Job Title: HSE Officer

Location: Rivers

Job Purpose

  • The HSE Officer serves the purpose of enforcing strict adherence to HSE policies, Site HSE plans, procedures, requirements, rules and processes of the organization and international best practices with the aim of achieving organization & project HSE goals and objectives.

Key Accountabilities

  • Ensure the implementation of the HSE Management System (meeting ISO14001:2015 and ISO 45001:2018 requirements and drive HSE performance improvement actions.
  • Implement & Develop measures to assure personnel safety in assigned areas of work.
  • Monitor JHA requirements for all site ongoing activities to ensure risk controls are suitable and effective. Provide feedback to the HSE System where there is a need for a review of JHA.
  • Promote HSE awareness at all levels within the project team and sub-contractor personnel.
  • Ensure Implementation of Environmental Management Management plan
  • Ensure conformity to requirements and specifications during procurement and deployment of HSE items and equipment
  • Ensure Non-Destructive Tests are performed in accordance with Safety procedure
  • Ensure Scaffolding activities and all work at heights are performed in accordance with Procedures
  • Ensure MSDS are made available and Control of Substances Hazardous to Health (COSHH) requirements are complied with.
  • Ensure the implementation of all project HSE programs
  • Enforce compliance with Project Personnel and Traffic Management Plan.
  • Participate in planning meetings to identify any health and safety concerns inherent in the operation's daily work plan.
  • Correct unsafe acts or conditions through communication & consultation with field Foremen & supervisors as well as through reporting line.
  • Exercise authority to prevent or stop unsafe acts when immediate action is required.
  • Support in carrying out Emergency Response Drills
  • Ensure Permit To Work (PTW) processes are followed.
  • Effectively communicate awareness in building positive HSE culture, report HSE statistics for the site
  • Ensure all lifting equipment and accessories are appropriately colour coded 
  • Monitor all personnel entering site to ascertain they have all undergone the required HSE induction training/briefings
  • Investigate accidents that have occurred within incident areas & Support HSE Supervisor in securing incident scenes to collect, record and investigate incidents to determine causes
  • Identify and closely monitor Simultaneous Operations Procedure (SIMOPS) to ensure compliance and safe close-out of such activities.
  • Verifies that all tools and equipment are adequate and safe for use.
  • Promote safe practices at the job site by identifying & commending positive HSE behaviours & initiatives.
  • Watch out for the safety of all workers and works to protect them from entering hazardous situations.
  • Ensure compliance with site Personal Protective Equipment (PPE) Responds to employees’ safety concerns.
  • Advise and instruct on various safety-related topics (noise levels, use of machinery etc.).
  • Enforce compliance with Safety Procedures in Energy Isolation including lockout/tag out.
  • Inspect the site to ensure it is a hazard-free environment, there is a good level of housekeeping and hygiene.
  • Conduct toolbox meetings to address concerns and drive HSE Improvement

Requisite Qualification and Experience

  • A Bachelor's Degree in Engineering Science
  • Must have at least 4 years of work experience in EPC projects
  • NEBOSH IGC certification
  • IRCA Occupational Health and Safety Lead Auditor Certification will be an added advantage.
