Job Title: Monitoring, Evaluation, and Learning (MEL) Assistant

Job Purpose

  • The MEL Assistant is responsible for coordinating monitoring, evaluation, and Learning activities under the award.

Major Activities / Responsibilities
Monitoring and Evaluation:

  • Support the development of data collection tools.
  • Monitor the progress of RMNCH, G-ANC activities, gather data ensuring accuracy and completeness, perform data analysis including visualization, and prepare periodic and ad hoc reports.
  • Work closely with colleagues in the collation of RMNCH, G-ANC and malaria related reports.
  • Provide continuous targeted mentorship to facility and community health care providers on the correct use and proper documentation of standard national data capture and reporting tools.

Learning and Adaptation:

  • Provide technical support to health facilities in ensuring that data are accurately captured, analyzed monthly, used for decision-making, and reported to the LGA and State according to set guidelines.
  • Conduct quarterly DQA in selected health facilities in collaboration with the LGA focal persons, LGA RMNCH officer, and LGA MEL Officer.
  • Support LGA and LGA RMNCH officer in ensuring that data from health facilities are accurately collated and reported according to set guidelines.
  • Provides technical oversight for the implementation of RMNCH-related activities.
  • Ensures the smooth and efficient day-to-day operation of RMNCH and data collection activities.
  • Support with the analysis and dissemination of project findings and other knowledge management activities.

Data Use for Decision Making:

  • Work closely with project managers to promote the use of data for informed decision-making.
  • Develop tools and mechanisms for translating M&E findings into actionable recommendations.
  • Provide training and capacity building to project staff on effective data utilization.

Quality Assurance:

  • Implement systems for continuous quality improvement in the delivery of RMNCH services.
  • Conduct regular assessments and audits to ensure compliance with quality standards.
  • Provide technical assistance to project teams to address identified gaps in service delivery quality.

Reports:

  • Support the Senior MEL Officer in program monitoring and evaluation tasks (data management and result reporting).
  • Perform data analysis to provide technical support to Community Health Influencers and LGA supervisors in their delivery of clean data.
  • Contribute to the preparation of tables, charts, and figures for internal program guidance and external publications.
  • Prepare regular M&E reports summarizing key findings, trends, and recommendations.
  • Share reports with relevant stakeholders, including project funders and partners.

Minimum Education and Work Experience

  • A Bachelor's Degree/HND in Demography, Statistics, Social Sciences, Public Health, Health Information Management or a related field.
  • 3 years of progressively responsible experience in designing, implementing, monitoring, and evaluating tasks for health and/or development projects.
  • Familiarity with the National Health Management Information System (NHMIS) including indicators and other standard measurement tools in the areas of ANC, RMNCH, Nutrition, Malaria interventions and other relevant technical areas.

  • Country Specific Public Health System: Foundational knowledge of the countries’ public health systems.
  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services of programs, including program strategies and indicators, and the latest professional developments in SRHR, including special challenges faced in the developing world, and related measurement issues.
  • Community Relations: Foundational skills in facilitating work relationships between partners, government officials, and communities.
  • Report Writing: Ability to write reports for diverse audiences.

Minimally Required Organizational Competencies:

  • Software Applications: Foundational knowledge of MS Office products, including MS Word, Excel, Outlook, Sharepoint, and PowerPoint.
  • Languages: Advanced writing and speaking skills using local language and English language.
  • Communication: Advanced oral and written communication skills. Advanced knowledge of report writing.

  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented, and ability to manage stress effectively in a fast-paced environment.

  • Sexual and Reproductive Health and Rights Services: Foundational knowledge and or expressed interest of family planning and reproductive health principles, practices and services, including strategies and indicators.
  • Passion for Sexual and Reproductive Health Services: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
