Medecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM operating in Nigeria, Borno state since October 2016.
We are recruiting to fill the positions of:
     
Job Title: SRH Officer Location: Damboa, Borno
Essential Duties
  • The SRH Officer, who works under the direct supervision of Damboa Field Coordinator, is in charge to oversee quality and technical aspects through need based formal training, on-the-job training and regular supportive supervision of SRH team members in Damboa, and other feasible means agreed with the Field Coordinator.
  • The SRH Officer also technically report to SHR/GBV Technical Advisor based in Maiduguri; as well with the Health Services Quality Coordinator, Health Coordinator, Emergency Response Coordinator and Program Coordinator as needed.
  • All technical trainings and supports must be based on up-to-date National guidelines, MDM guidelines and WHO guidelines as needed.
Specific Duties
  • Conduct SRH focused regular supportive supervision in all target clinics to ensure quality of services, including functional pathway for treatment of obstetric complications and GBV survivors.
  • Ensure that all RH activities delivered are in line with national RH guidelines and protocols.
  • Ensure that regular on job training and mentorship for midwives in collaboration with SRH/GBV Technical Advisor.
  • Support reproductive health interventions, including Minimum Initial Service Package (MISP) and establishing integrated RH activities.
  • Work closely with Community Outreach Supervisor and organize SRH IEC focused trainings for community Mobilizers.
  • Assist the SRH/GBV technical advisor to ensure that appropriate treatment protocols are followed in all MdM operational sites, including CMR.
  • Monitor progress of activities according to work plan, identify gaps and propose solutions.
  • Ensure that all midwives follow recommended national and international IPC protocols.
  • Ensure that MDM SRH services are rendered according to protocols i.e. ANC, PNC and FP and risk factors are identified with proper referral pathway.
  • Ensure that patient privacy and confidentiality is respected according to MDM policy.
  • Ensure that appropriate health education is offered to clients according to service delivery.
  • Ensure that accurate data submitted on weekly, monthly and quarterly basis.
  • Contribute to SRH data compilation and analysis as an input for evidence-based implementation progress tracking and improvement measures.
  • Assist SRH/GBV Technical advisor to ensure that midwives are well trained to manage cases of Gender Based Violence focusing upholding survivors’ rights to dignity and confidentiality; provide direct care when necessary.
  • Work closely with SRH/GBV technical advisor to ensure that MDM procedures practically applied for management of SRH pharmaceuticals in the field, including PEP kit; abide with MDM logistical and administrative procedures pertinent to SRH supplies and other inputs.
  • In collaboration with the Field Coordinator, attend SRH sub-sector and any other relevant meeting at provincial level.
  • Based on needs, the incumbent to will undertake any duties assigned by his/her line manager, and within the scope of MDM work in the country.
Hierarchical & Functional links:
  • The SRH Officer is directly under operational supervision of Damboa Field Coordinator; as well as under technical supervision of SRH/GBV Technical Advisor based in Maiduguri.
  • S/he also has technical links with other technical advisors and their deputies, health services quality coordinator, health coordinator, emergency response coordinator and program coordinator.
Skills And Experience Required profile:
  • Diploma in Midwifery
  • At least 3 years of professional experience in relevant position of which 1 previous experience with an INGO (with MDM is an asset);
  • Ability to design and implement quality training;
  • Relevant qualifications in Emergency SRH and development activities;
  • Experience working with gender-based violence survivors and knowledge of CMR protocols;
  • Ability to create tools and monitoring process;
  • Work experience in insecure environments is an advantage and/or knowledge of the cultural/social influences on SRH and GBV in North East Nigeria.

Job Title: EPI Nurse Location: Maiduguri, Borno Contract Duration: 3 Months Supervisor: Medical Supervisor Technical Supervisor: Nutrition Technical Advisor Line Reports: None
Tasks Description Ensure safety vaccination of children:
  • Ensure hygiene before administering of vaccine
  • Use appropriate dose of vaccine in the right route
  • Minimize vaccine wastage
  • Follow-up adverse event following immunization (AEFI) among vaccinated children
  • Collect all wastes and garbage in link with vaccination activities and transport into the right place
  • Cold chain and vaccine management:
  • Evaluate the right quantity of vaccines and consumable per day
  • Ensure that cool chain are maintained
  • Collect data in link with vaccination activities and submit to the nurse or team leader
  • Provide sensitization about immunization:
  • Sensitization about hygiene and prevention infection
  • Explain vaccination importance to mothers and caregivers

  • Minor nursing procedures:

Job Title: Pharmacy Assistant Location: Damboa, Borno
Main Responsibilities
  • Under the supervision of the pharmacist in Damboa and with the functional supervision of Pharmaco, the Pharmacy Assistant will assist the pharmacist in carrying out daily activities in the pharmacy.
  • S/He will also support mobile clinics in Damboa to carry out day to day pharmacy related activities.
  • Assist the pharmacist in implementing a quality drugs supply system in line with MdM standards
  • Assist the pharmacist in the reception and preparation of orders
  • Reporting and attendance to meetings

Tasks Description
  • Assist the pharmacist in implementing a quality drugs supply system in line with MdM standards.
  • Update in a timely way the stock movement (IN/OUT) from the pharmacy on stock cards
  • Monitor, and record manually the daily temperature and humidity of the pharmacy warehouse
  • Alert the pharmacist in case of deviation from MdM set standards.
  • Organize and supervise the cleaning of the pharmacy warehouse
  • Participate in analysis of needs, preparation of regular forecasts, calculation of replenishment orders and buffer stocks of the project
  • Ensure all boxes and items are proper identified and registered in stock cards
  • Support pharmacy assistant in the weekly drugs requests to MdM pharmacy
  • Collaborate closely with the pharmacist and build the capacities of dispensers of supported health facilities and mobile clinics.
Assist the pharmacist in the reception and preparation of orders: Support the pharmacist to:
  • Check quantities and quality of the received items
  • Integrate all received items into physical stock
  • Prepare and distribute the drugs according mobile clinics requests and projects needs
  • Check the rationality of the requests
  • Pack supply request from the supported facilities and mobile clinics in a timely way

Reporting and attendance to meetings:
  • Support the mobile clinic to prepare request for the clinic and validate with Medical supervisor.
  • Liaise/inform clinician, doctors and midwife about drug availability.

  • Monitor the supply quantity, expiration dates and quality of medicines and medical supplies.
Dispensing of drugs to patients and patients counseling:
  • To support the team in drug dispensing in case of need.
  • Give drugs according to medical prescription.
  • Indicate the name, presentation and dosage of the drugs on the dispensing bag.
  • Explain to the patient how to take the treatment and make sure that the explanations have been understood
  • Explain the potential side effects of a drug to the patients
  • Fill in the daily consumption form for each item.
  • Ensure patient confidentiality is respected and treat all the patients with respect and dignity
Collection, inventory and analysis of weekly drugs consumption and requests:
  • Collect the daily mobile clinic consumption
  • Participate to collect the weekly consumption and analysis of the medical stock needs
Others:
  • Stand in for the pharmacist and perform his/ her essential functions while on leave for smooth running of MdM activities.
  • Perform other additional duties on request of the Medical Supervisor/ PharmaCo and Pharmacist.

Job Title: IYCF Nurse Counsellor Location: Maiduguri, Borno Slots: 2
Job Description
  • The Infant and Young Child Feeding (IYCF) Nurse (Counsellor) is in charge of social behavioral change interventions, including evidence-based counseling to mothers/care givres and households of children Under 24 Months.
  • S/he also manage baby friendly space that support/mentor care group lead mothers in the Community.
  • The Infant and Young Child Feeding (IYCF) Nurse (Counsellor) directly report to Deputy Nutrition Technical Advisor based in Maiduguri. S/he is also responsible for technical supervision of the Nutrition Technical Advisor.
  • All technical trainings and supports must be based on up-to-date National guidelines, MDM guidelines and WHO guidelines as needed.
Specific Duties
  • Conduct on-going assessment of all mothers with children Under 24 Months that attend OTP in MDM clinics.
  • Complete and maintain individual breastfeeding beneficiary report cards.
  • Perform close monitoring of all beneficiaries, including follow up checks with community mobilisers and summaries of total number of mothers attended to.
  • Maintain clear communication with all other nutrition staff regarding the status of beneficiaries, including OTP nurse, screeners.
  • Provide tailored one to one counseling sessions, based on initial assessments, offering practical advice and education to mothers on the key issues of Infant and Young child feeding practices.
  • Ensure all mothers/care givers are aware of the importance of exclusive breastfeeding for the initial 6 months.
  • Educate mothers on the dangers of feeding bottles through creating strong awareness in the community.
  • Provide mothers with practical advice on correct attachment and positioning when breastfeeding, timely introduction of complementary foods and respond to any concerns or local taboos associated with IYCF.
  • Ensure a comfortable, calm environment for counseling sessions and maintain good relationships with the beneficiaries.
  • Ensure Intgeration of IYCF with MDM Emergency Nutrition/OTP Activities.

Job Title: Roving Medical Doctor Location: Borno
Responsibilities Under the supervision of Medical Supervisor, the Roving Medical Doctor will be responsible for the following main activities in order to ensure the quality of care in the mobile clinics:
  • Provision of free of charge curative health consultations
  • Admission, weekly medical follow-up and discharge of the malnourished children in OTP program
  • Collection, computerization and analysis of weekly epidemiological data
  • Reporting and attendance to different meetings
Tasks Description Provision of free of charge curative health consultations:
  • Prepare all the necessary drugs, material and equipment for mobile clinics and ensure that everything is ready before to leave MdM office
  • Follow the basic medical rules of hygiene when performing curative health consultations
  • Participate actively in triage activities before to start curative health consultations. Perform curative consultations:
Take a proper medical history including:
  • Reason for consultation
  • Duration of the illness or complaints
  • Main symptoms
  • Past medical history and treatment.
Perform a correct physical examination:
  • Inspection, auscultation, percussion, palpation
  • Systematic checking of signs of severity
  • Diagnose and treat the diseases according to protocols in use (i.e. clinical guidelines)
  • Write the most important complaints, signs, symptoms, diagnosis and treatment on the patient's registration form.
  • Explain the treatment to the patient
  • Give individual health education related to the patientТs disease
  • Manage emergency cases according to MdM protocols and regulation
  • Fill in the registration form for each patient, according to the diagnosis of the morbidity surveillance form
  • Check the immunization status for all EPI targeted children and referred the unvaccinated children to the vaccinator
  • Investigate any information regarding unusual health events or diseases outbreak, provided through any source
  • Ensure patient confidentiality is respected and treat all the patients with respect and dignity
Admission, weekly medical follow-up and discharge of the malnourished children in OTP program:
  • Ensure that all the 6-59 months children have been screened (MUAC, H/W and edemas)
  • Admit new cases in OTP program according to the criteriaТs of national nutrition protocol and give systematic treatment for SAM cases
  • Ensure weekly follow up of SAM cases and adapt RUTF doses
  • Discharge cases according to the criteriaТs of national nutrition protocol
  • Refer complicated SAM cases to identified Stabilization Center

Collection, computerization and analysis of weekly epidemiological data:
  • Perform the daily data collection regarding curative consultations

Requirements
  • Qualified and registered national Medical Doctor from a recognized university with a valid practicing license from Medical and Dental Council of Nigeria (MDCN).
Work Experience:
  • At least 2 years of progressive work experience with similar role as a Mobile clinic physician.
  • Demonstrated understanding of the INGO systems and structure.
  • Previous work with humanitarian organizations is added plus.
       
Job Title: Referral Nurse Location: Maiduguri, Borno Supervisor: Health Coordinator Slots: 2
Main Responsibilities Under the supervision of the Head Medical Supervisor, and the Health Coordinator, the Referral Nurse will be responsible for the following main activities to ensure the quality of care of patients referred from MdM clinics:
  • Communication with field teams regarding new, existing and past referrals.
  • Act as the key link between MdM and designated referral facilities.
  • Receive the patient's from MdM clinics at the place of referral and ensure their timely treatment by relevant services.
  • Oversee any intervention and/or treatment of patients referred from MdM services.
  • Facilitate appropriate discharge and follow up of MdM patients.
  • Collection, computerization and analysis of weekly referral data.
  • Reporting and attendance to relevant meetings.
  • Documentation of treatment received and collection of invoices from the referral sites.
Task Descriptions Communication:
  • Be available to receive calls from the field team at all times.
  • Produce daily and weekly report for the HealthCo.
  • Create and maintain good working relationships with referral facility staff.
  • Liaise with patient families or designated guardians as appropriate.
  • Uphold the principle of confidentiality and actively promote the right of the patient to choose their care.
  • Obtain consent from the patient verbal and written where necessary.
  • At the end of each day, provide feedback to the medical supervisors or team leader of the field team(s) regarding the referral cases.
  • Communicate all patient management with Health Coordinator or Programme Coordinator on a daily basis.
  • Report any safety and security concerns to focal person as soon as possible.
Patient Management:
  • Adhere to the СMdM Lifesaving Referral Criteria at all times and seek approval from line manager on any referrals which do not meet criteria.
  • Adhere to the terms of the MoU and MdM referral policy.
  • Personally receive patients referred from MdM clinics at the designated referral sites.
  • Ensure their timely care from referral facility staff.
  • Liaise with referral facility staff on patient diagnosis, management and discharge plans.
  • Provide feedback to MdM clinic supervisors on referral patients.
  • Accompany MdM patients to other referral sites where necessary.
  • Communicate all patient management with Health Coordinator or Programme Coordinator.
  • Help to identify any gaps in referral site resources and notify appropriate persons.
Collection, computerization and analysis of weekly referral data:
  • Submit daily report to the HealthCo on a daily basis
  • Submit end of week report to the HealthCo on a weekly basis
  • Liase with Monitoring and Evaluation Department regarding referral data collection when required.
Attendance to relevant meetings:
  • Actively participate in MdM internal meetings
  • Participate to all the trainings organized by MDM
  • Participate in all relevant external trainings identified.
Documentation of treatment received and collection of invoices from the referral sites:
  • Use the designated forms to document clearly the treatment received by each individual MdM patient.
  • Submit invoices to the budget holder on a weekly basis with the accompanying treatment evidence.
  • Resolve any discrepancies in the invoice(s) with the referral site focal person.
  • Manage a small cash flow for patient and caretaker maintenance costs.
Others:
  • Give suggestions to improve the functioning of MDM clinics and the referral pathway
  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services
  • Perform other additional duties on request of the line manager
  • Inform immediately the security focal point in case of any security problem
  • Because of the emergency relief nature of MDMТs work, working hours may be irregular and employees are expected to be flexible in their approach to working hours under emergency conditions.
  • He/she works under the supervision of the Health Coordinator.
  • The employee shall respect Mщdecins du Monde - FranceТs schedule and Terms and Conditions of Engagement for National Staff and is expected to be available anytime in order to answer to an emergency situation and be flexible and available beyond normal working hours if requested.
  • This job description can be modified according to changes in MDM activities or in the context. It can be amended at any time after mutual consultation, in order to fit the requirements of the programs.
Specifications Specifications are as follows:
  • Nurse / Midwife with at least 2 years experience post qualification.
  • Fluent in Hausa, Kanuri and English
  • Excellent communication and networking skills
  • Knowledge of UMTH, SSH and previous working experience within the hospitals is an asset
  • Trained in Maiduguri- an asset

Job Title: ICT Assistant Location: Damboa, Borno
Job Description
  • The ICT assistant works under the responsibility of the Admin/Base Logistician.
  • He support the Admin/Base logistician to maintain IT equipment and communication
Tasks and Responsibilities Objective 1: IT Provide design, deployment and maintenance of MdM IT Infrastructure:
  • Assist in supervision of the execution of various projects with an IT dimension
  • Assist the Log Base in Design and Plan the implementation of each task, included the budget-related aspects, with the Heads of the affected Departments
  • Be at the disposal of the Log base for any other tasks they deem necessary · Fulfil the following tasks (some of them being covered in the IT SOP):
    • Provide new starters with IT equipment set up to their needs
    • Manage the networks across all sites
    • Manage network prioritization due to limited bandwidth
    • Develop and put in place sound back-up systems
    • Establish and enforce various IT policies (setting up e-mails, use of internet, accounts deletion, etc)
    • Provide resolution to IT issues (repairs and maintenance)
Objective 2. Radio Communication
  • Assure the VHF radio stand-by according to the planning, procedures and logistician instructions
  • Monitor the MDM frequencies and clear them from none authorized users
  • Fill the radio logbook (Location, date and hour of important messages or events)
  • Stay close to the radio during his/her working time (to be able to hear all radio calls).
  • Facilitate the communication between the bases and the employees
  • Transmit messages between bases
  • Relay messages from bases or vehicles when the signal is low
  • Take messages and transmit them to the appropriate or intended person
  • Control the radio equipment installation and maintenance
  • Check that the batteries are charged.
  • Check that the connections are tightened
  • Check that the radio equipment are kept in good condition and clean them every day
  • Update the call-signs and all important documents concerning the radio communication in collaboration with the deputy log base;
Assure the radio contacts:
  • Make contact with bases and vehicles on the field as soon as possible in the morning (at 8h00 with the drivers) and every day.
  • Make contact with the vehicles and other bases according to the procedures or instructions given by the Logistician
  • Conduct the 16h00 radio contact (Situation, location of vehicles) and refer to the deputy Log base for eventual messages to send or receive from other bases
  • Tracking the vehicles that are on the field
  • Monitor the movements of vehicles when they are outside of base
  • Track the movements between bases and contact at predefined points or time
Miscelaneous:
  • Any other task might be asked by the line manager according to the department workload.
Qualification, Experience and Attribute of the Ideal Candidate
  • Degree and post-graduate qualifications (or equivalent) in IT/Networks
