The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a division of the Department of Public Health, in the Nigeria Federal Ministry of Health (FMH). The concept of NASCP and its mandate is to coordinate the formulation and effective implementation of the Nigeria government policies, guidelines and standard operating procedures for the prevention of new HIV infections as well as improve on the existing treatment, care and support for those persons already infected and affected by the virus in the country.

We are recruiting to fill the positions of:

 

 

Job Title: Administrative and Grant Specialist

Location: Abuja, Nigeria

Background

  • Engagement of an Administrative and Grant Specialist to provide technical support to the Business Official in ensuring that all award and NOA terms and conditions are met.
  • We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030.
  • This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities

  • Coordinates, manages, and leads grant development teams of key internal and external stakeholders that may include our programme.
  • Support the BO to ensure that all award and NOA term and conditions are met.
  • Develop a tracker to keep tab on actions pending and resolved throughout the duration of the grant.
  • Support the BO toward ensuring that all obligation and timelines for reports are met.
  • Assist the BO in the preparation of grant related reports for submission to USG.
  • Periodically prepare grant performance report for submission to the BO and PI
  • Support capacity building training of staff on grant management procedures and USG regulations.
  • Assist in editing sections of grant proposals such as budget narratives, personnel description sections.
  • Gather supporting material for grant proposals such as (but not limited to) job descriptions, resumes, maps, organizational charts, bibliographies, tables of contents, budgets and other forms.
  • Maintain the necessary records, files, reports, databases and resource material pertinent to grants office activities to ensure effective N-SHIP operation and compliance with government and donor regulations
  • Participates in meetings and assists in strategic planning and provides guidance and instructions on Federal and CDC/PEPFAR regulations, policies and procedures to PMT and recommends procurement and financing alternatives vis-à-vis appropriate instrument type to achieve N-SHIP goals.
  • Develops and maintains a grant management system for funded grants that includes report due dates, budget adherence, impact of grants, and any other grant requirements.
  • Continually promotes grant opportunities and provides professional development and grant training for staff.
  • Perform other duties as assigned.

Qualifications & Skills

  • Bachelor's Degree in Social Sciences, Health Science, Business Administration, Public Administration, Finance, or a relevant field.
  • Minimum of 5 years of experience related to grant development, grant opportunity searches, grant writing experience including Federal, State, and Private Sources.
  • Experience in grant management especially USG funded grant is an added advantage
  • Possession of accounting certification from a professional body is an added advantage.
  • Knowledgeable of funding sources, compliance issues, and legal and fiscal policies of funding sources and appropriate government agencies;
  • Ability to work independently, under pressure and meet deadlines;
  • Knowledge of and demonstrated proficiency in the use of modern office software

Job Title: Supply Chain Management Specialist

Location: Abuja, Nigeria

Background

  • Engagement of a Supply Chain Management Specialist to provide technical support for strategic and tactical purchasing of materials and commodities, inventory control and monitoring of performance of suppliers.

Responsibilities

  • Support implementation of the National Supply Chain strategy and N-SHIP supply chain strategy
  • Establish performance metrics for measurement, comparison, or evaluation of factors affecting the supply chain.
  • Analyse commodities delivery data and processes to identify and address bottlenecks and other issues
  • Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements;
  • Maintain supply chain inventory and records
  • Assesses the need for material-handling equipment and makes recommendations to ensure efficient loading, unloading, movement, and storage of materials.
  • Find cost-effective solutions for supply chain processes
  • Resolve issues that emerge in the supply chain system  (e.g. delays in delivery, accidents)
  • Develop and implement safety guidelines in all aspects of the supply chain
  • Ensure supply chain processes meet legal requirements and standards

Qualifications & Skills

  • Bachelor’s Degree in Social Sciences, Pharmacy or similar field
  • Master’s degree in Public Health, Supply Chain, Logistics or professional qualification in similar field is desirable
  • At least 5 years working experience as a Supply Chain Manager in health-related field
  • Experience in HIV/AIDS supply chain management will be an advantage.
  • Working experience of Supply Chain software
  • Strong supervisory and leadership skills.
  • Contractual and financial management experience, with at least 5 years at a mid- management level, working with donor agencies.
  • Strong understanding of international contracts and cooperative agreements including their relevant terms, conditions.

Job Title: Health Informatics Officer

Job Title: Strategic Information / Monitoring & Evaluation (M&E) Specialist

Location: Abuja

  • This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities

  • Develop and implement Performance Monitoring and Evaluation Plans to include clearly defined indicators that reflect a system for the consistent and accurate collection, collation, analysis and use of data as well as clarity on the evaluation approach for outcome and impact level results
  • In collaboration with Program Director, liaise with partners involved in SI implementation.
  • Ensure complete and timely reporting of performance indicators in line with per N-SHIP targets
  • Lead the planning, co-ordination and implementation of the overall N-SHIP M&E team work plans
  • Implement standard operating procedures to ensure accurate and timely data reporting, minimization of risks, and adherence to data quality standards, including periodic internal routine data quality assessments, and, where necessary, make adjustments as per the data audit findings
  • Support accurate reporting and preparation of annual reports for the Project
  • Provide and support planning and implementation of trainings in project monitoring and reporting as needed by project staff and local implementing partners
  • Assess monitoring and evaluation capacity building needs of sub-national actors and local implementing partners and develop capacity building plans to address the needs identified.
  • Coordinate the planning and implementation of periodic impact evaluation studies and research studies, in conjunction with the technical team, and ensure that all such activities are in line with organization policies and practices

Qualifications & Skills

  • MB.BS / Bachelor's Degree in Sciences, Mathematics, Statistics, Health Sciences or any other quantitative Social Sciences.
  • An advanced Degree in Public Health, Data Analytics, Health Informatics, Social Sciences, Demography, Epidemiology, Biostatistics, or any other related field.
  • Applied training in monitoring and evaluation, including research methods
  • Ability to process and analyze data using one or more statistical software packages such as SPSS, R, Epi-Info, Stata or SAS.
  • At least 7 years’ experience in monitoring and evaluation of large health programs
  • 5 years management experience in monitoring and evaluation of HIV activities.
  • Strong working knowledge of public health systems
  • Prior experience working on public health programmes at national level.

Job Title: Health Financing Specialist

Location: Abuja, Nigeria

  • Engagement of a Health Financing Specialist to provide technical support in integration of comprehensive HIV/AIDS health services into existing health insurance schemes.
  • We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030.
  • This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities

  • Lead the development of a health sector blueprint for integration of comprehensive HIV/AIDS services into the health insurance schemes;
  • Support engagement efforts with the leadership of the National and State houses of assembly, Governors Forum, National Council of Health and the private sector to increase domestic funding and allocations for HIV/AIDS prevention, treatment and care;
  • Participate in the development of resource mobilization plan and implementation road maps for the integration of comprehensive HIV services into health insurance schemes;
  • Lead, provide guidance and fast track integration of comprehensive HIV services into health insurance schemes;
  • Lead the institutionalization of a coordination framework that will integrate a pre-payment package for HIV related health care needs for PLHIV at the national and sub-national levels;
  • Develop framework for monitoring integration of HIV services into health insurance, reporting pathway and onboarding.

Qualifications & Skills

  • Degree in Social Science, Health Economics, Actuarial Science, or related field;
  • Advanced Degree in Public Health, Health Financing, Health Economics or related field is required;
  • Five (5) years working experience in HIV program management and/or Health Insurance
  • Ability to multitask and solve complex operational issues in health care settings;
  • Well developed analytical skills and track record of teamwork and ability to produce high quality results and outputs under pressure with minimal supervision.
  • Strong client orientation, interpersonal and diplomatic skills, ability to support policy and program discussions with high level government officials.
  • Capacity building experience and the ability to explain and present concepts in clear and simple ways. 
  • Demonstrated ability to work in multi-cultural teams and environment, and to travel regularly to states to support implementation of work programs and skills development for sub-national health management teams.

Job Title: Capacity Building Specialist

  • Engagement of a Capacity Building Specialist to provide technical support to Programme in providing oversight for the National clinical mentorship program, coordination of capacity building processes, facilitation of training curriculum development and optimization of the ECHO project. We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030.
  • This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities

  • Facilitate expansion and the use of the ECHO platform to all ART comprehensive sites across the States and FCT;
  • Work with relevant teams and TWGs to standardized modules in line with the national guidelines and standard operating procedures (SoPs);
  • Facilitate the process of integrating comprehensive HIV/AIDS module into the pre-service and continuing education training curricula;
  • Conduct capacity needs assessment in liaison with relevant teams involved in HIV service delivery States and the FCT and to identify gaps in the delivery of quality HIV/AIDS clinical management training among health institutions/providers in Nigeria to inform curricula development;
  • Lead the development  and management of a HIV Workforce Registry (HWR);
  • Facilitate training of trainer’s (ToT) workshops to build the capacity of identified pool of trainers to routinely train HIV clinical mentors and other actors in health sector response.

Qualifications & Skills

  • Advanced-level qualification in Public Health, Social Sciences.
  • Minimum of 5 years’ experience in curriculum development
  • Minimum 3 years programming experience ín Health, Education or Social protection
  • Direct experience in curriculum development and development of training tools.
  • Prior experience in facilitating training workshops
  • Understanding of Nigeria health data ecosystems
  • Demonstrated ability to simplify and present complex concepts to a varied audience.

Job Title: Finance Specialist

We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030.
  • This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities

  • Provide and ensure proper documentation on N-SHIP records, management, and financial administration services.
  • Point of contact for vendors and supplies in matter relating to payment and tax remittances
  • Proactively advise and educate PMT on all financial impact of the N-SHIP operations
  • Financial reports both internal and external e.g., Monthly expenditure reports, spending plans, bank reconciliation statements.
  • Responsible for the maintenance and updating of the Programme NSHIP asset register.
  • Responsible to ensuring that all project assets are tagged.

Qualifications & Skills

  • Minimum of a Master’s Degree in Finance / Accounting or certification from a professional accounting body is required (eg ICAN, ACCA)
  • A minimum of five (5) years of financial accounting work experience that includes financial management.
  • Strong financial oversight and monitoring experience including experience with managing program budgets.
  • Experience managing donor funds is required
  • Experience accounting tools to manage large projects efficiently and effectively.
  • Extensive knowledge of bank reconciliation processes.

Job Title: Biomedical Engineering Specialist

Location: Abuja, Nigeria

Background

  • Engagement of a Biomedical Engineering Specialist in the management and coordination of laboratory equipment and devices for HIV treatment, care and support for PLHIV.
  • We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030.
  • This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities

  • Provide specifications for procurement of laboratory equipment
  • Equipment testing, installation and calibrate biomedical equipment and software.
  • Evaluate the safety, efficiency, and effectiveness of biomedical equipment, and software.
  • Maintain and repairing biomedical and equipment, when needed.
  • Provide technical support, when needed.
  • Keep up-to-date service histories on all biomedical equipment.
  • Train Laboratory and other personnel on how to use biomedical equipment safely and effectively.
  • Develop and write reports and documents detailing protocols, policies, standards of use, maintenance, and repairs of biomedical equipment, machines, and software.
  • Work with supply chain management to establish effective logistic system for seamless distribution of laboratory supplies and consumables.

Qualifications & Skills

  • Bachelor’s Degree in Biomedical Engineering, Biomedical Sciences  
  • A minimum of 7 years’ experience working in laboratory setting, 3 of which must be on laboratory equipment installation, calibration, maintenance and repair
  • Certification / license to practice as a bioengineer or evidence of registration with professional body required.
  • Experience in project development, planning and facilitating technical training.
  • Familiarity with public sector and health system is highly desirable.
  • Experience working in HIV/AIDS programmes is an advantage.
  • Excellent working knowledge of laboratory equipment and techniques for the following categories of assays: hematology, biochemistry, CD4/CD8, HIV viral load, HIV DNA qualitative test, HIV viral resistance (genotype and phenotype).
  • Analytical and problem-solving skills.

Job Title: Project Director

  • Lead the Program management unit and coordinate the implementation of N-SHIP project activities
  • Supervises and provides technical guidance for project activities
  • Assist in the operational and managerial aspects of the NSHIP project
  • Ensure that appropriate technical strategies, policies and SOPs are developed and implemented in accordance to national regulations.
  • Facilitate the management, development and monitoring of work plans and budgets; ensures appropriate levels of technical assistance for interventions.

Qualifications & Skills

  • MB.BS or Degree in any medical field

  • Minimum of four years’ managerial level experience.

Job Title: Fiduciary Agent

  • Engagement of a Fiduciary Agent to Conduct a comprehensive risk assessment to determine the exposure to risk. We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030.

Responsibilities

  • Conduct a comprehensive risk assessment to determine Programme exposure to risk. The risk assessment shall include, but not be limited to, addressing the following business objectives:
    • Identify and evaluate activities or actions that could create risk events, such as loss of funds or assets to fraud, waste or abuse;
    • Reimbursement Manipulation - Determine risk exposure and the current ability to detect provider manipulation of the reimbursement methodology;
    • Grant Funding Purpose - Determine system’s ability to ensure grant funds are not used for unintended purposes and also ability to track grant funding to sub-grantees, subcontractors and vendors if necessary
    • Develop a report of findings and recommend corrective actions based on the risk assessment conducted.
  • Submit monthly reports detailing progress made towards implementation of corrective actions.
  • Identify training needs of staff and create a plan of action meant to meet these needs.
  • Work with the Grants Manager to submit reports to CDC on progress towards achieving program objectives outlined in the grant work plan on a monthly, quarterly and annual basis.
  • Work with the Business Official and relevant PMT members to prepare all requests for advance payments from the Payment Management System (PMS). 
  • Work with the Business Official to oversee the disbursement of funds drawn down from the PMS in accordance with grant guidelines.
  • Work with the Business Official and relevant PMT members to develop/prepare monthly, quarterly and annual financial reports and facilitate timely submission of CDC requested reports.
  • Ensure all financial activities are carried out using programme financial management system.
  • Attend periodic review meetings which occur at least once a month.
  • Conduct routine monitoring and support for continuous quality improvement of the financial management and business systems within programme to include financial controls, asset management, procurement and human resource management.
  • Ensure pre-approval of transactions, payments, procurements and retirements of expenses are done in line with approved regulations including appropriate separation of duties.
  • Work with the Business Official and the relevant PMT members to ensure an efficient cashflow management system to support program implementation and in line with the

Contracting & Accountability:

  • The officer will be accountable to the National Coordinator reporting directly to the National Coordinator.

Qualifications & Skills
The Fiscal Agent Key Official(s) will at a minimum possess the following qualifications, skills and professional experience:

  • Master’s Degree in Business Administration or Finance; Accounting with professional certifications such as ACCA/ICAN.
  • 8 years experience working as a Finance or business systems professional
  • Experience establishing financial management operations and conducting financial audits.
  • Previous working experience with international donors, development agencies and/or Government of Nigeria.
  • Proven leadership qualities and experience as Project Manager/Fiscal Agent
  • Knowledge and experience of grants management, contract management and procurement procedures.
  • Extensive experience and proficiency in the use of automated systems and accounting software applications.
  • Advanced proficiency in Microsoft Office, Outlook, Excel, Word, Project and Power Point.
  • Excellent communication skills and experience working with stakeholders.

Deliverables:

  • Monthly fiduciary report.

Renumeration
S/he will be paid competitive fees for the agreed duration based on qualification and experience.
