Job Title: Senior Programme Coordinator – Food Security, Sustainable Livelihoods and Resilience
Location: Maiduguri, Borno
- The Senior Programme Coordinator Food Security, Sustainable Livelihoods and Resilience provides day to day oversight and strategic leadership on the development and implementation involving management of all aspects of the programme, including recruitment and performance management, assessments, designing, planning, implementation, monitoring staff capacity building, reporting and technical support to the agricultural recovery and sustainable livelihoods programme.
- Will be responsible for managing Christian Aid FAO Livelihoods programmes, projects and partnerships as well as the effective management of significant budget funds.
- Will hold the broad and strategic remit for the food security, sustainable livelihoods and resilience portfolio for the programme, with a special interest on agricultural recovery for communities affected by conflict.
- To lead the development of Christian Aid policy and strategy regarding working on Food Security, agricultural livelihoods, agricultural recovery, private sector engagement in the country, and contributing actively to the development of a regional and divisional strategy on working on livelihoods and engaging with private sector.
- To contribute to the representation, brand management of Christian Aid project portfolio, engage with and promote programme communication and fundraising, with institutional donors.
- The role requires technical specialism such as understanding of the sustainable livelihoods framework, understanding of agricultural recovery, resilience framework, humanitarian preparedness and response, value chain analysis, farming as a business and engaging market players, inclusive market systems development, facilitating linkages and creating space for various players in the market to interact and enabling markets to work for the poor in fostering agricultural recovery.
- To contribute to developing work norms for cash for work interventions that promote agro-based and none agro-based livelihoods and promote the integration of agri-nutrition in agricultural recovery.
- Oversee the timely delivery of the FAO Project according to proposals and ensure compliance with all donor requirements.
- Strengthen and promote community engagement processes in the project areas, particularly identifying project beneficiaries, assessing their needs, addressing and resolving community issues.
- Strong portfolio consisting of a large volume of grants to able to respond and support Christian Aid’s programming in agricultural recovery, advocacy, fundraising and communications agenda focused on developing work on agricultural based livelihoods recovery, private sector partnerships and market systems development.
- Compliance with financial policies and procedures especially regarding Food and Agricultural Organisation, coordination requirements for all FAO projects, but including reporting requirements and contribution made to other team members in the development and implementation, partner capacity building and training
- Significant grant proposals focusing on broad sustainable livelihoods, agricultural recovery, resilience work, private sector partnerships and market systems development based on strong planning and evaluation procedures using Christian Aid’s internal systems.
- Significant decisions on programme work in the country informed by Christian Aid’s strategic humanitarian focus areas.
- Communicate and coordinate with project staff on technical questions related to Food Security and Livelihoods, resilience building and agricultural recovery, work planning, programme implementation and provide technical support to developing policies, strategies and plans related to food security and livelihoods, resilience building and agricultural recovery.
- Recruitment, management and development of high performing team who are meeting their objectives and ensure a safe working environment for all people involved in project implementation and maintain the highest standards of behaviour when engaging with stakeholders and working with project beneficiaries.

- The role holder will directly line manage and support the Programme Officers – Food Security and Livelihoods and partner programmes and externally represent CA in the area of sustainable livelihoods, agricultural recover resilience broadly, but in particular working with humanitarian markets, private setcor, value chain and market system development, encouraging entrepreneurial approaches and leading on ensuring compliance to FAO relief funded agricultural recovery requirements.
- In addition, the post holder will provide relevant technical guidance and support to other programme staff and partners and especially ensure that monitoring, evaluation and programme reporting for sustainable livelihoods, agricultural recovery, agricultural extension, market systems development and developing private sector partnerships are carried out in accordance with Christian Aid’s and donor requirements.
- External This role line manages the Programme Officers – Food Security, Livelihoods and Resilience, working closely with Local and State governments stakeholder partners, LGA Agricultural Extension Officers, Food and Agriculture Counterparts, Food Security Cluster Counterparts to ensure effective management and coordination of the programmes focusing on sustainable food security and livelihoods, resilience building, inclusive market development and entreprenuership buidling.
- This will also include contact with institutional donors and may include contact with supporters through direct fundraising.
- Internal The role works closely with the Africa Humanitarian Unit, Resilience Global Advisor, Senior Humanitarian Response Specialists Cash and Markets, Regional Emergency Manager, Regional Programme Development and Funding Manager and the Humanitarian Advisors Team in London.

- Required to make significant decisions on programme work in the country with special focus on Agricultural Livelihoods Recovery and Resilience Building but also informed by Christian Aid strategic direction in country and globally.

- Decisions are made in order to manage a team, from recruitment to managing a workgroup to ensure programme work is successfully managed. Decisions based on technical expertise such as Livelihoods, Humanitarian response, Resilience.
- Ability to collect and analyse data/intelligence from Agricultural Interventions, Sustainable Livelihoods Framework, Resilience analyses and interventions.
Ability to analyse and map various players/actors using the sustainable livelihoods resilience framework, the ACRE process and the PMSD approach and their role in the value chain and using this information to enable poor people to access markets.

Job Title: Food Security and Livelihoods Programme Coordinator
Location: Maiduguri, Borno
Duration: 2 – 3 months
- Since 2009, 14.8 million people in North-Eastern states of Nigeria have been affected by conflict. Communities in Borno, Adamawa, Gombe and Yobe states have been hosting internally displaced persons (IDPs) and returnees, and are overstretched on food, water and the provision of basic services. This has placed both IDPs, returnees and host communities in dire need of urgent humanitarian relief. Latest needs assessment in December 2017 and February 2018 by CA across Borno LGAs, focussed on identifying key need gaps for vulnerable populations in the sectors of Food Security, WASH, NFI and Protection sectors. Food security is the most critical need of IDPs and their host communities; 77% of IDPs across Borno state placed food as a top urgent need. Lack of access to food was confirmed at every IDP camp visited by CA across the target LGAs.
- Christian Aid has been working in the North East and Borno state for over 2 years now. Ongoing humanitarian operations in Nigeria are being implemented directly by CA as well as working along local partners with ongoing intervention in Borno State reaching more than 180,000 IDPs, returnees and host communities with Food security, WASH, Nutrition and Protection in Maiduguri City and its environs, Jere, Magumeri, Gubio, Dikwa, Mafa, Munguno, Askira Uba and Shani LGAs.
- Due to the evolution of the response in NE Nigeria CA and the humanitarian community at large are proposing to support the recovery efforts as communities gain access to land and are looking at developing new livelihoods strategies. Protection, Gender, Age diversity and Inclusion are incorporated throughout the response.
- About the Consultancy Based in CA in Borno Offices opened in December 2016 and from where CA is currently implementing a comprehensive emergency and early recovery programme, notably GFD and BSFP distributions, livelihoods interventions promoting cash for work to reduce dependence syndrome and build community capacity towards own production, promoting rainy season own production of food crops and promoting nutrition gardens. Your main duties and responsibilities will be:
- Leading sustainable livelihoods assessments and conducting Households Economic Analysis survey to assess how community livelihoods are or will be impacted by contextual, economic and ecological change.
- Identification of coping strategies used by the local population to face the on-going crisis and assessment of the factors required to effect positive change towards stabilising community resilience.
- Analysis of household assets, livelihoods strategies, priorities and goals at micro-level, policies, social-cultural and ethnical consequences of the current crisis, barriers to equitable access to resources, human rights at the national level and institutions and processes that affect livelihoods at national level (macro-level). Conducting of a detailed assets and market analysis of the designated areas, encompassing the range of goods, items and services that contribute to stabilisation in a post-emergency phase and the transition into resilience and early recovery. Institutional mapping of relevant organizations, groups and institutions, highlighting what organizations are doing and for whom, including both existing and planned programmes that could be directly or indirectly supporting food security and livelihoods.
- Development of a “roadmap” for integrated programming that addresses evolving needs most effectively and sustainably as communities’ transition into post-emergency and, later, early recovery phases.
- Develop a livelihood strategy and a working document on how to engage with crucial cultural and ethnic dimensions of the insurgence crisis and build locally-appropriate interventions.
- Support the startup and management of livelihoods activities being implemented by CA and ensure that all elements of donor contracts are accomplished especially for the WFP and FAO livelihoods projects as well as lead the project implementation.
The following are the expected output of the surge:
- A SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis based on inputs from stakeholders, our existing programs and positioning in North Eastern Nigeria, suggest solutions and prioritize them.
- Analysis of livelihood opportunities for vulnerable and affected population in North Eastern Nigeria and identify potential sectors and markets for engagement for income and employment.
- A clear vision for livelihood work for vulnerable community that is compatible with the government’s strategy and is possible within our capacity to implement. Define short- term and medium term expected results and strategies with key indicators to measure them and implementation strategy. Analysis of the cultural and ethnical perspectives that undermine economics and the welfare of the vulnerable population (target population behavior, culture and development).
- Demonstrated experience conducting assessments, data collection and analysis in volatile, hostile or insecure environments.
- Demonstrated experience in programme strategy development, developing proposal for fundraising, implementing and management of livelihoods programmes.
- Demonstrated knowledge of Sahelian/Western African context.
- Strong quantitative and qualitative research skills and strong analytical and synthesis skills.
- Strong understanding of multi-sector approaches to emergency and post-emergency programming, resilience-building and early recovery.
- Excellent command in written and spoken English.
- Programmatic approaches to address the immediate priorities with regards to strengthening and expanding livelihood opportunities and systems with detailed analysis such as stakeholder analysis, gender analysis, policy analysis, risks analysis, livelihood zoning map, vulnerability analysis and presentation of the findings.
- Develop Nigeria country office livelihood strategy for short and medium term-objectives, (SWOT, priorities, strategies, activities, risks and mitigation; resource and capacity plan).
- Implementation: Project implementation plan linked to the existing WFP and FAO funded projects and upcoming projects.
- About you To be successful in this role we expect you to be an experienced food security and livelihoods expert with extensive knowledge of Sahelian/West Africa context and proved experiences.
- Advanced university degree or equivalent in Agricultural Economics, Humanitarian/Development Studies, Social Sciences, or other fields related to the provision of humanitarian assistance in Food Security and Livelihoods.
- At least 10 years of relevant experience and proven expertise in the humanitarian sector with significant experience in monitoring, data analysis, research and/or evaluation – including prior experience in program reviews/real-time evaluations – of food security and livelihoods programmes.
