  • The Vice-Presidency, Human Resources and Corporate Services ensures the delivery of efficient, people-centered, client-oriented, corporate services to ensure overall institutional effectiveness in all aspects of the Bank’s corporate services
  • The complex leads efforts to ensure the competitiveness of the Bank as the employer of choice and is responsible for providing leadership in the formulation and implementation of Bank’s strategies on people, information technology, general services and institutional procurements, language services, business continuity and, health and safety strategies.
The Position
  • The Vice-President, Human Resources and Corporate Services, reports to, and supports the President in ensuring the delivery of efficient, people-centered, client-oriented, corporate services for overall institutional effectiveness
  • The job is responsible for leading the effort to digitalize and transform the Bank into a knowledge-driven workforce, design and promote human resources policies aligned optimally to foster greater corporate performance and execution of the Bank’s strategic vision and priorities, work to enhance talent and steer a performance-driven culture that rewards creativity and innovation, all with a view to attracting and retaining a world-class workforce.
Duties and Responsibilities
  • Support the President in implementing bold institutional reforms and change management based on the DBDM, to make the Bank a high-performing organization.
  • Drive a strong development- and people-centered institutional culture at all levels of the Institution
  • Implement and enforce results-based accountability systems across all complexes, departments, divisions, directorates-general, regional resource centers and country offices.
  • Develop and build a robust, first rate and strategic talent pool to execute and implement strategic directions in order to enhance the Bank’s operational effectiveness and impact.
  • Drive cost efficiencies and value for money in the use of all corporate resources, and ensure transparency, fairness and equity in the application and administration of all human resource policies, rules and regulations.
  • Provide leadership to drive a culture that fosters staff creativity, innovation, participation, shared values and inclusiveness, with special attention to gender balance.
  • Build cutting edge information technology and communication systems to enhance staff productivity, streamline and digitalize all procedures and systems as foundation for cooperation, collaboration and team work to deliver as “One Bank”.
  • Ensure the provision of top-level language services (translation, interpretation and editing) in the Bank.
  • Lead the formulation, implementation and monitoring of policies and programs related to the procurement of assets (movable and immovable), services and works, and the maintenance of the Bank’s fixed assets and equipment.
  • Support optimal deployment of Bank resources to develop regional business complexes that will grow and solidify the regional footprint of the Bank and grow its business and income.
  • Align human resources, budgets and corporate services to the strategic directions of the Bank
  • Provide leadership in the formulation and implementation of the Bank’s strategies (People Strategy, Gender Strategy, IT Strategy, Business Continuity Plan, etc.) and oversee full documentation and publication of policies and procedures as they relate to Human Resources, Information Technology, General Services and Institutional Procurements, Business Continuity, Language Services, and Medical/ Occupational Health Services.
  • Establish and implement a rigorous performance-based culture within the Bank, with transparent and merit-based systems for all promotions and appointments.
  • Ensure equitable Bank-wide gender representation in recruitments, appointments and promotions.
  • Develop processes to guarantee the Bank’s readiness to address contingencies that could disrupt its operations; consolidate the Business Continuity Plan.
Principal Accountabilities of the Function
  • Lead the execution of the Complex work program and budget, for each of the component units (Human Resources Management, General Services and Institutional Procurements, Information Technology and Methods, Language Services, Business Continuity Plan, Medical and Occupational Health Services). Evaluate the performance of reports in terms of successful delivery of the work program and budget
  • Lead the development of policies, guidelines and processes for the Development and Business Delivery Model (DBDM). Drive work and delivery of a realigned Complex for implementation of the new Model
  • Oversee the application of the “One Bank” vision in the provision of human resources and corporate services in the Institution
  • Ensure the timely production and submission of key strategies and policies to Board organs and the Board for approval
  • Provide leadership and oversight for implementation of the People Strategy. Ensure effective implementation of the strategy with emphasis on gender mainstreaming
  • Lead and provide oversight for key organizational committees. Report before the committees on behalf of Senior Management
  • Work with other VP complexes to ensure effective buy-in for all initiatives piloted by CHVP. Liaise effectively with peer VPs for successful rollout and sustainability of such initiatives
  • Articulate CHVP-driven corporate strategies and policies through effective written and oral communication
  • Support the President by providing holistic advice as required.
  • Lead the change management function in the Bank
Selection Criteria Including desirable skills, knowledge and experience
  • A minimum of a Master's Degree in Business Administration, Public Administration, Strategic Management, Human Resources Management, Finance, Law, or related discipline
  • A minimum of 15 years’ relevant experience in leading Corporate Services and Human Resource Development and Institutional Reforms in any large multinational finance institution, or public or private organization
  • Ability to influence and negotiate for effective outcomes
  • Excellent organizational skills and demonstrated capacity for strategic planning
  • Ability to manage a highly diverse work force, ensure gender balance, and develop a work environment that fosters team work and flexible hiring policies that attract and retain top talent
  • Establish a reputation for successfully delivering on change management within a large international organization

  • Excellent interpersonal and negotiation skills
  • Ability to innovate and be creative.
  • Excellent knowledge of multilateral and bilateral development of finance institution policies, guidelines and procedures, especially with respect to human resources, general services, information systems and language services. Demonstrated ability to manage complex institutional arrangements in a high performing organization
  • Ability to communicate clearly and concisely (written and oral) in English and/or French, with a solid working knowledge of the other
  • Competence with standard MS Office software and SAP
  • Capacity to effectively use social media platforms (blogs, mini-blogs, vlogs, etc.) to engage with staff and other parties.
  • Ability to drive change in a diverse organization
