Solidarites International (SI) is a humanitarian aid organization committed to provide aid in the event of conflict and natural disasters to endangered populations by meeting their vital needs through safe drinking water, food and shelter provision. In 2015, SI restated its willingness to engage the humanitarian issues faced by the populations in the Chad Lake basin and Sahel area, through 2 main regional response pillars: (i) Addressing the emergency and early recovery needs induced by the conflict and populations dynamics of the region, (ii) Contributing to the mitigation of vulnerabilities related to on-going environmental changes. These strategic orientations integrate SI 2020 global strategic priorities, by trying "to ensure emergency interventions support population in conflict zones, [including towards] water-borne diseases and livelihood-related shocks aftermath" and by "responding to emergency needs resulting from displacement and population movements". SI launched emergency interventions in Borno State, Nigeria for the first time in August 2016 in Maiduguri and Monguno Local Government Areas (LGA) and is now present in four LGAs: Maiduguri, Monguno, Dikwa and Ngala.
SI’s first cholera response intervention occurred in August 2017 and SI has been recognized as one of the most active WASH partners responding to cholera outbreak since.
In 2019, SI is the WaSH Sector lead in part of Maiduguri and in Monguno LGAs as well as the lead of the Cholera Task Force.
This lead role in the coordination mechanism enables SI to work hand in hand with medical actors who operate in CTC and CTU to ensure quick response to cholera outbreaks.

Cholera Task Force Coordinator Objective (1/2):

The main objective of the Cholera taskforce Coordinator is to improve WASH Sector coordination within Borno State in order to ensure timely and quality response to cholera outbreak in the State and provide updates to partners about possible gaps in cholera response in Borno, Adamawa and Yobe States.
The Cholera Task Force coordinator will be a full time position.
The coordinator will travel to field locations, as well as in the region, as needed and based on SI security assessments.

Role Descriptions

The position-holder will be responsible for supporting sector coordination of WASH actors in North East Nigeria in collaboration with the Borno State WASH sector coordinator.
The purpose of this position is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective cholera response by WASH actors in Borno State.
The position might also mobilize partners from Borno State in order to address gaps in cholera response in neighboring Adamawa and Yobe States.
The position-holder will be SI staff and will report directly to SI Deputy Country Director (DCD). However, the position-holder will be accountable to WASH partners in Borno State and the WASH Sector. The position-holder will not be directly involved in the delivery of SI projects.
Under technical supervision of: WASH Coordinator in her quality of Functional manager

Responsibilities The Cholera Task Force Coordinator will work impartially, serving the needs of all members of the WASH Sector and should work closely with the Borno State WASH Sector Coordinator, as appropriate. He/She will be responsible for:

Establishment and maintenance of appropriate humanitarian coordination mechanisms: organization of coordination meetings at Maiduguri level – covering updates on Borno, Adawama and Yobe States and any other state as per SI need/decision;
Ensuring the application of appropriate standards: development and/or sharing of standard operating procedures to improve the quality and harmonization of the interventions of the partners;
In cooperation with WasH and Health partners, identify cholera transmission mechanisms and promote rationale WaSH prevention programs: identify cholera sources, transmission routes and trends together with WaSH conditions and propose a data based geo-referred long-term response to WaSH partners;
Undertaking the planning and strategy development: development and/or sharing of emergency preparedness and contingency plan for integrated cholera response in consultation with stakeholders;
In cooperation with WasH and Health partners, put in place an early warning system: identify, upgrade, formalise and make functional and efficient already existing institutional and communitarian warning mechanisms;
Coordinating cholera response and partners to fill gaps in response: consolidation, analysis and regular update of partner’s data to provide a quantitative gap analysis including obstacles and duplications and thus improve response planning;
Planning and implementing SI’s Cholera Response in BAY (Borno, Adamawa, Yobe) states and providing technical guidance to emergency teams in consultation with DCD and technical coordinator.
Supporting TUFTs University in developing 2 standardized monitoring tools for cholera response: support in identifying programs and offering technical guidance on data provided by TUFTs University on community and household cholera response interventions;

Cholera Task Force Coordinator Objective (2/2):

Ensuring adapted information management monitoring in collaboration with the WASH Sector and with TUFTs University to ensure proper reporting and information sharing as required;
Ensuring needs assessment and analysis: support the organization of cholera assessments (joint if relevant);
Actively contributing to Inter-Sector coordination: consultation and sharing of information with other coordinating bodies (health Sector, the Emergency Operation Centre or EOC, clusters, ICC, OCHA, HC and HCT) and with relevant government departments, with a particular focus on strengthening inter-cluster and decentralized coordination-prioritization based on analysis of interventions;
Ensuring adapted reporting: weekly or daily (during cholera outbreak) presentation to the EOC and Health Sector of WASH cholera response data as well as provision of bi-monthly bulletin to OFDA and to WASH Sector partners about the cholera situation, response and gaps in Borno State;
Undertaking training and capacity building: capacity building of partners through refresher trainings (national and international NGOs, particularly at LGA level);
Ensuring advocacy on behalf of all WASH Sector partners: Implementation of advocacy activities to promote and defend the interests of partners.

Your Profile

Public Health background with minimum 3 years of experience of project implementation in WASH humanitarian response;
Minimum 1 year of experience in cholera response required;
Previous experience in participating in/leading different coordination bodies/mechanisms required;
Previous experience as WASH Sector co-lead is a plus;
Personal and professional integrity in all interactions;
Excellent communication and interpersonal skills;
Capacity to work with diverse stakeholders to develop consensus;
Facilitation capacity in order to present ideas effectively and clearly while listening and acknowledging others’ perspectives and views;
Experience of working within international humanitarian response and coordination mechanisms;
Experience in humanitarian funding mechanisms (HPF, CERF, CHF and Flash Appeals processes);
Understanding of humanitarian principles and how to apply these;
Ability to develop a cluster strategy and to clarify complex strategies for operational implementation;
Understanding of the links between emergency response, recovery, and the transition to development;
Capacity to handle insecure environments;
Strong level of autonomy;
Fluency in English, both written and verbal.

Remuneration SI will offer you:

According to experiences, salary starts from 2400 euros gross per month (+10% annual leave allowance paid monthly) and a monthly Per Diem of 600 USD.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Vacation:

During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months.
SI offers you 7 working days ever three months, with a 850 USD allowance for each break.
In addition to these regular breaks, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.
Social and medical cover: Expatriates benefit from an insurance package, which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living Conditions:

The living conditions are comfortable (A.C, comfortable beds, TV, tennis table, good cooking etc.) with possibility of finding a wide range of goods for cooking.
Despite restriction for security reasons, the level of activities is quite good (Sport: Soccer, volleyball…and interactions with other INGO).
The multicultural environment allows for enriching exchanges and extensive discussions, as the atmosphere is very uplifting.
Security procedures are quite restrictive (which is normal given the context) but it means that movements are limited and that knowledge of the city and the culture will be also very limited.

This mission has potential to continue developing relevant and mandate-based interventions to cover the needs in the area and to ensure a humanitarian impact. Here are the key numbers and information about the mission:

5 bases (Maiduguri, Abuja, Dikwa, Ngala and Monguno) plus Coordination Office in Maiduguri.
The number of expatriates is around 20
The national staff are approximately 200
The total budget of the mission is around 7,5 million euros

About the Job In Ngala, SI is working on two main interventions:

Emergency response to provide WASH interventions in both hard and soft components that include borehole drilling, pump & water supply rehabilitations, latrines & shower constructions, hygiene promotions under OFDA, NHF and EU (which is an early recovery project)
Implementation of FSL in promotion of small scale farming (seeds + tools), IGA’s and VSLA, Cash Transfers (harvest protection) and livestock
Ngala base has currently 40 national staff and 2 expatriates.

General Objective

The WASH program manager is in charge of implementing and achieving the objectives defined in the proposals.
He/she supervises the operational teams allocated to his/her program.
He/she guarantees the proper execution and the quality of the implemented programs and, if applicable, suggests adjustments or developments to ensure its relevance.

Main Tasks Project relevance, quality and design:

Contribute to establishing assessments
Contribute to define Solidarités International’s local strategy and contribute to the annual programming by proposing new activities
Organize and facilitate evaluation missions
Propose a technical approach and a financial, human and logistical scope for the programs to be implemented
Write the technical annexes and chapters (including the logical framework) for the proposals
Implement activities in compliance with the annual operational strategy, Solidarités International’s technical requirements and the financial donors’ criteria
Evaluate the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs
Propose adjustments to the programs, if necessary
Ensure that the programs under his/her supervision achieve the required results
Ensure that program objectives meet sustainability requirements and, if required, compliance with established norms and standards
Participate in building the WASH teams’ abilities with respect to techniques or new methodologies

Implementation and operational monitoring:

Plan activities and activity cycles for WASH (hiring, purchasing, etc.) in the light of established objectives
Used the project management, monitoring and evaluation tools for WASH, particularly the planning and monitoring timeline
Propose and implement quality criteria and monitoring indicators for WASH program
Support and advise to the base’s logistical department for the purchase of specific materials for WASH activities
Plan and supervise the WASH program implementation he/she is in charge of, being sure to meet deadlines and adhere to predefined technical specifications
Supervise and provide support for the WASH managers; monitor and evaluate the implemented WASH activities
Anticipate any issues linked to carrying out the WASH activities and help to resolve any problems related to the WASH activities
Suggest any adjustments to be made to the WASH activity depending on contextual and indicator developments
Working with the administrative department, contribute to developing budgets relative to his/her program and monitor expenses and budget forecasts
Working with given project manager, draw up requirement statuses and cash flow needs.

Capitalization:

Use the capitalization tools proposed by Solidarités International
Participate in the centralization and distribution of procedures, guides and tools linked to the WASH activities
Capitalize on intervention methods and techniques and on the experiences acquired by Solidarités and other participants in the WASH activities
Write procurement and handover reports before the end of his/her contract and send it to the appropriate persons on the mission and at headquarters

Personnel management:

Participate in validating the hiring of national technical staff for activities
Define the prerequisites for opened WASH positions together with the administrative department; adapt existing job descriptions if required
Greet and brief the expatriates working on the program
Identify and pass on any training needs for WASH teams
Set up technical training depending on WASH operational needs and identified training requirements
Manage and support the team under his/her responsibility
Lead work groups and thematic meetings
Evaluate and assess the performance of colleagues under his/her direct supervision
Ensure adherence to security regulations by personnel under his/her supervision

Reporting / communication / representation:

Pass upward to the relevant persons any information on the security situation or on any event that could impact Solidarités activities and the safety of the teams
Draft activity reports and any annexes relating to specific activities for the financial donor reports and/or amendments
Ensure that all reports are delivered on time and in the correct format
Maintain a local operational communications network and good relations with local and government authorities, financial donor representatives, UN agencies and other international agencies
In his/her assignment area, represent Solidarités International’s at meetings or forums concerning the WASH activities
Represent the organization when asked and/or delegated to do so
Reply to headquarter information requests regarding specific needs
In collaboration with the WASH /program coordinator, prepare the administrative documents (MOU, handover, etc.) to be jointly signed with government authorities, communities or partners

Your Profile

Masters' degree or equivalent in related sectors of WASH
Previous field humanitarian experience as a Wash program/project manager in emergency context
Experience in tensed context in terms of security
Good and proven writing and spoken English are required
Strong HR management skills with field experience in delivering training and capacity building
Very strong proficiency in Excel, with good data treatment abilities
Anticipation and self-organization capacities
Great work and stress management capacities
Willingness to work in complex and volatile environments

Overseeing compilation of timely and high quality proposals, reports and contract modification requests for submission to donors and consortium partners.

Managing the Reporting Officer and Communication Officer

The Main Tasks Donor relations:

Contributes to the CD/DCD’s representation with donors by providing briefing papers and accompanying meetings as requested.
Supervise the development of communication materials (by the Reporting and Communication Officer) targeting donors and other external partners.

Financing strategy:

Actively monitors and identifies funding opportunities from SI institutional donors, new institutional donors, funding from foundations and private donors as well as co-funding opportunities.
Analyzes funding opportunities and eligibility in line with SI country and global strategy.

Document Development and Review:

Coordinates the dialogue between departments in the response design phase and coordinates the involvement of consortium partners.
Monitors the retro planning for concept note, proposal, and report writing.
Compiles all contributions (from relevant departments and implementing partners) to draft high quality concept notes, and proposals – including corresponding annexes.
Reviews, proofreads and finalizes proposal narratives and budgets before submission to HQ, ensuring compliance with internal and donor requirements, in close consultation with other departments.
Finalizes narrative and financial reports (interim and final) before submission to HQ or donor.
For submission at field level (including submission via online donor platforms), submits proposals/reports to donor.

Contractual management:

Introduce or disseminate tools and methodologies to improve project implementation follow-up/ good grant management.
Contributes to reviewing terms of contract with donors or prime recipients before signature.
Facilitates kick-off meetings to disseminate contractual obligations to all relevant staff.
Coordinates contract amendment requests, budget or schedule revisions.
In collaboration with the Finance coordinator, follows-up on requests for installments/funds.
Monitors validation by the donor of final reports and last payment - closure of the grant.
Facilitates project pre-closure and closure meetings.

External compliance:

Collaborates with the coordination team to ensure due diligence and vetting of potential partners is conducted.
When SI works with implementing partners, ensures donor contractual obligations explicitly appear on partners’ sub-award agreements and monitors partners' compliance.
Answers to due diligence exercises conducted by donors or Prime recipients.
Provides trainings to new and existing staff on donor accountability tools and donor procedures.
Works closely with all relevant departments to proactively and regularly monitor programmatic compliance in accordance with donor requirements (progress against indicators, project schedule, facilitate project review meetings).
Monitors and disseminates reporting, proposal and audit deadlines to all relevant staff.

Internal and external communication:

Ensure content (articles, pictures) are provided on a regular basis to the communication department, and are compliant with contractual obligations.
Ensure the proofreading of articles and the sharing of information in collaboration with the Country Director and communication department.

External Audits:

Monitors and disseminates deadlines for incoming audits, liaises with the Transparency and Institutional Development department at HQ to plan the audit and contract with the audit firm (if relevant).
Centralizes and prepares documentation for external audits at field level, files the audit report.

Your Profile

University degree in international affairs, mass communications or related subject
At least two years experiences working in emergency programs
Previous successful experience developing projects and writing proposals for public donors
Knowledge of main donor regulations and priorities
Excellent written and oral communication skills
Detail oriented, organized, and able to manage competing urgent requests and priorities
Works well in team, comfortable in a multi-cultural environment, flexible and able to handle pressure well
Previous experiences in unsecure and tense environment
