Job Title: Consultant - Knowledge, Attitude and Practices (KAP) Survey

Objective

  • IOM Nigeria is seeking a specialized person in Monitoring and Evaluation (M&E) particularly with focus on Knowledge, Attitude and Practices (KAP) Surveys.
  • The expert will support the process of evaluating the implementation of three (3) years project which was aimed at contributing to the improvement of living conditions and the protection of Internally displaced persons (IDPs) and affected populations by strengthening civilian law enforcement’s response to Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Trafficking In Persons (TIP) in IDP camps and IDP host communities.

The Goals of the Kap Survey Are:

  • To assess the Nigerian law enforcement official’s knowledge on GBV and TIP response.
  • To identify knowledge gaps, attitudes, cultural beliefs, behavioural patterns, and practices that create barriers to effectively contribute to GBV and TIP response in IDP settings.
  • To assess the impact of the project implementation to the beneficiaries including committees and community members in Borno and Adamawa states.
  • Target: programme-level Monitoring and Evaluation (M&E)
  • Areas of coverage: Bama, Konduga, MMC, Dikwa, Gwoza, Ngala, Yola south, and Furore LGA's in Adamawa and Borno States

Background Information

  • As part of the project, IOM developed three training manuals on "strengthening law enforcement agencies response to Gender-Based Violence (GBV)/ Trafficking in Persons (TIP)" and "Trafficking in persons: victims' identification and assistance" and "Community engagement in preventing and responding to GBV/TIP." The manuals were utilized to strengthen the personnel's response to GBV and TIP in Borno and Adamawa states.
  • Through continuous coaching, training, and mentoring visits to the Nigerian Police Force (NPF) and Nigerian Security civil Defense Force Corps (NSCDC)stations.
  • The project improved the technical capacity of law enforcement personnel to facilitate well-coordinated response to GBV and TIP services in line with GBV/TiP minimum guidelines and standards. IOM in collaboration with the trained protection focal persons within the law enforcement agencies were able to establish and 20 women and 2 men community structures at the camp level.
  • The established committees worked closely with trained trainers (ToT’s) to lead focus group discussion and dissemination of key messages focusing on GBV, SEA, TiP and availability of services. The above interventions aimed at.
  • Strengthen and build the capacity of Nigeria Police Force to prevent, respond and investigate acts of GBV, SEA and TIP.
  • Assess and strengthen the internal accountability procedures of the NPF and NSCDC for acts of SEA and/or TIP committed by its members
  • Build the capacity of police officers –particularly female police units deployed as protection officers to IDP camps and host communities - to work on prevention and identification of, response to, and investigation of acts of GBV, SEA, or TIP.
  • Promote awareness and sensitization on gender equality and respect for women’s rights and reinforce participants’ knowledge regarding the legal implications of sexual and gender-based violence and human trafficking for the community.

Core Functions / Responsibilities

  • The consultant will be working under the overall supervision of the Project Manager (MHPSS) and the direct guidance and the supervision of the Project Officer (Protection) and the M&E Officer (MHPSS).
  • The consultant will contribute to implementing of outcome 1: Improving response to GBV and TIP of Nigerian law enforcement agencies to ensure key actors can effectively contribute to GBV and TIP response in IDP settings. Outputs 1.1: Officials of the security forces are aware of the risk of SGBV and TIP and have the skills and knowledge to promote the application of Nigerian law and international protocols to prevent and respond to incidents of GBV and TIP.

Scope of Work

  • The consultancy will focus on evaluating the project implementation which will contribute to strengthening and ensuring the sustainability of the MHPSS response in North-East Nigeria.
  • The findings will highlight areas of success to be replicated and recommendations which will be useful in the design and implementation of evidence-based program in response to the identified gaps and needs.
  • The results will support organization to understand the impact of the project on the lives of the direct and indirect beneficiaries.

The Consultant will undertake the following tasks:

  • Liaise with the existing project staffs to understand the initial engagement with the relevant stakeholders (NPF and NSCDC) and community structures (women and men committees) including discussions and feedback from the monitoring and mentorship visits.
  • Develop KAP survey tools (KII and FGD tools) for the end line assessment to evaluate the knowledge, attitude, practices, and behaviour for the beneficiaries that benefited for the capacity development sessions including law enforcement personnel and women committees.
  • Conduct KAP survey to assess the number of officials of the security forces that prove knowledge, attitude, practices, and behaviour (KAP) changes by the end of the project in Adamawa and Borno State. The survey exercise is aimed at 1) identifying the impact (positive and negative, intended, or unintended) the project had on beneficiaries including relevant stakeholders. 2) what do actors perceive to be the project's impact? 3) Recommend what changes in attitudes, capacities, institutions, etc. can be linked to the project's interventions and 4) Determine what project interventions strategies were effective in triggering the observed immediate, medium, and long-term results (outcomes). Review and refer to the existing information from the exercises conducted during the project implementations such training evaluations.
  • Assess the knowledge, attitude, practices, and behaviour for the beneficiaries who were reached through community engagement (FGDs and sensitization and awareness raising sessions).
  • Document findings of the assessment and recommendations share final report together with 2 pager brief and advocacy note/messages.
  • Conduct 1-day validation workshop

Tangible and Measurable Output of the Work Assignment:

  • The consultancy shall be guided by work-related and behavioural ethics that include but not limited to: the ability to effectively apply knowledge of protection principles in responding and preventing GBV, TiP, and SEA responsibilities at an appropriate level; maintain confidentiality and discretion in appropriate areas of work; demonstrate skills at developing contextually relevant interaction while conducting the Survey; is familiar with the relevant global guidelines and standards, especially within the context of IASC guidelines on Protection in an emergency.
  • The consultancy shall also be guided by behavioural skills of the consultant such as the ability to take responsibility and manages constructive criticism; work effectively with all clients and stakeholders; promotes continuous learning and communicates clearly; takes the initiative, and drives high levels of performance management; plan work, anticipates risks and sets goals within area of responsibility; display mastery of subject matter; contributes to a collegial team environment; creates a respectful office environment free of harassment and retaliation and promotes the prevention of sexual exploitation and abuse (PSEA); incorporates gender-related needs, perspectives, and concerns, and promotes equal gender participation; display awareness of relevant technological solutions; work with internal and external stakeholders to meet resource needs of IOM; demonstrate good communication skills and ability to work in a stressful environment.

Deliverables

  • Develop and share KAP survey tools (KII and FGD questionnaires). Conduct KAP survey to assess the application of knowledge and skills that trained law enforcement agents have gained and utilized in prevention and response to GBV, TiP and SEA. The survey will focus but not limited to below content:
    • Description of improved protection services by law enforcement agents
    • Document internal processes used by agencies personnel as a part of knowledge gained.
    • Impact (positive and/or negative, intended or unintended) the project had on beneficiaries and relevant stakeholders.
    • Document gaps and needs related to capacity development and service provision.
  • Share draft KAP survey report on the work undertaken and submit final report. The Survey report should consists of details on about project impact, highlight the needs, gaps, lesson learnt and recommendations (short term, medium and Long term) that are actionable for improving interventions will target actions at the national, state and local levels of law enforcement. IOM will use the findings to inform the scale up of the ongoing intervention.
  • Conduct 1-day validation workshop, develop an advocacy note or messages and a two-pager brief. The brief should provide a concise summary of the Survey key findings, lessons learned/best practices and recommendations.

Required Qualifications and Experience
Education:

  • Minimum Master's Degree or equivalent in Social Research and/or evaluation methods Monitoring and Evaluation Methods, Psychology, Public Health,
  • Good analytical skills
  • Good communication and diplomacy skills
  • Ability to deal with local partners.

Experience:

  • Experience with international NGOs
  • Experience in the North-eastern context
  • Experience in Protection, Capacity Building and MHPSS
  • At least 7 years of progressive experience conducting KAP Survey on End-line Survey

Realistic delivery dates and details as how the work must be delivered:

  • A KAP survey tools developed, reviewed, and contextualized with Maiduguri with successful reviews and revisions by IOM Protection and Sub Working group Law enforcement agencies. Start date is 15 July 2021 and Final report submitted by 15 September 2021.

Performance Indicators for Evaluation of Results (Value of Services rendered in relation to their cost):

The consultancy shall be evaluated by the following performance indicators:

  • Timely execution of assigned responsibility
  • 80% satisfaction reported in coordination activity/ability of the consultant.
  • 80% validation of reports submitted by the consultant.
  • 80% satisfaction reported in the overall performance evaluation of the consultant.

N.B.: The payment will be processed upon submission of the final report.

Duration of the Contract:

  • The Consultancy Contract will be for 2 months

Languages:

  • Fluent English language skills (report should be written in English) and minimum working knowledge of Hausa.

Payment Methodology

  • Payment will be made 100% upon submission and approval of the Final Report and all tasks mentioned under this Consultancy Contract and annexures attached herewith.

Job Title: Consultant - Migrants as Messengers - (MaM) Multimedia Content

Context

  • Migrants as Messengers (MaM) is a peer-to-peer awareness-raising campaign that empowers young people in West Africa to make informed decisions about migration.
  • The campaign is carried out directly by returned migrant volunteers who share honest accounts of their migration experiences with their communities and families. 
  • Through interviews and on-the-ground activities, these volunteers engage their peers so they too can share their stories.
  • Authentic storytelling, peer-to-peer engagement,  community activities,  and dissemination through social media and messaging platforms make these stories accessible to wider audiences, including local decision-makers,  community leaders,  religious leaders and potential migrants.
  • This project captures the candid and emotional stories of returned migrants and their communities with an aim of countering messages of the smugglers.

Purpose

  • To reinforce MaM Volunteers multimedia production skills and support IOM Nigeria Country Office’s on the production and post-production of good quality, well-structured, engaging and meaningful multimedia content to be posted on social media as part of boosting MaM visibility.

Core Functions / Responsibilities

  • Edit raw videos / interviews produced by MaM Volunteers in Nigeria
  • Subtitle the produced videos in English and/or pidgin;
  • Provide constructive feedback to MaM Volunteers on content produced by them with the objective of supporting volunteers to improve their multimedia skills
  • Accompany MaM Volunteers during content collection activities providing them close guidance on all technical aspects of multimedia production;
  • Prepare and facilitate interactive and practical workshops on content creation focusing on the different aspects of multimedia production;
  • Create and support the creation of generic b-rolls to support the production of more compelling videos; 
  • All content produced by the consultant under the scope of the project, including but not limited to photos, raw videos, edited videos should be given to IOM.
  • Upload and organize all the content created (raw and edited) on the specific sharepoint folders and other required platforms.
  • Perform other required tasks as required

Measurable Output & Performance Indicators of the work assignment:

  • Deliver  90 fully edited long and short videos
  • Deliver B-Rollsfootage and upload on designated SharePoint
  • In coordination with Digital Content Producer facilitate one multimedia training targeting volunteers from Edo, Delta and Lagos
  • Develop and submit a multimedia toolkit for MaM volunteers

Required Qualifications and Experience
Education:

  • University Degree in Videography / video editing, Communication, or a  related relevant discipline from an accredited academic institution

Experience:

  • At least three years of professional experience in Videography / Video editing, experience of editing using Premiere Pro
  • Experience in conception, production and editing of mini-video documentaries; (Detailed individual portfolio -web links to produced videos - showcasing range of work should be provided);
  • Experience covering & editing videos on social, humanitarian and development subjects
  • Experience with IOM and /or other UN agencies and INGOs’;
  • Fluency in oral and written (English & pidgin)
  • Strong communication skills, and ability to liaise with various stakeholders, especially with government officials;
  • Excellent knowledge of Adobe Final and Premiere Cut;
  • Good knowledge of filmmaking on smartphones and video editing on Kinemaster;
  • Professional experience with In Design, Microsoft.

Languages:

Context

  • Working under the overall supervision of the Project Manager (MM) and Head of Sub Office Lagos, and direct supervision of Project Officer (MM/ MHPSS), the successful candidate will be responsible for the implementation and monitoring of the MHPSS component within the Migration Management activities under IOM Lagos coverage area, with a special focus on strengthening local actors’ capacities especially at state level to provide mental health and psychosocial support as part of the reintegration support services.

  • Demonstrated Knowledge on Mental Health and Psychosocial Support Program. Knowledge on counselling skills and protection mechanisms and mainstreaming within case management;
  • Experience and demonstrated interest and knowledge in the field of migration, trafficking of human beings, smuggling of migrants;
  • Excellent reporting and communication skills;
  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint;
  • Knowledge on Mental Health and Psychosocial Support Program. Knowledge on counselling skills and protection mechanisms and mainstreaming within case management;
