IMPACTS Country profile Since May 2013, the Boko Haram insurgency in Northern Nigeria has destroyed infrastructure, provoked dramatic livelihoods erosion and triggered the displacement of over 2 million people, out of which 1.4 million people are in Borno State. The humanitarian situation of internally displaced persons (IDPs) is critical. Following years of conflict, most the state’s rural areas are empty. Much of the population has fled to the relative safety of Maiduguri, capital of Borno State, or other Local Government Area (LGA) capitals. In the IDP camps of Maiduguri and other enclaved LGA capitals, large portions of the population are extremely vulnerable and in need of immediate humanitarian support. While some areas have recently experienced returns in proximity of main roads, the population from many LGAs is likely to remain displaced for the medium term, lacking security, shelter, and livelihoods in their villages of origin. When returns are made possible, it will be essential to support returnees in rebuilding their homes, which are in many cases destroyed, and resuming their productive lives and livelihoods. Since April 2017, IMPACT’s REACH Initiative has been deployed to Nigeria to help meeting the information needs of humanitarian actors operating in the State and build a better understanding of the needs of conflict-affected populations. Supported by EU humanitarian aid and in coordination with different humanitarian actors, REACH is carrying out the following activities:
  • Assessing IDPs’ movement intentions: IMPACT’s REACH Initiative is assessing IDP intentions to return to their area of origin, move to a new location, or settle permanently in their current location in Borno State, while also looking into factors that are likely to influence IDPs’ decision to move, such as their current living conditions, separation from family members and access to information on their preferred future location. The assessment will help anticipate internal displacement flows and understand IDPs’ current needs, vulnerabilities, coping mechanisms, as well as future challenges2E
  • Camp infrastructure mapping: IMPACT’s REACH Initiative is collecting information on formal IDP camps in Borno State to support site planning and the effective distribution of humanitarian assistance.
  • Rapid assessments of informal IDP camps: IMPACT’s REACH Initiative is profiling informal IDP camps in Maiduguri, Borno State, to better understand displacement dynamics of these IDP populations, while in parallel identifying common community services used by IDPs and barriers in accessing critical services.
  • Cash Working Group support: IMPACT’s REACH Initiative has conducted research to support the implementation of cash programming across Borno State in close coordination with the CWG
About the job
  • Under the direct line management of the IMPACT Senior Field Officer, the IMPACT Field Officer is responsible for Coordination of IMPACT data collection activities in field locations, Hiring, training and leading data collection teams including internal and external relations for each state (Yobe).
Responsibilities
  • The IMPACT Field officer will be responsible for Assessment Preparation and Planning:
  • The IMPACT Field Officer will be responsible for hiring enumeration teams, training them on the use of data collection tools (ODK) and methodology, and leading the teams in the field.
  • Ensuring that IMPACT monitoring activities are implemented in the field with relevant project and program objectives and with IMPACT’s research cycle and other relevant guidelines
  • Responsible for Data collection and management.
  • Monitor data collection, ensuring its correct implementation in line with agreed TORs.
  • Ensure regular situation updates on data collection is properly communicated. Provide support and follow up on identified challenges during the data collection process.
  • In close coordination with the IMPACT Senior Field Officer, S/He will clean and manage qualitative, quantitative, and spatial data collected by the IMPACT team and enumerators.
  • The IMPACT Field Officer will be responsible for identifying and organizing respondents for focus group discussion, facilitating or co-facilitating the discussion and recording results
  • Routine communication of all field activities, data collection progress and other key findings to management in timely and effective manner
  • Responsible for directly supervising the activities of the enumerators.
  • The IMPACT Field Officer will work in close coordination with the field teams of other TPM consortium partners to ensure achievement of the overall goals
  • Foster strategic partnerships with key stakeholders in the field; establish and maintain a network of Local stakeholders (Bulamas, SEMA, NEMA, Government officials and other local authorities) to ensure smooth running of data collection.
  • The IMPACT Field Officer will have custodial responsibility for all IMPACT assets (computers, GPS devices, smart phones, etc) at their operational base, and will need to work with the IMPACT team and ACTED Logistics to ensure serviceability of assets and availability of consumables (printer ink, paper, pens, etc…)
Other Responsibilities:
  • The IMPACT Field Officer will be responsible for supervising junior national staff participating in their assigned duties as well as building technical capacity related to data collection.
  • The IMPACT Field Officer may be called upon to work on other IMPACT programmes in various locations in Nigeria including, but not limited to, remote LGA capitals, as the security situation allows.

Qualifications and Experience:
  • Minimum of two years working in humanitarian responses
  • Bachelor's degree with a strong focus on both quantitative and qualitative research methodologies preferred
  • Fluency in written and spoken fluency in English and Hausa a must; additional fluency in Kanuri is preferred
  • Previous experience in Third Party Monitoring (TPM), an asset.
  • Experience hiring and managing casual labourers
  • Experience conducting focus group discussions, or the ability to learn rapidly
  • Positive attitude and a willingness to learn
  • Excellent communication skill
  • Excellent time management skills
  • Ability to operate in a cross-cultural environment requiring flexibility
  • Prior experience working in IDP displacement locations
  • Ability to work independently
  • Strong skills with the Microsoft Office Suite
  • Strong technical writing skills
  • Experience collecting information using hand-held GPS devices
  • Experience using ODK for quantitative data collection
