The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The Purpose

  • Under the direct supervision of the Deputy Health Coordinator, Flying Health Field Officer 3 (HFO) is part of the health team within the delegation.
  • He/she supports the field health team in the implementation and oversight of the ICRC’s Primary Health Care programs across the Delegation.
  • He/she is the focal person for the ICRC emergency response (Cholera) and interacts with the Ministry of Health (MoH), and the midwifery training academies, maintains relationships with relevant health stakeholders at Federal and State levels where required, and other actors involved in the PHCC activities to ensure coordination and complementarity of ICRC health program activities.

Your Role

  • Assists and advises the Deputy Health Coordinator and the Health Department to enable a deeper understanding on the country’s health system specifically on the Primary Health Care (PHC) activities in Nigeria and identify the added value and distinctiveness of the ICRC.
  • Analyses the overall context and the humanitarian situation in Nigeria and ensures synergies within the other ICRC Health programs to strengthen the continuum of care together with the Deputy Health Coordinator
  • Assists and contributes to implementing the ICRC's Primary Health Care Center (PHCC) program and the overall health strategy.
  • Supports the field PHCC teams in needs assessment and assists with the design of an appropriate health response related to PHC and health emergency.
  • Liaises with the Medical Logistics team to ensure appropriate supply, follow up on drugs and other medical consumables forecasted and ordered for the supported PHCC and the Emergency response (Cholera).
  • Provide technical support to field PHC team on the program indicators, data collection and analysis, monitoring of the monthly data as per the Medical Activity Database (MAD) requirements.
  • Liaises with the other ICRC departments as required to ensure multi-disciplinary approaches to improve and promote the continuum of care between the primary, secondary and tertiary levels health care, including physical rehabilitation and MHPSS program.
  • Contributes to the development of the Sexual Reproductive Health (SRH) strategy and ensures the overall supervision of the SRH activities in ICRC supported PHCC.
  • Under the leadership of the health coordination, prepares guidelines and training programs in line with national/international standards and ensures availability of support and education materials in supported PHCC in close collaboration with field team.
  • Supports field teams to prepare and implement training programs on various PHCC topics including Sexual Reproductive Health (SRH) and community health when required.
  • Acts as referent and focal person for health digitalization tools (Medical Activities Database, Pharmacy Stock Management, ALMANACH).

Your Profile

  • Bachelor’s Degree in Medicine, Nursing or other relevant health profession.
  • Professional Experience required - 7 years of total work experience in field of expertise
  • Registered with the relevant council.
  • Excellent knowledge of Primary Health Care Programs of Nigeria
  • Excellent knowledge of the first aid and pre-hospital care.
  • Proven activities implementation skills and team building competencies
  • Computer proficiency: technological awareness and experience in using different databases or software tools for casework analysis and management.
  • Applicant must have a valid working permit to work in Nigeria.
  • Effective project cycle management, analytical, communication and networking skills.
  • Fluent English (both written and oral) and fluent local language.
  • Excellent connections with local health authorities and ICRC’s stakeholders.
