We are recruiting to fill the position below:

Job Title: Community Mobilization Assistant

Child Safeguarding

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Purpose

Support the State team to ensure commitment and involvement of local authorities and community members in the programme; and support community mobilization to ensure participation, sustainability of the Humanitarian programme as well as that the voices of community members, including women and children are heard.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Areas of Accountability
Objective 1 - Strategy Development:

Identify policy and practice change, on the basis of Save the Children’s experience, that would promote and protect the rights of children.
Support in formulating key advocacy messages and targets from lessons learned, assessments, research and evidence gained through project implementation on WASH, child Protection, Food security et al
Ensure that voices of children form the basis of Save the Children’s advocacy strategy.
Maintain a strategic overview of issues affecting child Nutrition, monitoring trends in the external environment and inputting to organisational strategy and planning processes.
Ensure Save the Children visibility is seen in the state
Actively participate in all Save the Children and CSO Coalition driven activities in the state
Engage with the state and local governments in policies review when needed
Facilitate meetings of the coalition groups
Prepare monthly reports of activities carried out
Support any other Save the Children-led activities as may be required

Objective 2 - Influencing:

Develop good knowledge of local and national government structures, parliamentary and political processes and key decision making structures and how to influence them.
Initiate and support lobbying, communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Save the Children’s policy recommendations.
Support in building systems for research, analysis and documentation that underpin evidence based advocacy and influencing at state and national levels.
Develop a feedback mechanism for communicating Save the Children programmes
Produce reports, briefing papers and presentations for internal and external audiences, as directed.

Objective 3 - Collaboration & Representation:

Develop and sustain strategic relationships with other agencies engaged in advocacy and policy work.
Support in maintaining a network of external contacts with key individuals in the government, NGO sector, civil society and the media.
Support in facilitating capacity building of staff from Save the Children and partner agencies in advocacy and communications.
Represent Save the Children at various policy forums and advocacy opportunities at state and LGA levels, as directed.

Objective 4 - Programme Development:

Provide technical support on voice and community mobilization to State programme team
Develop a community mobilisation strategy in collaboration with the team and ensure implementation
Train and mentor Local consultants – Community support
In collaboration with the rest of the programme team prepare and facilitate trainings
Participate in the preparation or review of programme monitoring and evaluation tools where necessary
Ensure correct use of programme monitoring and evaluation (recording) tools, including analysis

Job Requirements
Essential:

Must have completed NYSC
Minimum of a year experience in community mobilization/campaign and BCC programming will be given priority consideration.
Experience in advocacy and policy development / research in the development context.
Good understanding of the possibilities and tactics for influencing decision and policy makers, politicians, donors, and other key actors.
Knowledge of the media and its role in raising awareness and shaping public policy.
Good understanding of strategies for achieving child protection, Psychosocial programming policies through participatory processes, and the links with gender, diversity and other aspects of identity.
Excellent conceptual and analytical skills and demonstrable ability to think strategically, innovatively and practically to ensure achievement of desired change objectives.
Ability to communicate effectively with a wide range of audiences at local, state and national levels.
Ability to build and maintain relationships with partner agencies and key contacts in the government, NGO, civil society (coalitions) and media sectors.
Strong organizational skills and ability to effectively handle multiple tasks and meet strict deadlines.
Excellent interpersonal skills, flexibility, adaptability and ability to work effectively as a member of a team.
Good computer skills (word processing, spreadsheets, email / internet) and ability to be self-supporting in most administrative tasks.
Fluent English language skills (written and verbal).
Local language skills especially Hausa & Kanuri

Desirable:

Experience in training others in advocacy techniques and influencing tactics.
Prior work experience in advocacy awareness creation and community engagement in Nigeria.

Job Title: Child Protection Psychologist Assistant

Child Safeguarding

Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.
As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.
The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

Role Purpose

The purpose of this position is two-fold:
- To support the MHPSS unit to oversee quality improvements in Save the Children’s mental health and psychosocial support interventions for children affected by the conflict in NE Nigeria; and
- To assist the MHPSS unit in providing clinical intervention to children in distress.
The Child Protection Psychologist Assistant is required to travel to field sites regularly.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Areas of Accountability
Support to MHPSS programming activities to with CP:

Provide support, in the MHPSS Programming which include:
- Ensuring assistance is provided to children affected by the conflict in a dignified, respectful, equitable and inclusive manner that supports their resilience
- Assisting children in acute distress and alleviating their stress, for instance ensuring that all staff / partners are trained on PFA and feel confident to use it
- The mainstreaming of inter-agency guidelines (e.g. IASC MHPSS guidelines) and standards (e.g. CPMS) across the different sectors of programme activities delivered by SC and its partners
- The use of structured and manualised MHPSS techniques
- The participation of parents and caregivers in MHPSS activities
Support structured MHPSS activities for groups of boys and girls of different age groups, with particular attention to survivors of SGBV, unaccompanied children and other children who present with signs of poor mental health and distress
Identify MHPSS service providers and agree referral pathways for children with severe mental disorders.

Proposed Outputs:

Individual counselling sessions with children and beneficiaries where required to discuss complex cases.
Be available on call/skype if any urgent matters arise that a staff would like to share regarding their casework or his/her personal well being
Bi -monthly progress reports to the MHPSS Coordinator to highlight needs and gaps.
Development of peer/reflective practices with teams
Support current MHPSS practices, reflecting on a cross-sectoral approach.
Structured MHPSS activities for boys and girls, organized in age appropriate groups with a clear methodology or curriculum to promote mental well-being. Such activities must align with donor commitments in already-funded projects.

Qualifications and Experience
Essential:

Minimum - B.Sc in Psychology or related course
Must have completed NYSC
Experience in Psychological First Aid, and other psychosocial support (MHPSS) activities
Experience working in Child Protection programs, including those with MHPSS component
Fluent in English
Working knowledge of Hausa and /or Kanuri
Excellent attention to detail, organisational skills and discretion with confidential information
Ability to work independently and proactively.

Desirable:

Experience in humanitarian emergencies and/or a refugee/displacement-setting.

Job Title: Senior Social Protection Adviser

Role Purpose:

Strategically lead and manage all technical aspects of the Child Development Grant Programme, accountable for ensuring that the programme is delivered to a high quality, evidence in the programme approach is built and a consistent approach to quality is taken across the consortium.

Scope of Role:

Reports to: National Programme Manager
Staff directly reporting to this post: TBD

Key Areas of Accountability:

Provide technical leadership for the programme, including proving support to selected States in the development and oversight of cash transfer mechanisms that deliver regular, reliable transfers in a way that is convenient to the beneficiaries, with effective targeting and enrolment processes.
Deputise for the National Programme Manager in the absence of the Deputy Programme Manager as appropriate.
Ensure the timely provision of high quality technical assistance to the programme and across consortium partners, including appropriate coordination between the technical and operations staff, and linking with Save the Children Member Head Offices or external technical support providers as necessary.
Participation in national level social protection discussion forums and advocacy on social protection and cash transfers to engage with the government on policy and strategic issues
Facilitate capacity building for staff, consortium partners, selected state governments and Federal government in management of social protection programmes as well as policy and strategic issues, through training and mentoring, to enable them to consistently deliver high quality interventions;
Ensure that programme technical leads are working regularly with, and building the capacity of State Governments to ensure that current information and indicators to monitor needs and performance are available and increasingly used to influence government decision making and ownership.
Oversee effective monitoring, learning and accountability, including using the monitoring data at the programme level to improve implementation and support the National Programme Manager to adjust planning and implementation as required.
Lead or participate in regular project meetings with the technical, programme focal points across consortium members to ensure as well as with key programme stakeholders:
Progress against technical plans are on track;
Discussion of programme related issues and establishment of coordination mechanisms to address these;
Learning by the consortium from relevant best practice and assessing performance regularly against agreed programme objectives and indicators
Sharing initiatives for capacity building with consortium members, focusing at consortium approaches and methodologies;
Provide technical support on ensuring value for money on identified effective programmes and techniques and ensure programme systems are flexible and responsive.

Skills and Experience

Post-graduate qualification in social science, international development, economics or related relevant discipline
Substantial professional experience working to develop and strengthen social protection systems’, policies at various levels of influence.
Prior experience providing technical advisory to Government institutions, and overseeing the technical quality of program interventions
Proven ability to work within or manage large consortiums with a minimum of 4 years’ experience managing multi-agency programmes
Demonstrable track record of meeting or exceeding programme targets, while maintaining technical quality.
Ability to represent the programme at a policy and strategic level as well as to engage with and influence key stakeholders
Demonstrated experience of working with national and/or regional level government structures to strengthen the capacity of the state to take ownership for and deliver social protection services.
Proven ability to motivate and develop others
Experience of building, leading and developing a team of senior staff with different backgrounds and expertise
