Job Description / Overview
  • S/he helps manage project operations, administration, finances, and logistics, and liaises directly with HQ staff.
  • The Program Officer assists with the design and development of project management systems.
  • The Program Officer works directly with agency partner contacts and consultants to develop and monitor project scopes of work, budgets, and timelines. The Program Officer reports to the Sr. Advisor for Systems Strengthening. S/he will also coordinate with Project HOPE Africa Regional Program Officer to strengthen program activities and reporting mechanisms.
  • Project HOPE is looking for a Program Officer to support USAID/Nigeria’s Integrated Child Health and Social Services Award (ICHSSA) program. The purpose of ICHSSA is to reduce the impact of Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (HIV/AIDS) on orphans and vulnerable children (OVC). ICHSSA will ensure that OVCs are cared for and protected by their households, communities, local and state governments.
  • The Program Officer is responsible for providing program operations and management support for specified programs.
Requirements Educational Requirements:
  • Bachelor's degree in one of the following:  Public Health, Epidemiology, Social work, Monitoring & Evaluation, Demography, Biostatistics, Statistics, Analytics or a related field is required. A Master’s degree in Public Health is preferred.
Professional Experience / Requirements:
  • Provide project management and support for the design, creation and revision of HSS activities such as trainings and supportive supervision visits.
  • Ensure accurate and appropriate reporting of all project activities including plans, implementation progress, annual reports, and workshops.
  • Lead the development of communications materials including quarterly reports, success stories, and blogs to highlight key issues, achievements, challenges, and lessons learned.
  • Will assist in direct management and coordination of all project activities in the state in line with the project implementation plan
  • Fluency in English.
  • Degree in Medical Field, Social Sciences or related disciplines with at least 4 years cognate experience, which must include at least 2 years in Programming for OVC and sub granting to CBOs
  • Knowledge of health systems strengthening activities
  • knowledge of health programs with the Nigeria public sector, health system, NGOs / CBOs and collaborative relationship and liaison with community leaders
  • Establish and maintain productive relationships and linkages with key stakeholders including health institutions, government officials, NGOs and private sector.
  • He / she will assist in strengthening technical capacity of CBOs, LGAs and State in OVC programming, service provision and governance as well as provide guidance on referrals for the uptake of services and participate actively in referral coordination meetings

  • Travel for extended periods by air and other modes of transportation.
  • Must be mobile in an office environment and able to use standard office equipment and must be able to communicate in verbal and written form.
  • Typical office environment with exposure to a minimal noise level.

Job Title: Strategic Information (SI) Officer - ICHSSA, Global Health Ref Id: req562 Location: Lagos, Nigeria
Job Description / Overview
  • The Strategic Information (SI) Officer will be responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results.
  • S / he will lead all efforts to strengthen monitoring and evaluation, and performance reporting within the geographic area of activity.
  • S / he will liaise with relevant technical advisers, counterparts responsible for district and provincial level strategic information and monitoring, evaluation, and support coordination with national Management Information Systems (MIS).

Key Performance Areas:
  • Manage project evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/management
  • Facilitate data utilization including guiding routine performance monitoring ensuring provision of analytical data to inform effective QA/QI
  • Coordinate any project-related operations research & publications portfolio in collaboration with technical specialist
  • Lead project M&E related internal and external reporting
  • Provide relevant strategic information for evidence-based programmatic and strategic decision-making
  • Serve as the focal person for all M&E-related functions
  • Manage project-specific M&E framework and plan including data collection and systems requirements
  • Hold overall responsibility for oversight and achievement of M&E requirements/expertise
  • Provide M&E mentoring, support and leadership to ensure adequate capacity exists to support project activities
  • Conduct routine data quality assurance exercises and ensure data integrity
  • Enter routine data into m2m databases and systems by monthly due date
Requirements Educational Requirements:
  • Excellent computer skills in MS Office suite and M & E software: Stata, SPSS, NOMIS etc is compulsory.
  • Must be able to analyze data to inform program decisions.
  • Master's degree in Health and or Public-Health oriented field, Epidemiology, Statistics, Health Informatics or related Social Science.
  • Also required is experience working with CBOs and USAID funded programs.
Professional Experience / Requirements:
  • Advanced experience with MS Office Suite of Programs (Outlook, Excel, Word, PowerPoint)
  • Good analytical capabilities
  • Strong ability to manage multiple priorities and projects
  • Quick to adapt to new challenges and interest in learning new skills and approaches
  • Strong teamwork skills
  • Fluency in English.
  • 5+ years of relevant experience
  • Experience in quantitative and qualitative study design and implementation
  • Experience with monitoring programs using quantitative and qualitative approaches
  • Experience with data analysis and database and analysis software packages (SPSS, database management systems, Access, and Excel)
  • Excellent technical writing and editing skills, with proven experience writing abstracts, proposals, and reports
