The Alliance for International Medical Action (ALIMA) is an independent medical aid organization based in Dakar, Senegal. ALIMA has three principal areas of expertise: providing medical care in humanitarian crises, supporting the development of national medical organizations, and conducting operational research to bring medical innovation to the field.

The humanitarian crisis in Nigeria’s northeast and the Lake Chad region is one of the most severe ongoing crises in the world, now entering in its ninth year and shows no sign of abatingIn 2018, at least 7.7 million people are in need of humanitarian assistance in the worst affected states of Borno, Adamawa and Yobe, while more than 1.6 million people remained internally displaced in these three states in November 201786% of internally displaced persons (IDPs) do not believe that the current context allows for a safe and dignified return, and nearly 1 in 4 IDPs have expressed their intent to settle in their current place of displacement instead of returning (OCHA HRP 2018).
An estimated 440,000 children under the age of 5 are malnourished across the 3 most-affected States (HRP, February 2018), while 47% of them are in Borno State (207,521 SAM children, HPC Nutrition Figures, November 2017)Furthermore, The Nigerian Cadre Harmonisé (November 2017) states that in Borno State alone 1,575,414 individuals were facing critical food insecurityThe Maiduguri Metropolitan Center (MC) and Jere Local Government Authority (LGA) are still categorized as “in food crisis” by the IPC (Integrated Food Security Phase Classification).
In 2017, ALIMA continued to implement projects in Muna Garage in Jere LGA, where ALIMA performs general consultations for children under 5 and provides Sexual and Reproductive Health (SRH) to pregnant and lactating women (antenatal and postnatal consultations)ALIMA partners with UNFPA to manage victims of sexual and gender-based violence (SGBV)An Outpatient Therapeutic Feeding Program (OTP) is also available for children under 5 suffering from severe acute malnutrition (SAM) in the clinic, where women and caretakers are trained to screen their children for malnutrition using the MUAC tape.
In Maiduguri MC, where ALIMA is working in partnership with the University of Maiduguri Teaching Hospital (UMTH), the Inpatient Therapeutic Feeding Center (ITFC) manages children under 5 suffering from SAM with medical complications in a 30-bed capacity building.
In the same way, ALIMA has continued working in Monguno in 2017 in 5 IDP camps (GGSS, GSSS, GDSS, Kuya, and Waterboard), in local host communities (Gana Ali, Abari, Bakassi) and in the Maternal and Child Health Center (MCH)In Monguno, ALIMA was the lead agency for the nutrition sectorIn the IDP camps and in the host communities, ALIMA delivers primary health care and OTP to children under 5In the MCH, ALIMA provides sexual and reproductive care including Basic Emergency Obstetric and Newborn careBased in Monguno, a rapid response team conducted an emergency intervention in Baga and Doro towns (Kukawa LGA) in November 2017 to provide emergency OPD, OTP and SRH in 2 sitesThe emergency team also responded to cholera outbreak from August to November 2017 in Maiduguri and Monguno, joining its efforts and coordinating its actions with the State Ministry of Health and partners.
- Following an assessment conducted in November 2017, in close collaboration with the PHC and LGA and the proximity with Monguno, ALIMA set up 2 temporary clinics to provide OPD, ATFC and SRHThe emergency intervention aimed to immediately reduce mortality and morbidity among children under 5, and pregnant and lactating womenThe facilities have been set up in the same way as Muna and Monguno, with a common patient flow for pediatric and SAM cases, while a separate flow allows for SRH (ANC and PNC activities)Pediatric and SAM complicated cases are referred to MongunoBy the end of 2017, ALIMA performed 7429 general consultations for children under 5 in both structures448 children suffering from SAM were admitted in the ATFCALIMA will be starting BEMONC, IPD 10bed capacity and 10 bed ITFC in July2018.
- ISWAP ( the Islamic State in West Africa Province ) with Al Bernawi and Maman Nour as leader are present permanently in so many island on the lac ( Walwal, Tumbum Karé, Tumbum PERA, Dougouri, Madaï, Moussaram and Polkimé
- Security inside Baga and Doro is quiet calm.
- Recently the fish and farm activities had been stopped by the army but resumed 2 weeks ago
- ISWAP didn’t get help from the Islamic state
- NGOs are not yet targeted however this situation of survival can increase the risk to get money by abduction and other type
- There are also present but only in day in Tumbu Djaki and Tumbum Dila
- There is rumor on defection of some commandant and more than 30 soldiers recently: to be follow
- Some ISWAP soldiers came themselves to the army on 16/4, the 7 HQ bring them at Maiduguri
- CJTF are very involve in military operation ongoing on the lac with the 7 HQ on in connexion with the army of Chad and Niger
- Police station also present in Baga
- Most of the authorities ( administrative and political) are base in Maiduguri , only traditional leader on ground)
Mission and Main Activities
- The Project Coordinator is responsible for ALIMA operational response in the ProjectIn close collaboration with the mission coordination team, define and plan the Project objectives and priorities, identifying population’s health and humanitarian needs, analysing the context and the humanitarian issues at stake, the risks and constraints and calculating human and financial needsCoordinate, in close collaboration with the Head of Mission, its implementation in order to efficiently ensure the goals as well as to improve targeted population’s health conditions and humanitarian situation.
Roles and Responsibilities
- Supervise the political and humanitarian situation in the project’s area in order to ensure that ALIMA’s charter, policies and image are respected with regards to national employees, populations, authorities and partners
- Together with the project team, evaluate needs by identifying the population’s health status, by analysing the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints in order to define priorities and projects goals and to calculate material, human and financial resources needed
- In coordination with the Administration Manager and Activity Managers, plan and organise the organizational charts, plan and distribute tasks and workload among the teams, guiding their understanding of the issues linked to the Project and the Mission through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected goals
- Inform the field team on the instructions given by the mission coordination promoting fluent, smooth written and oral communication and information flow and ensuring confidentiality and full compliance with security rules and medical ethics
- Supervise full implementation of safety and health protocols, reporting the Medical Coordination on risky behaviors’, in order to ensure safe working conditions for the project staff
- Be responsible of the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for
- In coordination with the Administration Manager and Activity Managers, identify training needs, provide individual follow up and coaching, carry out end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to ALIMA values and project’s goals.
- Supervise the project material resources put at ALIMA’s disposition in order to ensure a correct use and its longevity.
- Supervise all orders (medical and logistical) and the Project’s purchases as well as the financial indicators, with the support of the coordination, in order ensure efficiency and early detect deviations and its causes.
- Together with the project team and the Head of Mission monitor the security situation in the area of intervention, propose security guidelines and guarantee their implementation in order to ensure the security if the project team.
- Propose and carry out exploratory missions, according to Head of Mission’s indications, in order to better comprehend context, priorities, constraints and population needs
- Ensure a data collection and epidemiological surveillance system, in agreement with the Medical Coordinator, in order to define medical and technical programs and preventive protocols for the targeted population
- Steer and supervise the implementation, monitoring and evaluation of the project in collaboration with the project team and according to the internal and donor indicators in order to evaluate the level of achievement of the project objectives.
- Provide reporting to the coordination team on project’s evolution and propose corrections if needed
- Elaborate the Project’s institutional memory, keeping written records (and file them) on its development, in order to broadcast ALIMA achievements and improve awareness
Experience and Skills
- University Degree or Paramedical Diploma/Degree desirable.

- The Baga project is located in a remote locationCurfew at 6:00 pm makes social life very limitedTemperatures can be extreme, over 40/45 degrees during the dayGood physical and mental health are therefore essential.
- Previous experience in humanitarian aid
- Experiences with international medical NGOs & experience in project management desirable.
- Experience in security management desirable.
- English Speaking, reading and writing, mandatoryFrench is an asset.
- Essential computer literacy (word, excel & internet).
- Contract term: contract under French law, 7 months renewable.
Salary: Depending on experience:
- Minimum net salary for non Europeans: 2 300 Euros per month, social contributions and taxes are the direct responsibility of the employee
- Minimum gross salary for Europeans: 2 354 Euros per month, social contributions are deducted from the gross salary by ALIMA and paid to the relevant administrations, taxes are the direct responsibility of the employee
ALIMA pays for:
- Travel costs between the expatriate’s country of origin and the mission location
- Accommodation costs
- Medical cover from the first day of the contract to a month after the date of departure from the mission country for the employee
- Evacuation of the employee
