Nigeria CPIMS Monitoring, Evaluation, Accountability and Learning Officer at Street Child


Street Child is a UK charity working to protect vulnerable children and improve access to education in some of the poorest communities in the world.  We work in Sierra Leone, Liberia and Nepal and since November 2016, Street Child has been involved in the Humanitarian response in North East Nigeria. Street Child works in the fields of education, child protection and livelihoods, working to deliver sustainable solutions and create maximum impact. Our work combines counselling, family mediation, business support, school building, teacher training and child protection.  We were a key player in the Ebola crisis and led the global response for children orphaned by Ebola in Sierra Leone and Liberia. We deliver all our programmes through local partners and, since 2008, together we have built/renovated over 200 schools and are now helping to educate over 40,000 young people.
We are recruiting to fill the position below:  
   
Job Title: Nigeria CPIMS Monitoring, Evaluation, Accountability and Learning Officer Location: Maiduguri, Borno State with travel across Borno, Adamawa and Yobe Reports to: MEAL Manager Contract duration: 6 months, Full-time position

Our work combines counselling, family mediation, business support, school building, teacher training and child protection. Operational / Context Role:
  • Street Child is looking for a dedicated MEAL Officer to work across our education and child protection programmes in North-East Nigeria, in partnership with national NGOs.
  • The main responsibility of the MEAL Officer will be to support the programmes team by designing monitoring and evaluation tools, planning data collection and analyzing and compiling the results into reports.
  • The MEAL Officer will be responsible for building capacity of our partner M&E staff during the implementation of the North-East Nigeria projects.
  • The role will also involve oversight of both Street Child programmes staff and partner staff team in Borno, Adamawa and Yobe states, ensuring that MEAL best practices are followed and complied. This will also involve occasional monitoring trips to the field to observe activities.
Key Responsibilities General:
  • Ensure that child protection data are accurately and in a timely manner entered into the interagency child protection database.
  • Ensure the management of the Child Protection information management system. These include collection, analysis and updating the database.
  • Actively plan, create, maintain and communicate all of the different assessments that are taking place and need to take place with the team, highlighting if they fall behind schedule
  • Work closely with implementing partners by designing and overseeing the implementation of M&E capacity building programs with parents/stakeholders;
  • Support the programmes teams to create suitable and appropriate filing systems and databases
  • Develop and advocate for the use of new technology and online tools to streamline M&E processes
  • Willingness to travel / be in the field regularly.
  • Develop the best-fit monitoring tools and evaluation mechanisms for the current and proposed future Street Child project activities
  • Plan in collaboration with the programme managers to help design surveys and assessments that suit their reporting needs
  • Train both Street Child and partner staff on all relevant MEAL tools
  • Coordinate and advise on the creation of Needs Assessments and prepare reports on the findings which will inform future programming decisions
  • Monitor day-to-day MEAL activities when they take place in the field to ensure that process is followed and that it leads to a quality output
Reporting:
  • Keep the Programme Managers informed if you have any concerns on the quality or accuracy of data being collected and suggest ways to mitigate this issue
  • Responsible for prompt submission of all reports to the Programme Managers.
  • Work closely with Programme Managers to support and provide data for the regular donor reporting deadlines
  • Ensure that all collected data is collected by you from the programmes team and stored centrally so that data is easily accessible and accountable
  • Ensure that all collected data is analysed, reported, and used for programmatic design and decision making
Networking:
  • Responsible for capacity building and answering technical M&E questions as and when they arise from Street Child and implementing partners staff
  • Be a strong link between the two sides of the programmes team, encourage sharing and best practices around data and data management

Qualifications and Experience Education:
  • University degree in social sciences or equivalent
  • Master degree an advantage
Experience:
  • At least 3 years working in international development. Experience in child protection or education programmes in protracted crisis / early recovery a significant advantage.
  • Prior experience as an M&E Officer or Manager
  • Demonstrated experience and commitment to working with marginalized communities.
  • Experience in managing people/teams.
  • Experience with start-up of programmes
Language:
  • Fluency in English and Hausa (written and spoken) and excellent writing skills.
  • Kanuri is an advantage
Technical Skills:
  • Strong analytical, reporting, strategic thinking and planning skills.
  • Strong monitoring and evaluation skills/experience
  • Knowledge of project cycle management.
Terms and Conditions:
  • Contract is for six (6) months, and maybe extended based on proved experience, results and availability of funding.
