Job Title: State Monitoring, Evaluation & Learning Coordinator

Role Purpose

  • The purpose of this position is to support the organisation’s emergency response team in the monitoring and evaluation of emergency projects in Borno state.
  • He/she will provide support to partner organisation to systematically measure progress in the implementation of the host organisation’s emergency response and to ensure accountability and learning.
  • The person in this position will design a framework or apply the country’s existing framework through which these measurements (M&E data) are fed back to those involved in the running of the various components of the emergency response programme.
  • He/she ensures that the information collected can support and guide the decisions of the management team to improve the quality and impact the programme operations
Role Context
What does the department do? Is the role part of a team? How big is the team and where does the job fit in? (An organogram is helpful here):
  • The role works within the International Programmes role family and the wider Programme Funding remit.
  • The role provides support to programmes to ensure that programmes are well implemented and reported on.
  • Because reporting is key and central to CA, this role ensures that timely reporting is done and in the best possible way that meets CA standards. Will be some travel within country required
Key Outcome:
  • Develop and strengthen Monitoring and Evaluation systems to allow for effective, accurate reporting for decision making and project implementation.
  • Provide assistance to the overall capacity development on monitoring and evaluation to staff and partners, including supporting them collect case studies and inform decision making whilst ensure learning and knowledge generated throughout the programme is disseminated and remains with the team beyond the deployment.
  • Support the generation of timely and high-quality reports for reporting and proposal development purposes to key stakeholders (donors and beneficiaries). This may include monthly/quarterly progress reports and statistics as well as mid-/final reports to stakeholders.
  • Participate in proposal development to ensure accurate information is provided in project design and that the programme response logic is clear and well defined.
  • Work in close collaboration with the emergency response team, sector specialists, and the Monitoring and Evaluation Unit in the Country Office to put in place a detailed results framework that is tracking programme progress and informing management decisions. This includes the development of SMART indicators that measure progress against objectives in the emergency response programme.
  • Manage the implementation of the M&E Framework through a concrete action plan for the emergency response programme.

Essential:
  • Degree, preferably in Statistics, or the Social Sciences. 3 years NGO experience and knowledge of monitoring and evaluation.
  • Experience in qualitative and quantitative tool design, data analysis and reports and research writing.
  • Solid understanding of CHS and other accountability frameworks, including community feedback mechanisms.
  • Team management (if applicable): Experience in managing a team as a strong team player with positive attitude.
  • Detailed knowledge of M&E frameworks, systems and/or indicator reference sheets.
  • Experience managing programme databases (design, entry, analysis).
  • Good understanding of routine data quality checks/validation.
  • Experience in survey and qualitative interviewing, including supervising field data collection teams.
Desirable:
  • Ability to incorporate governance methodologies into partners’ work
  • Understanding of governance related issues in Nigeria.
  • Ability to produce quality reports from analysis conducted on data sets.

Job Title: State Programme Coordinator - Water Sanitation and Hygiene (WASH)

Role Definition
Role purpose:
  • To lead and support Christian Aid partnerships and programmes and to support the effective implementation of CA funded humanitarian response with local partners implementing the programme.
  • To contribute towards the smooth administration of the programme working mainly within the local office team but may have frequent contact with external partners in the course of work.
  • To support communications and fundraising including from institutional donors.
Role Context
  • The State Programme Coordinator will be based in Borno field office with frequent trips to project communities in Borno and other Northeast states (Gombe and Adamawa).
  • The role holder will lead on the assessment and analysis of WASH situations of households and communities, the design of response mechanisms and the high-quality implementation of programmes in an emergency.
  • He/she is responsible for compiling regular action plans and quality programme reports.
  • In coordination with the emergency response team, he/she provides technical assistance to the field staff and partners, designs and rolls out capacity building activities on WASH and oversees the successful programme implementation.
  • The person is also responsible for monitoring WASH programmes, working in collaboration with other civil society organisations, local government and UN agencies (including active participation in the WASH cluster), and in sharing and incorporating learning into the programming cycle
Key Outcomes

  • Develop and support a strong CA local partner portfolio in Borno and other part of the northeast with regards to WASH programming whilst promoting knowledge sharing and best practices through effective stakeholder consultations.
  • Participates in resource mobilization and budget monitoring activities for CA projects in Borno and other states of northeast.
  • Identify & build relationships with relevant groups thereby contributing to a multi-stakeholder engagement which aims at developing a mechanism to monitor and implement WASH cluster/sector decisions and recommendations
  • Develop and roll out learning and capacity building modules for the partner organisation’s staff and partners, as well as community groups in the area of WASH and ensure learning and proper documentation both internally and externally

  • Degree- B.Sc, B.A Degree in Development-related field with at least two years’ NGO experience and managing WASH programmes in emergencies
  • A thorough understanding of and ability to apply the SPHERE standards on WASH
  • Experience of the programme management cycle especially around intervention on CLTS including project appraisal, monitoring and evaluation
  • Understanding of partnership approach to emergency/humanitarian work and experience of working with local partners
  • Working under own initiative with a variety of different stakeholders especially within the UN cluster systems
  • Experience of and commitment to working through systems of community participation and facilitating capacity building skills.
  • Strong report writing, analytical and documentation skills with Good interpersonal, organisational and communication skill.
  • A solid understanding of the behavioural change approach will be an asset.

Desirable:
  • Specialised qualification in emergency and/or development work.
  • Ability to speak and understand Hausa
