We are recruiting to fill the position below:       Job Title: Zonal Capacity Strengthening Officer Location: South- South Zone Job Type: Full Time Position Summary

  • The Institutional Capacity Building officer will play a key role in supporting the Institutional Capacity Advisor in implementing activities including capacity assessments, identification of major gaps in capacity of systems using the NOCAT tool and to develop capacity of state systems through appropriate training and systems strengthening activities.
  • He/she shall be engaging with key relevant government institutions and stakeholders to follow up on activities and action plans.
Reporting & Supervision:
  • The position reports to the Zonal Capacity Strengthening Advisor. The position regularly interacts with zonal program implementation team, leads of all program management units like Finance, HR, PSM and Admin as well as government institutions, and other counterparts across the project.
Required Qualifications
  • Degree in Business Administration, Public Administration, Economics, or another relevant discipline from an accredited university.
  • At least 7 years of experience in Nigerian institutional development
  • Minimum of 3 years in a similar position in an NGO
  • Minimum of 2year experience in a GF funded project in a similar position.
Desired Core Competencies:
  • Hands on experience in the use of computer (Word processing, Excel, and power point presentation skill).
  • Experience in the evaluation of Institutional Frameworks

  • The Institutional Capacity Development Specialist will be responsible for strengthening the capacity of State actors in line with the Global Fund goal of Implementing programs with States as Sub recipients, the Advisor will carry out various system strengthening activities with the State Ministry of Health, State Agency for AIDS Control and other relevant agencies through assessing and identifying major gaps in capacity of State Government systems using the NOCAT tool and developing capacity of state systems through appropriate training and systems strengthening activities.

  • The Senior Finance Officer has the responsibility to participate in accounting, financial and other administrative policy planning and development.
  • He should take part in preparing the zones annual budget on the basis of program narratives and work plans, scheduling expenditures, analyzing variances, Initiating corrective actions. He designs forms for financial data capturing; installs and manages the organizations electronic accounting systems and ensures that books of account are kept in accordance with the Generally Accepted Governmental Accounting Standards (GAGAS) with particular respect to the GF regulations.
  • He is also responsible for procurement processes in the zone and ensuring that hind is available for use in accordance with program activities work plan.
  • He monitors and reviews accounting and related systems report such as monthly pipelines and progress reports for grantors, management and regulatory authorities to ensure compliance, accuracy and completeness; makes sure that stock taking is done on a monthly basis.

Required Qualifications

  • Minimum 8 years core Accounting and financial operations experience.

  • A professional Certification in Accounting will bean added advantage.
  • An MBA is an Added Advantage.

  • The incumbent provides technical support in the planning and implementation of high quality laboratory services required for HIV/AIDS care and treatment services, reproductive health TB and other related and emerging chronic/contagious diseases, will provide support to the design, planning and implementation of laboratory services according to national and international standards and develop guidelines, tools, SOPs and recommendations related to implementation, monitoring laboratory total quality management at ECEWS supported sites and facilities.

  • The position provides technical support for multidisciplinary HIV/AIDS care and treatment, working with organization clinicians and health facility- based site teams to implement care and antiretroviral treatment services.
  • The objective of this position is to strengthen the leadership and the capacity of the supported facilities in the coordination with all stakeholders to ensure access to quality medical care and ARV treatment for HIV patients, to support the integration of nV services within the health sector and to strengthen the clinical components of Tuberculosis, Malaria and other diseases.

  • Incumbent is the zonal team lead and will be responsible for coordinating staff program activities in meeting program objectives, drawing plans and overseeing the implementation of the TB/HIV prevention, care and Treatment service delivery in line with the OF NG&SOP, NAP and M&E national plans on TB/HIV prevention care and Treatment in the 4 states of Imo Enugu, Ebonyi and Abia states across the South East zone and in the States of Cross River, Bayelsa, Edo and Delta in the South-South zone.

  • The incumbent will Provide technical support and strategic guidance on ECEWS gender programing, working closely with teams to develop and oversee strategies to overcome’ gender-related barriers to accessing services, including user fees and transport limitations, design and adapt training for health providers on issues such as respectful cam, gender sensitive health service delivery, gender-based violence and engaging men in health, working with teams to strengthen gender components of training and job aids brand by community health workers.

  • The incumbent wiIl be responsible for overseeing the design coordination and support for Implementation of community-based HIV service delivery and the supportive supervision of the OSS for Kps (FSW, MSM, TWG, PWIDs) in line with Global Fund (GF) TB-HIV Model.
  • S/he will work as a member & the advisory team working with other staff members, Ministries of Health, and other key stakeholders on developing/updating guidelines and protocols for inclusion of community participation.
  • This effort includes overseeing activities In the OSS, supporting the implementation of referral pathways and bidirectional referral systems between the national program and the KP led community-based initiatives.
  • S/he will work in close collaboration with supported facilities to make sure animators (peer to peer outreach workers) supported by ECEWS are trained and have the requisite technical support to provide basic, but quality HIV care and treatment services to their clients.
  • S/he will maintain a strong and collaborative relationship with key partners and stakeholders to strengthen community-based HIV counseling and testing services and referrals for care, treatment, and support services at the community and health facility levels.
  • S/he will provide leadership to community- based organizations to implement an evidence- based prevention intervention inline with the national guidelines.
