  • Support the Senior Programme Manager to monitor the administrative and operational activities of technical component of approved IBM programmes, which may include border data system integration, travel and identity documents, biometrics and training.
  • Provide technical backstopping to IBM projects that focus on Border Management Information System (BMIS) deployment, Migration Information and Data Analysis System (MIDAS) deployment, including installations, training and monitoring  project staff applying quality control to all aspects of the various projects’ implementation, and preparing regular implementation, progress, budgetary expenditure, donor and other required reports in accordance with the Organization’s procedures and regulations.
  • Participate in the review of national project proposals for submission to specific donors in utilizing and advancing Border Management Information Systems in Nigeria towards building a border data system architecture that operates on real time data exchange.
  • Develop IT assessment tools and participate in technical assessment and installation of BMIS in both urban and rural areas of Nigeria as well as in the development of the technical components of projects activity report.
  • In coordination with IBM Senior Programme Manager, guide the unit in the provision of technical support to the implementation of all technical component of IBM project activities related to BMIS, Travel Documents and Identity Management.
  • Exchange information and develop schedules, arrangements and methods required for project formulation, implementation management, and thematic training and workshops for government authorities, implementing partners, project staff and donors as required.
  • Participate in conferences, seminars, workshops and meetings related to the thematic area of expertise, organize and conduct briefings particularly in connection with project development and maximizing project performance levels.
  • Support the Sr. Programme Manager in liaising with project partners and donors.
  • Recommend resource mobilization and utilization options for specific IBM projects.
  • In coordination with the Senior Programme Manager, identify new project opportunities and support the preparation of project proposals.

Required Qualifications and Experience
  • Master’s degree in Information Technology from an accredited academic institution; or
  • University degree or its equivalent in the above fields with two (2) years of relevant professional experience.
  • Studies in the National Border Management of country of residence may be considered an added advantage.
  • Technical training in relevant areas of data system development, synchronization and management including organizational capacity building and trainings in such areas.
  • Experience in the field of migration issues, including operational and field experience.
  • Background in border management, including border management technologies and in particular MIDAS, with ancillary background in travel and identity documents, biometric applications in border management, and related areas.
  • Experience in delivering Immigration and Border Management -related trainings/workshops to Government officials desirable.
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs.
  • Extensive work experience with Government or an International Organization in the thematic areas

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Complementing this Programme, IOM is also planning to implement additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
  • Working under the direct supervision of the Senior Database assistant (AVRR), and overall supervision of the Programme Support Officer, the successful candidate will contribute to the implementation of the data management related activities within Migration Management Unit:

  • Assist in ensuring regular and quality data collection and management on return operations i.e. new arrivals, types of support provided for returned migrants during arrival assistance, referral etc.;
  • Assist in ensuring consistent inclusion of ABN and travel document of new arrivals in the folders;
  • Encoding new migrants’ profile forms into database in a timely manner;
  • Support the quantitative and qualitative analysis of IOM’s data, preparation of dashboards and statistical summaries, and the distribution of project dashboards and other information outputs;

  • Working under the overall supervision of and the Procurement and Logistics Officer, Lagos and the direct supervision of the Procurement & Logistics Assistant, Lagos and in close coordination with all the RM and Programme Units, the incumbent will assist in carrying out Procurement and Logistics functions in accordance with IOM’s regulations, rules and procedures:

  • Assist in carrying out procurement and logistical tasks within the office, including procurement, supply and transport, documentation, storage and warehousing, equipment up-grading, etc.
  • Assist in following-up on the status of purchase orders and keep the requesting unit abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions.

  • Assist in the day-to-day implementation of AVRR grants and any other related projects.
  • Assist in tracking the implementation of integration and /or reintegration assistance.
  • Assist in distributing travel allowances and return grants to returning migrants, as appropriate.

    Job Title: Intern (Project Assistant-Reporting & Communication) SVN No.: CFCV2019.72 Location: Lagos Organizational Unit: Migration Management IOM Classification: Internship Type of Appointment: 6 months Internship with possibility of extension Estimated Start Date: As soon as possible Context Working under the overall supervision of the Program Manager and the direct supervision of the Project Officers, the candidate will support the by carrying out the below tasks. Core Functions / Responsibilities
  • Keep abreast of all developments in the Migration Management programmes to prepare appropriate internal and donor reports, briefing and background notes, and other documentation as required;
  • Liaise closely with all Units to gather and collate accurate data about migration management related activities;
  • Consolidate and analyse data on programme implementation and indicators to facilitate the preparation of periodic reports;
  • Work closely with Information Management and other programme staff, where applicable, to ensure accurate and effective data presentation, graphics and maps;
  • Assist in organizing regular coordination meetings involving implementing partners, ensure timely distribution of the outcomes and tracking of action points;
  • Prepare information as required for missions and visitors on IOM Nigeria’s Migration Management related activities;
  • Assist in ensuring visibility of Migration Management Unit’s programmatic interventions;
  • Demonstrate excellent writing, editing and oral communication skills;
  • Competent in the use of MS office including latest publishing and graphics software;
  • Familiarity with EU, UK and US donor requirements;
  • Perform any other related task as may be assigned.
