  • The objective of the Community Care Intern position is to work closely with the Regional Community Care Specialist to manage the MSH CaTSS community care & support program in a manner that strengthens retention rate across the supported health facilities, community service provision including the Orphans and Vulnerable Children program.
Specific Responsibilities
  • Provide periodic application of SIMS tools as a means of providing mentoring and supervision to the health facility and community services providers.
  • Support and ensure facilities conduct treatment preparation for all new patients.
  • Ensure facilities provide routine adherence counseling to all patients attending ART and care clinics.
  • Ensures and support facilities conduct proper documentation of services provided in the facilities
  • Support and Ensure facilities provide positive clients receive PHDP messages, every clinic day and at support group meetings.
  • Encourage clients to choose a treatment partner that will receive information and education to support client’s adherence to ART and clinic day appointment, keep telephone contact of client’s treatment partners.
  • Work with referral coordinator and M&E/records unit to ensure effective tracking of clients experiencing a challenge in remaining on care and ensure documentation and reporting of same.
  • Coordinate and support referrals and linkages in all CCT site for positive clients to existing support groups
  • Support the formation and functionality of the support group cells (small groups of 5 to 10 persons living in the same area) and mentor them towards becoming a community based support groups as well as establishing an economic empowerment programme together.
  • Ensure facility staff Collate and submit weekly/monthly statistics of services provided to the M&E unit through the referral coordinator or the focal person.
  • Carryout any emerging activity as directed by the site coordinator or MSH Technical Staff.
  • Work with referral coordinator to submit reports detailing all activities carried out.
  • Ensure facilities document all cases of death, transfer, contract tracking of patient.
  • Support and track facility Gender norm and gender violence activities
  • Support facilities support group in monthly meetings.
  • Support CSOs providing OVC services within the states to graduation of beneficiaries
  • Document programmatic achievements and keep the State Regional Community Care Specialist informed on weekly, monthly and quarterly basis.
Supervision:
  • Works independently with close supervision from the Community Care Specialist
Qualifications and Experience
  • Candidate must possess minimum qualification of BSc or its equivalent in any field of Social Sciences
  • At least 2 years’ experience with HIV/AIDS care and treatment programs supported by bilateral agencies such as USAID/CDC at CSO or IP level
  • Excellent grasp of community care issues and current literature on HIV/AIDS care and treatment.
  • Excellent oral and written communication skills and fluency in English.

  • The key expectations of the M&E Intern’s position is to support the M&E Unit in ensuring that MSH’s M&E system is well positioned to provide continuous  technical guidance, capacity building, M&E systems strengthening to MSH supported facilities, Community Based Organizations, and State M&E Teams.
Specific Responsibilities
  • Support timely and qualitative data reports to donors and other applicable authorities.
  • Support data entry into DATIM, review of DATIM data entries and running of quality checks on same.
  • Support the management of project databases
  • Support project EMR operations
  • Support data quality operations including but not limited to data validation and DQA.
  • Support the development and dissemination of project data use products
  • Support the tracking of status of accomplishment of deliverables.
  • Support the provision of Technical Support to supported health facilities and entities.

Qualifications and Experience
  • Degree in Statistics, Epidemiology or related field with focus on monitoring and evaluation and/or Biostatistics.
  • At least 2 years hand-on-experience in monitoring and evaluation with very good analytical, presentation, communication and reporting skills.
  • Significant experience in developing monitoring plans and/or management information systems 2 years of which spent working with NGOs in an African setting.
  • Excellent inter-personal, multi-cultural and team building skills.
  • Strong computer skills particularly in spreadsheets, database and statistical applications.
  • Significant experience working in HIV/AIDS programs in Nigeria.

  • The key objective for the intern is to support the State Field Office Team in providing laboratory program activities and profiling laboratory innovations from the field office in reports.
  • Under the tutelage of the Laboratory Systems Specialist, the Intern will provide the technical support for the Care And Treatment for Sustained Support (CaTSS) laboratory program in the state in a manner that strategically support the maintenance and uninterrupted delivery of quality HIV/AIDS and TB care and treatment services integrated into the host state health system.
  • This technical assistance will be provided in close collaboration with the Government of Nigeria (GoN) at the state, and local government levels in the State.
Specific Responsibilities
  • Document key Laboratory activities from the State and share with both the State Office and Country Office Laboratory Teams. Liaise with the Country Office in identifying key successes and originating draft success stories for reviews.
  • Provide needed technical oversight over the laboratory services-related volunteers attached to supported facilities
  • Provide support to facilities on data collection for monthly and quarterly reports and timely submission to Country Office
  • Support the State Laboratory Quality Management Task Teams and health facilities on continuous quality improvement (CQI) programs. He/She will attend facility-based QI meetings
  • Ensure that all MSH-supported laboratories carry out quality assurance functions, including but not limited to IQA, EQA and PT activities, and the availability of quality documents and records.
  • Support facilities to ensure that laboratories implement GoN-approved diagnostic protocols, quality control procedures, significant biosafety, and biosecurity practices.
  • Support in equipment maintenance and the availability of laboratory reagents and consumables to minimizes service interruption for all investigations.
  • Support strong collaboration with the Laboratory Directorate in the SMOH, State Hospital Management Board/Bureau for increased state government ownership and funding for laboratory system improvements that lead to sustainability.

  • He/She will assist the Laboratory Systems Specialist in tracking and reporting on optimization of Viral Load and EID (IVT) services, state government’s sustainability efforts, laboratory services integration and accreditation preparedness effort of selected health facilities within the State.
  • Support in managing the state-specific database of laboratory activities, including but not limited to QA, EQA/PT, TB, CD4, IVT and Viral Load optimization activities by working closely with both Country and other Field Office technical staff.
  • Coordinate sample (sputum, plasma, whole blood, DBS for both IVT and viral load) transportation through the National Integrated Sample Referral Network (NiSRN) from sites without equipment and from sites with unexpected equipment breakdown

  • The Presidents Malaria Initiative for States (PMI-S) is a five-year PMI/USAID flagship malaria project implemented through a consortium led by the Management Sciences for Health (MSH)
  • The project is supporting the Government of Nigeria through its agencies at the federal, state, Local Government (LGA) and community levels to reduce under-five and maternal mortality by delivering quality services for management of malaria, its complications, and prevention.
  • PMI-S project focuses on strengthening the capacity of the National Malaria Elimination Program (NMEP) for the implementation of the National Malaria Strategic Plan 2014-2020.
  • PMI-S will target eight states of Nigeria, namely: Akwa Ibom, Benue, Cross-River, Ebonyi, Nassarawa, Oyo, Plateau and Zamfara.
Background
  • The M&E/HSS Officer will be supervised by, and report to, the State Coordinator
  • S/he will provide technical leadership of PMI4States HSS interventions, including the roll-out and integration of PMI4States M&E plans in the states with other HSS activities as well as generating strategic data for program management, reporting, and documentation of best practices.
  • The position will use analysed and triangulated HMIS, LMIS, and surveillance data at strategic policy and management discussions to influence state HSS. S/he will build the capacity of SMEP and LGA malaria focal persons in use of evidence to influence HRH, health financing, and service delivery system decisions. S/he will provide timely analysed data to inform AOP processes.
  • The position will build capacity of SMEP and LGA malaria focal persons in monitoring AOP implementation and budget performance to inform mTWG decisions.
Specific Responsibilities
  • Provide technical guidance in the planning and implementation of all state and LGA level M&E/HSS activities
  • Develop and implement an M&E/HSS plan for the program in the state, in collaboration with the State Coordinator
  • Take lead in the implementation of PMI-S state level Task Order M&E plans and state work plan and reporting on USAID indicators and targets in collaboration with the State Coordinator
  • Establish system for flow of information from service-delivery points to the PMI-S central data base and ensure timely M&E/HSS technical support to all implementing health facilities
  • Review data entered into the DHIS2 by LGAs, and check for data quality, completeness and timeliness, and provide feedback to LGAs and HFs monthly;
  • Plan and implement follow up actions on data quality issues with LGAs and HFs
  • Work with the SMEP to coordinate quarterly state level M&E TWG meetings and ensure that the meeting is held regularly
  • Manage the roll-out of the project M&E data quality assurance system including planning for and participation in DQA visits and meetings at the state, LGA and HF levels
  • Coordinate regular data quality assessments, undertaken in a participatory manner, with facility staff and ensure the completeness, consistency and validity of routine data including reported into the DHIS2
  • Write quarterly reports on the implementation of the program in the state
  • Provide supportive supervision and mentoring to LGA M&E officers and health facility staff to improve data quality
  • Mentor M&E staff in SMOH, SPHCDA, LGA and HFs on how to analyze and use data for informed decision making
  • Provide technical support in evaluation research (including sampling strategies, analysis and presentation of data) to the local research groups as may be required by the USAID
  • Participate in project assessments, evaluations and design teams
  • Work with the State Coordinator to establish and strengthen a state M&E system that informs policy and practice
  • Analyze M&E data on a monthly, quarterly and annual basis and flag action areas to the project management team, LGAs and HFs
  • Work with PMI-S management to document and publish best practices
  • Perform any other task to be assigned by your supervisor
  • Working with Senior M&E Advisor (HQ) to ensure adequate budget for all MERL activities
  • Work with the State Coordinator and the SMTL to develop a strategy for strengthening health systems to support effective malaria elimination
  • Take lead in implementation of selected health systems interventions including for example evidence-based state malaria annual planning to fit into state planning and budgeting cycle
  • Support state malaria partners to build an evidence base to monitor state malaria program performance towards elimination goals
  • Provide HRH analytics to inform state HRH deployment and management practices
  • Engage with the State DPRS, SPHCDA, State Health Insurance Scheme to mainstream state malaria budgets in state government budget
  • Provide TA in analysis and management of a state Malaria Data Repository drawing from the federal MDR instance; and promote dissemination of information to policy and decision makers through bulletins and policy briefs
Qualifications and Experience
  • Postgraduate Degree in Social Sciences, Statistics, Epidemiology or related field with focus on generating and triangulating data to inform State health systems strengthening
  • At least 5 years of experience strengthening selected health systems at state or federal level in Nigeria
  • Strong analytical, advocacy and program planning skills required
  • Minimum of 3 years’ hands-on monitoring & evaluation experience, with good understanding of health system strengthening
  • Minimum of 4 years’ experience in developing monitoring plans and/or management information systems 3 years of which spent working with NGOs in an African setting
  • Minimum of 3 years’ experience working in malaria programs in Nigeria
  • Familiarity with USAID reporting systems highly desirable, particularly for malaria control
  • Excellent data analysis, presentation and reporting skills
  • Strong computer skills particularly in spreadsheets, database and statistical applications, including DHIS2 for data management
  • Strong problem-solving skills and ability to foresee problems and initiate appropriate action
  • Excellent oral and written communication skills and fluency in English
  • Strong report writing skills
