• Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
• To meet these challenges IOM, with support from the European Union (EU), has developed targeted interventions in Nigeria and transit countries to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach.
• This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, provision of direct assistance through search and rescue support, identification, referral and direct assistance to vulnerable migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
• Working under the overall supervision of the Project Manager (MM) and Head of Sub Office, Lagos in Nigeria and the direct supervision of the Programme Officer (MM/MPA), Lagos and the thematic supervision of the Regional Thematic Specialist (MPA), in Dakar, Senegal the successful candidate will be responsible for the implementation, monitoring and effective coordination of the Assistance to Vulnerable Migrants and related counter trafficking projects and activities in Nigeria.
• S/he will also support in maintaining contact with the relevant government authorities and technical partners, work to enhance IOM’s presence in the development and humanitarian community in addressing the risk factors of TIP and exploitation among affected populations. Activities will be carried out in coordination with the United Nations (UN) humanitarian response system, CSO networks and coordination platforms as well as government counter parts such as NAPTIP. S/he will also contribute to developing and promoting of the IOM's AVM/Counter Trafficking strategy in Nigeria.

• Support in the revision and operationalization of national SOPs on AVM/CT and facilitate IOM’s participation in the coordination platforms.
• Assist with addressing AVM/CT related indicators in assessments and tools used and coordinate their analysis and treatment within IOM and other key protection actors.
• Coordinate project staff as well as consultants recruited to support and/or undertake specific activities.
• Regularly monitor and identify needs and gaps in the area of AVM/CT activities in Nigeria and contribute to the design of projects in consultation with governmental and other partners.
• With support from the Programme Officer (MPA), provide inputs for the design of, and implement capacity building strategy targeting local actors working on AVM/CT related interventions.
• Contribute to the development of and implement AVM/CT strategy for IOM Nigeria, which is aligned with the overall strategy of the Unit, mission and the global standards of IOM’s work within the area of AVM/CT.
• Monitor and facilitate the regular review and updating of AVM/CT activities including identification, referral, and assistance activities for vulnerable migrants, including victims of human trafficking and exploitation, victims of gender-based violence, and/or other survivors of violence, exploitation and abuse, in coordination with other teams and concerned protection actors.
• Draft AVM/CT related monthly dashboards, interim reports, regular briefings, inputs for press releases, other reports and communications, in conformity with donor requirements and IOM standards and procedures.
• Participate in relevant seminars and meetings as well as other events focusing on AVM/CT.
• Undertake duty travel as required.
• Support the overall implementation of the mission’s Assistance to Vulnerable Migrants (AVM)/Counter-trafficking (CT) activities and contribute to the development of new ones, as required within the Migration Management Portfolio
• Support the Programme Officer (MPA) to monitor and track the financial, administrative and technical oversight of projects to facilitate adherence to IOM's policies, practices and global standards on AVM/CT as well as relevant requirements, guidelines and grant agreements regarding the issue of trafficking in persons.
• Coordinate daily project activities and participate actively in training development and delivery. Communicate and follow up with appropriate IOM units and field offices, including in relation with psychosocial activities, IOM counter-trafficking and other vulnerable groups regular programmes on-going the Mission.
• Perform such other duties as may be assigned.

• Master's degree in Development Studies, Migration Studies, Economics, Business Management, Political Science, International Relations, International Law or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in the above fields with four years of relevant professional experience.

• Previous work in protection, including counter-trafficking, preferable;
• Experience in project management and monitoring and evaluation an asset;
• Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
• Ability to guide and supervise staff and coordinate administrative matters;
• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
• Demonstrated expertise in the thematic area of migrant protection and assistance at both policy and programmatic level;
• Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs);
• Demonstrated experience in liaising with governmental and diplomatic authorities, as well as the private sector;
• Strong communication and interpersonal skills as well as strong strategic and creative thinking;

• IOM’s official languages are English, French and Spanish.
• For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
