Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and nonchurch partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates. CRS has worked in Nigeria for more than 25 years.

Project Background
  • CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). Since 2003, CRS has been awarded over $884 million in Global Fund resources to implement programs in 27 countries. In Nigeria, CRS is a Co-Principal Recipient (PR) for the Global Fund Malaria grant since January 2017. As a Co-PR, CRS partnered with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate and implement the 2017 long lasting insecticidal nets (LLIN) mass campaigns in 6 states. CRS also supervised and monitored an SR, and supported a range of malaria treatment and prevention services at the state level.
  • For the 2018-2020 Global Fund Malaria grant, CRS remains a Co-PR with NMEP, strengthening the synergy and collaboration with NMEP to improve efficiency and impact. CRS works closely with NMEP, Society for Family Health (SFH), various state governments and malaria partners and stakeholders to coordinate and implement the 2020 long lasting insecticidal nets (LLIN) mass campaigns in 3 states (CRS will implement directly in 1 state and provide ICT4D support for SFH to implement in 2 states. In addition to SFH, CRS also oversees 2 other SRs (Management Sciences for Health and Malaria Consortium), in providing support to the 13 states supported by the Global Fund, for a range of malaria treatment and prevention services at the state level.
Job Summary
  • The Grant Management Coordinator will be responsible for coordinating the preparation and review of all reports ensuring that deadlines for submission of quality documents to the Global Fund are met.
  • This position will track all management actions from GF and follow up with relevant individuals within and outside CRS until the issues are closed. S/he will also ensure that approval protocols and procedures are adhered to by the team.
  • Note: Depending on the project/grant portfolio (scope and complexity), the Project/Grant Accountant can be assigned responsibility for delivery of accounting and financial reporting services for either payable or receivable transactions.
Roles and Key Responsibilities Program Quality:
  • Tracking progress of management actions and requests from the GF: This entails following up with the grant team and making sure that all GF requests and requirements are addressed in a timely manner.
  • Coordinate review/approval processes: ensure that the deliverables to be submitted to the Global Fund follow the team’s review and approval protocols. Maintain/update the review and approval protocols as needed.
  • Quality control/checks of documents to be submitted to GF: Review documents to be submitted to the Global Fund and ensure that they have been edited and meet CRS’ high quality standards.
  • Coordinate/oversee the preparation and review of reports: as needed, lead processes that require input from across the grant team and CP. Examples include documenting lessons learned, conducting an HR analysis, etc.
  • Tracking of action points from meetings with GF and partners and following up with responsible individuals and entities to address and close the issues.
Management and Administration:
  • Information sharing: ensure that key notes/messages from various meetings are documented and shared with the extended project team and project board as needed.
  • Serve as the point person for the extended project team and project board and ensure that issues raised by the extended project team are elevated to the project board for decision-making.
  • Facilitate the identification of TA needs and coordinate TA support: As needs arise, develop SOWs for TA, provide background information for TA staff, facilitate TA visits, etc.
  • Review and file TA reports and perform quarterly analysis of the TA budget lines
  • Oversee document storage for the grant (using Microsoft Teams), ensuring that approvals are properly filed and project information in Gateway is up to date.
Risk Management:
  • Risk Management: Support the CP risk and compliance unit to consolidate responses during project risk analysis.
  • Coordinate responses to audit reports from the team, CP and partners.
  • Required Languages - English
  • Travel - Could be stated as Must be willing and able to travel up to 20 %.
Knowledge, Skills and Abilities:
  • Experience in managing partners/ sub-recipients is desired.
  • Experience working with Government of Nigeria staff (at various levels – national, state and LGA) is desirable.
  • Demonstrates well-developed interpersonal skills, excellent communication skills, as well as negotiation skills.
Preferred Qualifications:
  • Experience in managing partners/ sub-recipients is desired.
  • Experience working with Government of Nigeria staff (at various levels – national, state and LGA) is desirable.
  • Excellent cross-cultural communication skills and proven diplomatic and negotiation skills.
  • Proven experience working with multi-sector teams and the ability to coordinate multiple staff with varying levels of responsibility.
  • Demonstrated capacity to work closely with, understand, and support local partners.
  • Excellent English language oral and written communication skills.
  • Demonstrates well-developed interpersonal skills, excellent communication skills, as well as negotiation skills.
  • Strong writing skills and attention to detail.
  • Strong experience with monitoring and evaluation and financial compliance.
  • Proven ability to function effectively as part of a multi-cultural team.
Supervisory Responsibilities: None Key Working Relationships:
  • Internal: Chief of Party, Deputy Chief of Party, CRS Global Fund Malaria Program Team, Finance, Procurement and Administration Staff, GFSU, GF Malaria Project Board Chair and Board Members
  • External: Sub Recipients, National Malaria Elimination Program (NMEP), Technical and Financial Partners and Auditors
Basic Qualifications
  • At least five (5) years of experience working in a donor funded health program. Global Fund experience is required.
  • Master's Degree in Public Health. Other advanced health degrees may be considered.
