This scope of work (SOW) sets forth the services to be provided by the Logistics Advisor to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) in Nigeria.

Background

The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.
The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.
The Logistics Advisor will be responsible for coordinating commodity logistics activities in the assigned state for the GHSC-PSM project in Nigeria.

Principal Duties and Responsibilities (Essential Functions) The Logistics Advisor, working through the State Logistics Management Coordinating Unit (LMCU), shall be responsible for; Facility Level Replenishment and Reporting:

Ensuring donor-procured health commodities “stock on-hand” within health facilities continuously falls within the min/max range established for each product by supporting the LMCU to:
Facilitate data collection at the state level
Facilitate data review at the state level (accuracy of facility reporting)
Facilitate data input into the National Logistics Management Information System (LMIS) reporting tool
Support assessment activities (EUV, state warehouses, storage facilities, supply chain, etc.)
Submit bi-monthly replenishment orders for quantities of each donor procured commodity not to exceed the allocated value of commodity made available to the State from the national supply of donor stock,
Submit emergency orders if/when donor-procured stock levels fall below min/max values in between bi-monthly distributions
Support replenishment trend analysis and consumption data pattern analysis to help supervise and identify future distribution requirements.

Facility Level Receiving:

Share the distribution plan with identified Stakeholders within the state
Monitor the 3PLs making deliveries of donor funded commodities (appropriate trucks, delivery times, etc.)
Coordinate with SDP IPs and other stakeholders to ensure that facilities have the appropriate staff with signature authority are present during delivery windows, that facilities conduct a comprehensive review the quantities of each product delivered against the proof of delivery, that facilities inspect the quality of the products being delivered, and facilities carefully noting any discrepancies on the proof of delivery document prior to accepting the delivery.
Escalate any discrepancies in quantity of products delivered or quality challenges

Facility Level Storage:

Coordinate with SDP/ IPs and other stakeholders to ensure that donor-procured commodities within health facilities are stored and managed in keeping with World Health Organization (WHO) guidelines, and good inventory control best practices.

State Central Medical Store:

Support the state to strengthen storage practices at the central medical store, applying best practices and improving the state systems.
Support routine LLIN distribution in Malaria supported states

Coordination and Governance:

Support state monthly PSM TWG meetings, providing technical inputs and information regarding supply chain activities of program areas supported by GHSC-PSM.
Support the conduct of biannual ART focal person meeting.
Support the state programs in their annual workplan development and periodic review.
Facilitate periodic visits to the health facilities, by the GHSC-PSM M&E team, to monitor implementation of supply chain activities that supports service delivery, and report results to the Regional Manager.
Providing state level reports to the Regional Manager on stock status of health products within health facilities in the state and warehouses that have stock allocated to their state

System Strengthening and Collaboration with other Donors:

Work with other USAID supported IPs to coordinate program activities and promote synergy among partners.
Work with stakeholders to conduct Joint monitoring and supportive visits.
Work with stakeholders to conduct capacity building activities suited to address identified gaps
Conduct joint routine review of data quality issues with all relevant stakeholders and develop appropriate strategies to address issues identified.
Ensure availability of commodities for all partner programs where it falls within GHSC-PSM mandate

Report of commodity loss:

Immediately report donor and state-procured commodity loss at the health facilities or during distribution to the Regional Manager. The losses will include, expiries, theft, discrepancies inventory, commodity damage during handling, damage in product quality etc. while in custody of the state officials at the warehouses and/or health facilities.
Facilitate the collection of a police report on the incident to ascertain the root cause and preventive action
Project related
Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.
Support achievement of the overall project goals as required to ensure project performance.
Perform other tasks as directed by the Regional Managers

Job Qualifications

Bachelor's Degree in Pharmacy, Public Health, Medical Laboratory Sciences, Logistics management or other related Sciences.
Specific experience in supply chain and programming related to HIV/AIDS, TB, FP, MNCH or Malaria strongly desired.
At least 5 years of relevant work experience
Experience working on a USAID or donor-funded project required
Good knowledge of using Microsoft office especially word, excel and power point
Outstanding organizational and coordination abilities
Excellent communication and interpersonal skills
Fluency in English is required

Supervision:

The Logistics Advisor will report to the Regional Manager, Region 7 or designee.

Working Conditions/Duration of Assignment:

This is a long-term position for the life of the contract.

The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Nigeria.
The Technical Director, in close collaboration with the Deputy Country Director, will provide overall technical leadership on the Reproductive Health (RH) and the Maternal, Neonatal & Child Health (MNCH) program.
This is a senior leadership position and the successful candidate will serve on the project senior management team.

Responsibilities Strategic Planning:

Support the Deputy Country Director - Technical, the Country Director and the Task order Directors at the HQ in developing project strategy to facilitate uninterrupted commodity availability in supported States
In collaboration with the Deputy Country Director - Technical, provide high-level supply chain technical assistance to national- and state-level RMNCH programs of government and implementing partners
Lead and contribute to the development of annual work plans, planning documents, reports to ensure their alignment with the project’s strategy and priorities
In collaboration with the Deputy Country Director - Technical ensure that the USAID GHSC-PSM is well-positioned as a supply chain thought leader for RMNCH policies and programs in Nigeria

Technical Leadership:

Provide technical leadership for the RMNCH department of the GHSC-PSM Nigeria across central, regional and State levels
Responsible for managing supply chain implementation of cross cutting programs of the project across 3 regions of program implementation
Mentor and build the capacity of RMNCH and regional project team members and relevant stakeholders at the federal, regional and State levels on ATMRHV and RMNCH technical issues
Provide technical leadership for the sustainable drug initiative of the project to support the reformation of existing Drug Revolving Fund (DRF) in priority States
Ensure that teams provide high quality and timely supply chain technical assistance to national and State level stakeholders including government and implementing partners
Ensure technical activities are data driven and aligned with national guidelines and global best practices and consistent with USAID GHSC-PSM priorities and areas of expertise
Represent and position USAID GHSC-PSM as a supply chain management thought leader for ATMRHV and RMNCH programs at State, national, and international meetings and platforms
Develop and/or contribute written technical expertise to thought leadership platforms nationally and globally
Contribute to the development of data-driving capacity building materials and standards, supportive supervision materials and approaches, job aids, and other systems and tools.

Implementation:

Develop and/or support the development of USAID GHSC-PSM relationships with donors, government counterparts and implementing partners across all levels of project implementation
Provide technical input, leadership, and coordination for the design and implementation of all program components
Facilitate linkages and foster collaboration and coordination with key stakeholders, including relevant national, state, and local government authorities, NGO partners and civil society organizations involved in RMNCH
Ensure compliance with implementation targets and deliverables and together with the government leadership co-lead reviews of progress against objectives as required.
Oversee the use of data on evidence, program design, project performance management, advocacy and policy, in the delivery of high quality MIYCN services, and evaluation of innovations in the region;
Facilitate and maintain close communication and coordination with the A&T staff at HQ, and in the regionally based offices, and consultants;
Ensure alignment and implementation of GHSC-PSM policies and procedures regarding program design, procurement and communication, in consultation with relevant teams in the field and home offices.
Conduct regular field visits in collaboration with key stakeholders and facilitate follow up on recommendations.
Other duties as assigned.

Qualifications

Educational background in pharmacy, medicine, supply chain management, public health or nursing and a Master's Degree in public health or a related field.
At least 10 years of experience in public health supply chain management, with at least five in a senior management position.
Expertise in multiple technical areas highly desired, including family planning and reproductive health, maternal health, newborn health, child health, and malaria.
Proven senior expertise in developing and implementing effective partnerships with partners, government entities, and donors.
Knowledge and proven experience in strategy development, staff oversight, program administration, contractual compliance, and financial management of large health programs.
Prior experience working with Nigeria’s public health system.
Prior experience working with USAID funded projects.
Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including international, national, State and sub-state, public, and private partners
Strong interpersonal and capacity building skills including training, mentoring, and coaching skills
Computer literacy in the following: MS Word, Excel, PowerPoint, Outlook.
Fluency in English required and fluency in Hausa will be an advantage.
Willingness to travel extensively including northern Nigeria.
