Terre des hommes (Tdh) is a child relief Non-Governmental Organization with a presence in over 30 countries of the world and more than 90 projects. Our goal is to make a significant and lasting difference to the lives of children in need. We support children in areas of Child and Maternal health, protection, Water and sanitation and Migration. Our humanitarian services sector aid children in crisis situations across the world. Tdh in Nigeria implements projects in Health, Wash and Child Protection sectors. We are recruiting to fill the positions below:   Job Title: Protection/E-Voucher Officer Location: Dikwa, Borno General Objective

  • The purpose of the position is to support and monitor the implementation of the E-Voucher pilot activities integrated into Child Protection Case Management interventions. The post holder will be in charge of setting-up and rolling out the E-voucher activities, including market analysis, identification and training and regular support to vendors, monitoring and adapatation of the process. He will work closely with Case Work officers and Team leader to ensure a smooth and quality implementation.
  • The post holder shall be ready to be mobile and conduct a significant part of his/her work in outreach.
Key Responsibilities and Tasks Implementation of E-voucher for case management activities:
  • Support in implementing detailed work plans for e-Voucher activities
  • Facilitate Community Mobilization and capacity building training for the target beneficiaries at the community.
  • Work closely with Case Management team on registration of beneficiaries for E-voucher transfer, distribution of e-voucher smartcard and proper monitoring.
  • Support M&E team in activities monitoring (market assessments, baseline, endline, post distribution monitoring, price monitoring, focused group discussions, vendor monitoring etc)
  • Support and facilitate trainings with vendors on use of devices and other relevant technology, e-voucher program processes, and other topics as appropriate, including Code of Conducts and compliance with program requirements
  • Support complaint response mechanism by receiving, recording and reporting complaints from beneficiaries, community leaders and other stakeholders
  • Plan and sensitize of beneficiaries on use of e-Voucher mechanism, their rights and benefits.
  • Coordinate with vendors on timing of disbursement and mobilize beneficiaries for voucher collection.
  • Conduct vendors monitoring to supervise voucher activities, record and report device and smartcard challenges to the Team Leader.
  • Ensure that the data base is properly updated and documentation is properly done for all items distributed (delivery notes, supply request order, etc.)
Child Protection:
  • Promote, and ensure project activities are in line with child protection principles and humanitarian principles
  • Ensure the project activities are well-integrated into the Northeastern Nigeria child protection system and humanitarian coordination practices and guidelines
  • Ensure Tdh Child Safeguarding Policy and Child Protection Minimum Standards are mainstreamed through all the programmatic activities
  • Report serious cases of abuse committed against children to the Child Protection Project Manager. Strict confidentiality must be respected.
Coordination and Representation:
  • Work in close collaboration with Tdh partners and other key actors
  • Coordinates with other Tdh sectors to ensure implementation of standardized activities and with other departments (programme and support) of Tdh Nigeria
  • Participate in fora and meetings held at site level in her/his field of expertise, when relevant and necessary
Other:
  • Fully comply with Tdh Code of Conduct and ensure Child Safeguarding Policy is upheld at all times
  • Ensure adherence to Tdh standards and quality requirements in all the project activities.
Mandatory Requirements
  • Language Skills: Fluent in local languages and in English (speaking/reading/writing).
  • Education Degree: University degree in Economics, IT or any other related discipline
  • Work experience: Minimum 1 year experience in the field of Voucher transfer and monitoring. Previous experience in protection is highly appreciated .
  • Knowledge & skills: Good analytical and writing skills
  • Computer skills: Good knowledge of the MS office software
  • Other: Knowledge of E-Voucher system and programming. Knowledge of protection systems in Northeastern Nigeria, protection issues and best practices (Child Protection and SGBV).

Interested and qualified candidates should: Click here to apply       Job Title: Child Protection/E-Voucher Team Leader Location: Dikwa, Borno General objective
  • The Child Protection Field Team Leader is responsible for the overall supervision and coordination of the Child Protection Case Management activities in Dikwa, including E-voucher for Case Management pilot project.
  • Responsibilities include the direct management of a team consisting of Case Worker officers and E-Voucher programming Officer. The post holder is also responsible to provide on-going technical support to ensure quality and relevance of the overall Child Protection intervention strategy.
Responsibilities and Tasks Project Management:
  • Together with the line manager, ensure the establishment and implementation of work plans, setting clear targets and activity plans
  • Ensure regular communication with the line manager about updates, achievements and challenges through meetings, reports and ad hoc communication upon request and needs
  • Conduct technical follow-up sessions to provide and receive feedbacks, share impressions aiming at improving quality and effectiveness of interventions
  • Ensure that monitoring system documents and tools are well understood and regularly submitted to the line manager and/or M&E Officer
  • Organize evaluation process of project activities for lessons learned exercise and reporting purposes and participate in field assessment whenever requested by the line manager
Supervision of Case Management Activities:
  • Ensure that the case management system for children and adults in a need of protection is aligned with the Inter-agency Case Management Guidelines, adheres and refers to the main inter-agency standardized operating procedures and tools
  • Ensure that case workers thoroughly follow the case management steps ensuring that each step is properly implemented and documented in the individual’s file
  • Document all registered cases in the Information Management Systems
  • Conduct weekly supervision meetings with all caseworkers, providing technical advice on cases and psychosocial support to caseworkers. Facilitate peer-to-peer support groups where appropriate.
  • Review staff caseloads to ensure that they are manageable and share challenges with senior management.
  • Conduct regular case file audit and check that protocols and principles are respected.
  • Map existing specialized services and make sure that the referral pathway is up-to-date to facilitate beneficiaries’ access
  • Ensure that appropriate information management protocol is in place, particularly in terms of confidentiality of data (including data base)
  • Supervision of E-voucher system set-up and implementation
  • Supervise and support the setting up and operationalization of the E-voucher system.
  • Training of the team on the E-Voucher / Red Rose System.
  • Work closely with the E-voucher programming officer in conducting market analysis, identification and selection of suitable vendors in targeted areas.
  • Ensure regular follow up of the implementation of the E-voucher modality and propose adjustement and reorientations if needed.
  • Support regular market monitoring.
  • In close collaboration with M&E team and E-voucher programming officer, conduct mid-term evaluation of the e-voucher pilot modality.
Logistic and Admin:
  • Carry out all the procedures connected with the accomplishment of the planned activities (administrative and logistical)
  • Ensure proper use of equipment and other material resources available to the project
  • Submit purchase requests and other logistics team documents according to procedure and authorization level.
HR Management:
  • Provide appropriate training, mentoring, coaching and capacity building of the team under her/his responsibility
  • Organize team meetings and provide weekly program update and staff planning
  • Follow up staff attendances, leaves and provide monthly attendance sheets to her/his manager to facilitate payroll process
  • Ensure regular feedback to the staff under her/his responsibility and appraisal process when needed and facilitate good communication within the teams under his/her responsibility
  • Support disciplinary measures application if needed.
Child Protection:

Interested and qualified candidates should: Click here to apply       Job Title: Security Officer Location: Monguno, Borno General Duties Information management/analysis:
  • Ensure that security procedures are followed as per the Country Security Standard Operating Procedures (SOPs)
  • Conduct security assessments and threat analysis as required, and where necessary provide feedback on proposed mitigation strategies for local specific threats;
  • Liaise with Head of Sub-Office, and report to the Security Coordinator to ensure that all relevant security information is disseminated in a timely manner to the appropriate field teams and other stakeholders as required;
Procedures’ updating:
  • Work closely with the Head of Sub-Office to propose effectives updates/amendments in the security documents/procedures applied;
  • Assist in the security matters for the deployment of projects/operation or even for the conveying of persons or/and properties in his geographical area of assignment;
  • Provide a support in the on-the-job training of security focal points within the field team;
  • Provide information to field staff on security issues as needed, including travel briefings and risk analysis.
Security incidents management:
  • Support the Head of Office in managing and coordinating all security/safety emergency/crisis situation in his area of assignment;
  • Follow up on security incidents and ensuring reports are drafted.
  • Conduct/assist in security investigations as and when required by the Security Coordinator.
Corruption/Fraud/harassment/severe misconduct risks management: mitigation and investigation plan:
  • Screening all risks of corruption, fraud, harassment and severe misconduct, related to the implementation of the program including (but not limited to) any act or omission that intentionally misleads, or attempts to mislead, a party to obtain a financial or other benefit or to avoid an obligation, as well as the offering, giving, receiving, or soliciting, directly or indirectly, anything of value to influence improperly the actions of another party such as theft, embezzlement, forgery and corrupt practices.
  • Preventing, identifying and addressing all acts of corruption, fraud, harassment, severe misconduct against TdH’s image and reputation, whether committed by TdH’ staff members or other personnel or by third parties;
  • Conducting/assisting in investigations related to cases of corruption, fraud, harassment or misconduct as and when required by the Security Coordinator;
  • Providing to Security Coordinator confidential reports of investigation with adequate recommendations to securely manage proven cases of corruption, fraud, harassment and severe misconduct.
  • Liaise and Coordinate with any other humanitarian actors and/or existing coordination mechanism related to Security and Safety management
  • Liaise with UN agencies, NGOs and other external actors to gain security information and analysis in the region

  • Perform other duties as assigned by the Security Coordinator for all issues related to staff Safety and Security.

Specific Competencies Knowledge:

  • Demonstrated understanding of North-East security Context
  • Computer proficiency in MS Office suite and Outlook is mandatory.
