  • The Data Officer is will support downstream partners in data collection, analysis and reporting on the epidemiological and training, mass administration of medicine and maintenance of information technology for the DFID ASCEND project in Nigeria
  • The role will work closely with the Country Technical Adviser, NTDs and ensure the accuracy, validity, reliability, timeliness, relevance and completeness of the programme data.
  • The Data Officer is a member of the Country NTD technical team and will report to the Country Technical Adviser, NTDs.
Key Accountabilities (Specific Activities and End Results) Data Management (80% of time):
  • Support the Country Technical Adviser NTDs to oversee data entry, validation, analysis and reporting on the epidemiological, social data and training, mass administration of medicine and maintenance of information technology.
  • Support the downstream partners under ASCEND in ensuring the collection of quality data by supporting, training, monitoring and supportive supervision and data review.
  • Monitor treatment in the field and conduct periodic spot check to validate treatment report.
Dissemination of Reports (20% of time):
  • Ensure the timely dissemination of reports including key performance indicators to the Country Technical Adviser NTDs to ensure timely production of programme reports.

      Job Title: Finance Officer (Audit and Compliance) Location: Kaduna Contract: 2-years Fixed Term Contract Job Description
  • The Finance Officer will monitor compliance to organisational financial policies and procedures both for the Nigerian Country Officer and other downstream partners under the ASCEND NTD programme.
  • The role will ensure that partners meet the contractual obligations as agreed with DFID for the funding of project including advising management on possible risks and mitigation’s.
  • As the Finance Officer you will ensure financial control and manage risk for partners and that all conform to the organisational financial framework, policies and procedures. You will ensure that local regulations and governance requirements are adhered to, as its relates to the contractual obligations to DFID.
  • You will undertake financial monitoring of partners activates, support the Compliance and Risk Manager to review budgets and forecasts of downstream partners and ensure they are in line with contractual agreements, disseminate and educate employees on the financial regulations and contractual risks and how it impacts on the organisation and the ASCEND programme if not complied with.
  • Furthermore, you will perform risk assessments to understand the risk level tolerance, significance and scope, investigate irregularities and non-compliance issues, and collaborate with other departments to create a culture of compliance
Requirements
  • As the successful candidate you will have a relevant professional accounting qualification or /Bachelor's degree in Finance/Accounting, with a Masters degree being an added advantage.
  • You will have significant similar working experience, ideally in an INGO environment (a background of audit and government organisation would also be advantageous), you will have knowledge of financial management, programme & project management and administration, possess Project Financial management and data analysis skills and the ability to represent Sightsavers with key external stakeholders.
  • A good standard of English language skills is required for this role.
      Job Title: Programme Assistant Locations: Kaduna, Benue, Sokoto, Zamfara, Kogi, Kebbi and Kwara Reports to: Programme Officer - Neglected Tropical Diseases (NTDs) Responsible for: NA Department: Finance and Performance Contract: 2-year Fixed Term Contract Job Purpose
  • The Programme Assistant will to be a member of the State NTDs Programme team and will report to the Sightsavers Programme Officer on NTDs in the state.
  • They will support all programme implementation and monitoring of activities according to a detailed work plan guided by standard protocols for NTDs control/elimination in Nigeria
  • The position will ensure that information from monitoring, evaluation and other assessments are actively used to inform and adjust project implementation.
  • The Programme Assistant will work closely with the state NTD teams to ensure quality programme delivery and that all programme targets met.
Principal Accountabilities Quality of Programme (70% of time):
  • Support the Sightsavers Programme Officer (NTDs) and State NTD team to develop a detailed programme implementation plan based log frame and jointly use it to guide programme management in a cost-effective manner.
  • In collaboration with key stakeholders, support the development and roll out of implementation plans to scale mass distribution of drugs to treat the four Preventive Chemotherapy NTDs (lymphatic filariasis, trachoma, schistosomiasis and soil transmitted helminthes)
  • Support the state NTD team to monitor and implement appropriate actions to improve efficiency and quality of project implementation.
  • Work with the programme team and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
  • Support the state NTDs control team and NTD M&E officer to proactively analyse and submit NTDs control data
  • Ensure submission of timely programme reports as per agreed format and timelines
  • Provide data/information to the PO for periodic update and reports on programme implementation monitoring.

Support to Management (30%):

  • The Programme Coordinator Morbidity Management and Disability Prevention (MMDP) is responsible for programmatic management and implementation/delivery of the MMDP targets under the DFID funded ASCEND project Nigeria (2019-2021).
  • Responsibilities will also include delivery of programme targets – number of hydrocele surgeries, lymphodema management, training of health staff and health system strengthening towards elimination of Lymphatic Filariasis in Nigeria.
  • Will also work with the Country Technical Adviser NTDs to deliver on impact assessment and advocacy for the elimination of Lymphatic Filariasis in Nigeria and the health system strengthening under ASCEND.

  • Participate in strategic planning processes to successfully drive the direction and delivery of cost-effective services for MMDP and ensure the objectives under ASCEND are met and contribute to the national policies and elimination goals in Nigeria.
  • In collaboration with partners and Federal Ministry of Health help develop strategies to address the large number of hydrocele and lymphodema cases in Nigeria as part of efforts towards elimination of NTDs in Nigeria.

      Job Title: Programme Officer - Evaluations and Surveys Location: Kaduna Reports to: Country Technical Adviser, NTDs Responsible for: Nil Contract: 2-year Fixed Term Contract Department: Finance and Performance Job Purpose (the overall purpose and function of the job)
  • Considering the size of Nigeria and the need to fast track elimination; this role is critical towards ensuring that key elements like coverage surveys, impact assessments etc are carried out. This support will be for all the various donor funded programmes in Nigeria.
  • Job holder will be supporting the Country Technical Adviser, NTDs in carrying out specific initiatives to distil knowledge from evaluations, innovations, surveys towards distilling evidence for elimination of NTDs in ASCEND and other donor funded programmes in Nigeria which would be used for programme planning and implementation.
  • The role will also support NTD monitoring, surveillance, operations research activities across funded Sightsavers Nigeria Country programmes. The post-holder will also support the implementation of routine surveys and assessments like treatment coverage surveys, impact assessment, Data Quality Assessment making use of standardised databases and tools.
Key accountabilities (specific activities and results): Strategic Programme Planning and Development (20% of time):
  • Plan and actively support in select evaluations, (thematic/strategic) and project evaluations

Monitoring and Evaluation (40% of time):
  • Assist in providing capacity building for M&E of NTDs, including data collection, NTD mapping, data quality assessments, treatment coverage surveys, assessment of disease transmission and evaluation of NTD programme impact in conjunction with programme teams and national programme.
  • Provide direct assistance on the use of the integrated NTD database, WHO supported information systems, and other global tools for the timely collection, management, analysis, and reporting of high quality data, where appropriate.

      Job Title: Programme Officer, NTDs Location: Kebbi Reports to: Programme Manager Responsible for: Programme Assistant (Kebbi) Department: Finance and Performance Contract: 2-year Fixed Term Contract Job Purpose (the overall purpose and function of the job)
  • The Programme Officer (PO) is responsible for managing the daily activities and execution of programmes with assigned partners and to enhance the quality of the Sightsavers programmes.
  • PO will also be responsible for implementation of five Preventive Chemotherapy (PCT) NTDs (Trachoma, Onchocerciasis, Lymphatic Filariasis, Soil Transmitted Helminths (STH) and Schistosomiasis) in Kebbi State.
  • Responsibilities will also include delivery of NTD programme targets, provision of programme management guidance and direct technical support to the implementation of integrated NTD programmes, impact assessment and advocacy for the elimination of NTDs in Sightsavers supported state (Kebbi State) in Nigeria.
  • In addition, should be able to identify and contribute to programme growth and development (scalability) in collaboration with partners and colleagues. Provide technical support and leadership to Kebbi State NTD Team in Nigeria.
Key accountabilities (specific activities and end results) Project Management (50% of time)
  • Supporting partners to identify their own technical and capacity building needs and facilitate providing these in order to support them through the project(s) cycle.
  • Manages all aspects of the project cycle with the partner to ensure effective planning, implementation, monitoring and evaluation, financial and asset management, reporting and documentation is delivered for the Kebbi NTD project. Feedback to and work with internal expertise as required.
  • Build effective partner relationships and support longer-term relationships that go beyond the duration of individual projects by disseminating information and advocating for Sightsavers work in Kebbi State.
  • Promote shared learning and collaboration between partners by facilitating and coordinating partner networks and meetings in the Kebbi NTD project.
  • Be proactive in providing good quality information on case studies and interesting news stories relating to the Kebbi NTD project(s) to support preparation of fundraising materials in Haywards Heath.
  • Support Nigeria country team to establish and maintain effective relationships with the Kebbi State Ministry of Health and other partners in order to advance sustainable plans and integrate them into the existing public health delivery systems.
  • Support the Kebbi NTD project to identify and implement new approaches and tools, including logistics and drug audits and support scale-up of mass drug administrations in the State.
Monitoring and Evaluation (10% of time):
  • Support the Kebbi NTD team in the implementation of monitoring and evaluating NTD programme performance.
  • Support the country research teams and help them to identify operational research opportunities to improve the efficiency and effectiveness of NTD elimination efforts in Kebbi State.
Advocacy and Sensitization (30% of time) :
  • Build and maintain meaningful working relationships with a variety of partners and other stakeholders in Kebbi NTD Project in order to strengthen opportunities for advocacy and higher visibility.
  • Develop relationships with other NGOs to support funding and delivery of services, including NGOs in the Water, Sanitation and hygiene (WASH) sector.

  • The Programme Officer (PO) is responsible for managing the daily activities and execution of programmes with assigned partners and to enhance the quality of the Sightsavers programmes.
  • PO will also be responsible for implementation of five Preventive Chemotherapy (PCT) NTDs (Trachoma, Onchocerciasis, Lymphatic Filariasis, Soil Transmitted Helminths (STH) and Schistosomiasis) in Kogi State.
  • Responsibilities will also include delivery of NTD programme targets, provision of programme management guidance and direct technical support to the implementation of integrated NTD programmes, impact assessment and advocacy for the elimination of NTDs in Sightsavers supported state (Kogi State) in Nigeria.
