• The Security Manager will work in close collaboration with the Project Directors/Porfolio Director and staff to ensure staff and property are safe. S/He will direct the development, implementation and monitoring of an effective strategy to mitigate risk, maintain continuity of operations and provide for the safety and security of all employees.
• S/he shall also serve as the subject matter expert on all safety and security related matters.
• S/he will be responsible for establishing policies and standards affecting safety and security of staff members, facilities and assets, and program activities.
• S/he will ensure security protocols and mechanisms are in place to address country programs’ unique security challenges.
• S/he will provide direction and technical support in developing and maintaining country programs’ context-specific field security plans.

Specific Responsibilities

• Provide security advisory on effective physical and procedural security measures to staff in MSH focal states.
• Review staff travel schedules and projected travel itineraries to identify potential security and safety-related issues.
• Continuously monitor and analyze the security situation in the country to guarantee highest possible protection of staff and physical assets.
• Liaise with local law enforcement, diplomatic/international organizations and private security officers in close consultation with the Portfolio Director, to develop and strengthen contacts with local authorities.
• Develop and submit a Security Risk Assessment and Security Tree to the Portfolio Director.
• Report security intelligence, incidents and concerns to Senior Management and propose adequate security measurements in case of possible security threats to staff and assets.
• Provide security briefing to all newly arriving staff and visiting staff.
• Constantly monitoring the environment with the aim of issuing security advisory through the Portfolio Director, on matters that may affect the safety and security of staff.
• Conduct periodic security awareness briefings for staff.
• Organize security and fire/life safety training and briefing for staff.
• Ensure all security incidences and occurrences are well reported, coordinated and documented.
• Provide periodic security updates to all staff on project sites and the Country Office.
• Activate emergency response and provide necessary assistance and guidance to staff.
• Serve as the primary focal point for safety and security for MSH Nigeria.
• Conduct security/risk assessments, scenario planning, security plan development and crisis/contingency planning;
• Develop and implement security policies, protocols and procedures.
• Plan and coordinate security operations for specific events.
• Investigate and resolve crises.
• Analyze data to form proposals for improvements (e.g. implementation of new technology)
• Coordinate security operations or activities with public law enforcement, the Federal Fire Service and other agencies.
• Attend meetings, professional seminars, or conferences to keep abreast of changes or new technologies impacting security operations.
• Monitor security policies, programs or procedures to ensure compliance with internal security policies, licensing requirements, or applicable government security requirements, policies, and directives.
• Analyze and evaluate security operations to identify risks or opportunities for improvement.
• Conduct physical examination of property to ensure compliance with security policies and regulations.
• Communicate security status, updates, and actual or potential problems, using established protocols.
• Collect and analyze security data to determine security needs, security program goals, or program accomplishments.
• Create report and develop security KPIs.

Qualifications and Experience

• Bachelor’s degree in International Relations, International Development, Criminal Justice, Security Administration or related area;
• NGO security, military or law enforcement background;
• Minimum of 9 years implementing security programs and a strong knowledge of security management in complex environments;
• Some familiarity with USAID, GF and other donor agencies policies and procedures;
• Experience using relevant technology and equipment;
• Experience working in conflict and post-conflict settings;
• Experience conducting training for small and large groups;
• Comprehensive knowledge of security issues in Nigeria
• Demonstrated understanding of complex emergencies, related security concerns and appropriate responses to such emergencies;
• Experience in reporting and emergency response planning
• Excellent knowledge of security protocols and procedures
• Solid understanding of budgeting and statistical data analysis;
• Working knowledge of MS Office;
• Exceptional communication skills for explaining complex security concerns, policies, protocols, and procedures to senior management, employees, consultants, volunteers and consistently apply them at all levels;
• Written and spoken fluency in English required; second language a plus;
• Willingness to travel to post-conflict and high-risk environments as required

• The overarching aim of the GF Resilient & Sustainable Systems for Health [RSSH] project is to improve the health and well-being of the Nigerian people by identifying and addressing systemic issues affecting the optimal delivery of health services in Nigeria. The resulting high-level interventions have been designed to follow the Global Fund’s framework for [RSSH] that is built on the essential building blocks of WHO for a well-functioning health system, including community systems strengthening (CSS) as another critical component to be addressed in support of RSSH.
• The RSSH grant is designed to strengthen the Nigerian health system across the HIV, TB, and Malaria program areas. In doing so it'll have interventions targeted at the HMIS, PSM & Lab system strengthening areas. There's also the additional dimension of the innovative "State approach" to be piloted in the three states of Oyo, Kaduna & Imo. The state approach covers elements like public financial management, support for health insurance and health sector coordination among others. Laboratory system strengthening aims to improve laboratory operations for optimal patient care, treatment, disease surveillance and response, biosafety and policy development.
• In vitro diagnostics (IVD) are essential for advancing universal health coverage, addressing health emergencies and promoting healthier populations – the three strategic priorities of WHO General Programme of Work 2019 – 2023. WHO has an essential list of in-vitro diagnostics (EDL) 2018 and 2019 which it recommends for use in countries. Countries are expected to decide which IVDs to select and where to use them, depending on the country’s epidemiology, human resources and infrastructure.
• This activity is to hire a national consultant who will in collaboration with an international consultant provided by WHO work to develop a national EDL for Nigeria. The Nigerian national EDL will be aligned with the National Medical Laboratory Policy and the Nigerian Medical Laboratory Strategic Plan both of which are in the process of being reviewed.

Objective The key objective for this short-term consultancy is:

• To develop an Essential In-vitro Diagnostics List (EDL) for use in Nigeria.

Specific Terms of Reference

• Undertake a thorough review of the WHO’s 2018 and 2019 EDL
• Undertake a thorough review of Nigerian demographics and burden of disease, treatment facilities; access to reagents and basic infrastructure; training and experience of available personnel; local and unmet testing gaps; supply chain and transport links; facility quality assurance coverage and capacity; local availability of treatments; financial resources; information technology capabilities; local disease elimination priorities; and environmental factors
• Use the information to adapt the WHO’s EDL to suit the national need.
• Produce an EDL list for the different levels of health care delivery systems in Nigeria – primary, secondary and tertiary.
• Produce comprehensive report of the consultancy.
• Expected completion Period: Consultancy will span the period August – October 2019
• Estimated level of effort: 10 working days in total.

Deliverables

• Prepare detailed report of all consultations (with pictorial evidences where necessary).
• Provide comprehensive report on stakeholders’ engagement, recommendations and presentations (with pictorial evidences).
• Prepare a detailed design/scope and strategy employed in the development of the national EDL
• Report of the development of the national EDL.
• Final Draft copy of the Nigerian National Essential In-Vitro Diagnostic List.

Qualifications and Experience

• A Medical Laboratory Professional with a minimum of Master’s degree in the life sciences.
• Advanced degree (Masters Level) in Public Health will be an advantage.

Essential Experience required:

• 8 – 10 years’ experience working in public health and global health at the national and regional level.
• Must be familiar with Nigerian healthcare delivery systems and structures especially as it relates to laboratory services
• Demonstrable Experience in developing selection criteria, procurement and management of diagnostics.

• Two engineering consulting firms were hired to assess 74 laboratories located in 36 + 1 states of Nigeria and develop bill of quantities to be used for the actual infrastructural upgrade. The goal of this solicitation is to engage a consultant to review the bill of quantities and reports of the laboratory assessment at 74 select facilities in Nigeria submitted by the consulting firms.

Objective The key objective for this short-term consultancy is:

• To review the bill of quantities and laboratory assessment reports conducted at 74 laboratories in Nigeria by consulting firms.

Specific Terms of Reference

• Undertake a thorough review of the bill of quantities submitted by consulting firms after conducting laboratory assessment at 74 laboratories in Nigeria.
• Undertake a thorough review of the detailed reports of the state of each laboratory submitted by the consulting firms
• Produce comprehensive report of the consultancy and make recommendations.
• Estimated level of effort: 5 working days in total.

Deliverables

• A review report of the detailed report of the state of each laboratory submitted by the consulting firms
• A review report of the detailed design of upgrade based on findings in each laboratory
• A review of the standard Bill of Quantities (BoQ) in relation to the upgrades required per laboratory

Qualifications and Experience

• A certified degree in Quantity Survey with a minimum of 5 – 10 years professional experience on bill of quantity review and any other related jobs.
• A current practicing license to practice as a quantity surveyor.
• Advanced degree in related field will be an added advantage.
• Verifiable evidence of similar jobs successfully executed in the past.
