Job Title: National Consultant for Child Protection and GBV in Adamawa
Contract type: Short Service Agreement (SSA)
Location: Adamawa with travel to Gombe

Duration: 11 months
Job Summary
- In September 2014 UNICEF began implementing a joint programme
with UN Women on Women, Peace and Security (WPS) funded by the European
Union (EU).
- The programme will support the Nigerian Government (Federal
level), three Northern Nigerian States namely Adamawa, Gombe and Plateau
and selected Local Government Areas (LGAs) to strengthen women's
leadership, advanced gender equality and improve protection for women
and children in conflict settings. UNICEF is responsible for
implementation of Component 2 of the programme, namely to increase
access to reporting mechanisms and protective services for girls and
women affected by human rights abuses, including gender based violence,
in 3 states of Northern Nigeria".
- This will entail enhancing avenues for reporting of of child
rights violations in theses three states, as well as Borno and Yobe, and
strengthening access to and quality of services for children and women
who have experience violence (including gender based violence (GBV),
abuse, neglect and exploitation.
Purpose of the Consultancy
- The purpose of this consultancy is to support Government and NGO
partners to strengthen reporting mechanisms and response for children
and women who have experienced violence, including gender based
violence.
Major Task to be Accomplished
- Organise training as needed for key stakeholders such as for
National Human Rights Commission (NHRC), Social workers, Child
protections Network members and other stakeholders on child protection
and GBV.
- Develop a costed advocacy plan for the passing of the Child Rights Act (CRA) in Adamawa and Gombe.
- In Collaboration with Child Protection Specialist in Bauchi and
stakeholders implement the advocacy plan for the passing of the CRA.
- In collaboration with the Child Protections Specialist in Bauchi
assist in overseeing the child protection mapping and assessment in
Gombe, including technical assistance to the research team, help
organise and facilitate validation meeting and backstop for the research
team.
- Collect information on the impact of conflict on children and
women for reporting, advocacy and response purpose in Adamawa and Gombe.
- Participate in any state level coordinate groups related to
child protection and GBV to advocate for child protection and GBV
concerns in the state.
- Implement the action plan on unaccompanied and separated children in Adamawa and GOmbe.
Minimum Qualifications
- University Degree in Social Science, Law or related. Master's Degree will be an advantage.
- Minimum of two (2) years relevant professional work experience
- with project related to Child protection and/or GBV.
- Abreast with latest development in the field of child protection and GBV.
- Excellent planning and organisation skills.
- Strong communication skills - both oral and written.
- Fluency in oral and written English is required. Knowledge of local language of duty station an asset.
- Familiarity with child protection in emergencies would be
beneficial including programming for unaccompanied and separated
children and children affected by armed conflict.
Job Title: National Consultant for Child Protection Monitoring and Evaluation
Contract type: Short Service Agreement (SSA)

Job Summary
- UNICEF is supporting the Government of Nigeria to strengthen
prevention of and response all forms violence against children. ln
particular assistance will be provided to strengthen the child
protection system, including through modelling the system in four
States, in order to demonstrate the impact of a well functioning child
protection system, to develop a common model for operationalizing the
Child Rights Act at State level and to develop standardized tools,
including regulations, working protocols and training manuals to govern
the system.
- The programme will be implemented in Plateau and Gombe, as part
EU funded joint programme with UN Women (Women, Peace and Security) to
mitigate the impact of conflict on women and children, including through
increasing access to reporting mechanisms and protective services for
girls and women affected by human rights abuses, including gender based
violence, as well as in Lagos and Cross Riser.
- Strengthening the system includes the development of a robust child protection management information system.
Purpose of the Consultancy
- To establish a harmonized information management system and case management system for child protection.
Major Task to be Accomplished
- Together with key stakeholders support an assessment of formal
and informal information management systems for child protection and
routine data collection relevant to child protection.
- Map data collection points and data flows, the content of this
data and how this data is collected, stored and transmitted from front
line workers to State and Federal agencies, and including NGO's.
- Produce a baseline of child protection cases in the four focus States - reported cases and outcomes of reported cases.
- Support stakeholders to develop a draft detailed costed plan of
action for an information management system for Nigeria including
detailed recommendations for the content and coverage of the system and
how the system will be used.
- Develop training modules for users of the child protection management information system and deliver training.
Minimum Qualification
- University Degree in Social Science, Statistics or related Master's Degree will be an added advantage.
- Minimum of two year's relevant professional work experience with management information systems or M&E systems.
- Experience of designing and delivering training on management information system or M&E
- Excellent knowledge of the latest development in the field of monitoring and evaluation within social science sector.
- Excellent planning and organisation skill
- Strong communication skills - both oral and written.
- Fluency in oral and written English is required. Knowledge of local language of duty station an asset.
Desirable specialized Knowledge/Experience
- Familiarity with child protection and the systems strengthening approach.
- Experience of working on monitoring and evaluation or management information systems within the public sector.
- Experience of undertaking assessments of management information system.
Job Title: International Consultant for Child Protection Monitoring and Evaluation

Purpose of the consultancy:
- To establish a harmonised information management system and case management system for child protection
Responsibilities
Major Tasks to be accomplished:
- Support the assessment of formal and informal information
management systems for child protection and routine data collection
relevant to child protection in the four states and at Federal level,
including how data is collected from the states and including routine
data collection relevant to child protection, and support the mapping of
data collection points and data flows
- Review the data and information collected for the assessment
conducted at State and Federal level and draft the assessment report and
mapping
- Facilitate validation meetings for the four states and at the Federal level
- Support stakeholders to develop a draft detailed costed plan of
action for an information management system for Nigeria including
detailed recommendations for the content and coverage of the system and
how the system will be used.
- Develop pilot tools for the child protection management information system
Minimum qualification
- Master's degree in social science, statistics or related field
- Minimum fourteen years relevant professional work experience with projects related to monitoring and evaluation
- Abreast with latest development in the field of monitoring and evaluation
- Excellent planning and organizational skills
- Strong communication skills - both oral and written
Desirable specialized knowledge/experience
- Experience of assessing and developing management information systems for child protection and knowledge of child protection
- Experience of working on monitoring and evaluation within the public sector
Job Title: International Consultant for Unaccompanied and Separated Children
Location: Nigeria

Purpose of the consultancy:
- The purpose of the consultancy is to urgently strengthen the
capacity of UNICEF and local actors to respond to the needs of UASC.
Responsibilities
Major Tasks to be accomplished:
- Assess the situation/magnitude of family separation in four States in northeastern Nigeria (Adamawa, Borno, Gombe and Plateau);
- Assess the existing capacities and gaps in terms of programmatic
prevention and response to family separation in these four States
(Government, local NGOs, international NGO);
- Develop an action plan for prevention and response to family
separation with an accompanying timeframe in order to build a UASC
sustainable program; and
- Support rapid capacity-building initiatives, including trainings
of partners to carry out identification, documentation, interim care,
psychosocial support, family tracing, reunification and follow-up of
unaccompanied and separated children, as well as prevention of family
separation (primary and secondary).
Minimum qualification
- Master's degree in social sciences, human rights, conflict studies or international relations.
- Minimum five years experience with child protection programming
for unaccompanied and separated children in natural disaster and/or
armed conflict contexts and field experience in emergency contexts is
essential. Previous experience with child protection in emergencies
assessments and trainings is required.
- Excellent planning and organizational skills
- Strong communication skills - both oral and written
