The United Nations High Commissioner for Refugees (UNHCR) was created in 1950, during the aftermath of the Second World War, to help millions of Europeans who had fled or lost their homes. We had three years to complete our work and then disband. Today, over 65 years later, our organization is still hard at work, protecting and assisting refugees around the world. We are recruiting to fill the positions below:     Job Title: Senior Administrative/Finance Assistant Position Number: 10032311 Location: Yola - Adamawa Category: Administration Grade: GS - 5 Duration of Contract: One Year Contract Type:Fixed Term Appointment Context, Duties and Responsibilities

  • The senior Admin/Finance Assistant provides clerical assistance to the immediate supervisor and/or Head of the Office to ensure that routine services and activities within the admin/finance domain are properly implemented.
  • Subject to the nature of the task/assignment in hand, he/she will receive regular guidance from his/her supervisor.
  • As per specific instructions, the incumbent may require liaising with other internal or external entities, to ensure effective delivery of services and achievement of objectives.
  • The nature of certain personnel/administrative tasks requires discretion and confidentiality as per UNHCR standards and practices.
  • The incumbent’s workload and the assignments will remain under constant scrutiny and direction of the supervisor.
Job Responsibilities
  • Under the direct supervision of the Head of the Office the incumbent shall carry out the responsibilities below:
  • Processes entitlements, issues of contracts and maintains various personnel records and files;
  • Assists in the recruitment of GS staff by evaluating candidate applications and conducting preliminary interviews;
  • Assists in surveys on local cost of living, local salaries, housing rental and collecting the information on the above-mentioned; Processing requests for visas, identity cards, driving licences and other personnel-related documents; Prepare travel authorization and assist in the submission of travel claims;
  • Attends meetings on day-to-day administrative matters; administers the movement of local staff members, their attendance, leave plan, overtime, etc.  Assists in the preparation of inventory records of non-expendable equipment for submission to HQs and takes care of stationary order;
  • Maintains financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports;
  • Assists in preparing financial vouchers and monthly accounts;
  • Selects and enters data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data;
  • Assists in preparing administrative budget submission for entire year; maintains liaison with officials of local bank to obtain day-to-day information in exchange and interest rates, changes in procedures and regulations and matters pertaining to maintenance of office bank accounts.
  • Performs other duties as required.
Essential Minimum Qualifications
  • Completion of Secondary Education or equivalent technical or commercial school with certificate/training in Business Administration, Finance, Office Management, Human Resources or other related field.
  • Minimum 5 years of job experience relevant to the function;
  • Computer skills (MS office and People Soft applications).
  • Fluency in English and working knowledge of another relevant UN language or local language (as applicable in the duty station).
  • In offices where the working language is not English, excellent knowledge of  UN working language of duty station and working knowledge of English.
Desirable Qualifications & Competencies
  • Knowledge in UNHCR Admin and financial rules, procedures and processes;
  • Knowledge and working experience of MSRP (Peoplesoft);
  • Completion of  UNHCR learning programmes or specific training relevant to functions of the position.
  • Knowledge of another relevant UN or local languages.
      Job Title: Protection Associate Position Number: 10030883/10026331 Location: Maiduguri, Borno Grade: GS - 6 Duration of Contract: One year Category: Protection Operational Support Contract Type: Fixed Term Appointment Slot: 2 Openings Context, Duties and Responsibilities Operational Context:
  • The Protection Associate reports to the Protection Officer or the Senior Protection Officer in Maiduguri sup-office.  He/she monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.
  • The Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors.  He/she contributes to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.
  • The Protection Associate also ensures that persons of concern are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
Accountability
  • The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles.
  • Protection activities are guided by the UNHCR country protection strategy.
  • The participation of persons of concern is facilitated through continuous assessment and evaluation using participatory, rights and community-based approaches.
  • Protection incidents are immediately identified and reported
Responsibilities
  • Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
  • Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
  • Assist in providing comments on existing and draft legislation related to persons of concern.
  • Provide advice on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
  • Assist in conducting eligibility and status determination for persons of concern.
  • Contribute to measures to identify, prevent and reduce statelessness.
  • Contribute to a country-level child protection plan as part of the protection strategy.
  • Contribute to a country-level education plan as part of the protection strategy.
  • Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.
  • Manage individual protection cases including those on SGBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents.
  • Assist in identifying durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.
  • Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
  • Contribute to effective information management through the provision of disaggregated data on populations of concern and their problems.
  • Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.
Authority:
  • Prioritize persons of concern for interview, counselling and propose protection support for individual cases.
  • Enforce compliance of local implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
  • Enforce compliance with, and integrity of, all protection standard operating procedures.
  • Submit individual payments request for persons of concern for approval
