key Responsibilities
  • Conduct camp/site technical (physical and environmental infrastructure needs) and risk assessments and create action plans for prompt repair/maintenance of camp infrastructure as well as mitigation plans for fire and flood risks.
  • Design appropriate Infrastructure interventions for the site, in line with ACTED/Sector guidelines. This might include drainage works, lighting, waste management, creation of footpaths, or small-scale re-planning of the site to improve spacing between shelters and reduce fire risk or improve safe access to latrines.
  • Prepare technical drawings, specification lists, and Bills of Quantities for rehabilitation and installations
  • Ensure plans are in place for sustainable operation and maintenance of each intervention beyond project duration, ideally through community self-management, prior to commencement
  • Monitor multi-sector needs and service provision and the overall condition of a camp/site including shelter, WASH, environment and cross-cutting services such as protection, health, psychosocial support, and education, among others, in all sectors of the camp/site according to agree upon guidelines, standards and indicators.
  • Develop joint integrated site risk management plans to promote the health, safety and environment of the site.
  • Conduct the technical implementation of site maintenance, rehabilitation and support in the site for the project duration, covering safe site design or layout, repairs and risk reduction in camps/sites, the upkeep of shelter, WASH, general systems, other site facilities and utilities and the general environment.
  • Mobilize, train, support and equip displaced communities to be self-autonomous in safely maintaining the camp/site environment according to the integrated site risk management plan. Ensure clarification of roles and responsibilities amongst stakeholders with a focus on sustainability and community/local government ownership.
  • Conduct consultation with community representatives (including women) – in collaboration with WASH and CCCM teams – during assessment, design, and planning phases
  • Procure, account for and maintain all equipment and supplies that are required for technical assistance as part of site risk management plans.
  • Monitor and document all site maintenance and risk reduction works and regularly visit sites (minimum monthly basis) to ensure quality is maintained in accordance with site risk management plans, standing operating guidelines and indicators.
  • Liaise and interact with government authorities, displaced and host communities to ensure social cohesion is strong and if possible, create opportunities for local employment using principles of gender equality.
  • Follow established referral mechanisms in close collaboration with relevant stakeholders.
  • Apply a participatory approach to identify, analyses and priorities camp/site needs in order to avoid service duplication and gaps in assistance and protection, ensuring that the voices of specific groups and vulnerable persons are heard.
  • Assist to strengthen and monitor an effective, transparent, representative site governance system including coordination of camp/site service provision and other defined activities.
  • Support the mobilization and participation of the camp/site and host populations in the camp governance system with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into decision-making processes
  • Facilitate accountability towards camp/site populations through supporting/promoting complaints and feedback mechanisms which promotes accountability.
  • Contribute to camp/site information management system through appropriate information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
  • Ensure that the displaced are aware of the assistance and services available in the camp/site and how to access them; distribution points should be accessible and distribution mechanism should take into consideration groups with specific needs to minimize chances of violence, abuse and exploitation.
Qualifications and Experience Required
  • University degree in Engineering or other relevant field
  • At least 2 years’ practical hands-on experience implementing construction projects
  • At least 1 years’ experience implementing emergency humanitarian shelter and/or infrastructure response
  • At least 1 years’ experience of project management, including budget management, team supervision, planning.
  • Ability to develop and empower team members;
  • Excellent team-working and communication skills;
  • Excellent written and spoken Nigerian and English skills
