Job Title: IMPACT Assessment Officer Location: Borno
Country profile
  • Since May 2013, the conflict in North East Nigeria has destroyed infrastructure, provoked dramatic livelihoods erosion, and triggered the displacement of over 2 million people, out of which 1.4 million people are in Borno State.
  • The humanitarian situation of internally displaced persons (IDPs) is critical. Following years of conflict, most the state’s rural areas are empty. Much of the population has fled to the relative safety of Maiduguri, capital of Borno State, or other Local Government Area (LGA) capitals. In the IDP camps of Maiduguri and other enclaved LGA capitals, large portions of the population are extremely vulnerable and in need of immediate humanitarian support. While some areas have recently experienced returns in proximity of main roads, the population from many LGAs is likely to remain displaced for the medium term, lacking security, shelter, and livelihoods in their villages of origin.
  • When returns are made possible, it will be essential to support returnees in rebuilding their homes, which are in many cases destroyed, and resuming their productive lives and livelihoods. Since April 2017, IMPACT has been deployed to Nigeria to help meeting the information needs of humanitarian actors operating in the State and build a better understanding of the needs of conflict affected populations.
About the Job
  • IMPACT is seeking an experienced candidate, who has previously designed and implemented mixed-methods assessments – ideally in a humanitarian setting.
  • The candidate should be capable of synthesizing qualitative, quantitative, and geospatial information to write clear, engaging reports conveying the results of the monitoring assessments.
  • The candidate should also be comfortable representing IMPACT and the consortium in multi-sector meetings and able to coordinate and liaise with external partners on technical issues.
Functions
  • Under the supervision of the IMPACT Officer in Charge (OiC) & Country Coordinator in Nigeria and of IMPACT’s HQ in Geneva, this IMPACT Assessment Officer will be responsible for the management and implementation of TPM assessments.
  • S/he will be responsible for ongoing data analysis and coordination with IMPACT/Nigeria’s field teams, database officers, and GIS officers to produce to support with the production of outputs.
The IMPACT Assessment Officer’s responsibilities include:
  • Oversee implementation of the TPM assessment in North East Nigeria in coordination with the IMPACT Officer in Charge & the Country Coordinator.
  • Conduct integrated analysis using quantitative, qualitative, and geospatial data, in combination with awareness of regional variations and security developments in the areas of interest.
  • Identify and analyse secondary data collected from DFIDs implementing partners;
  • Oversee and validate the TPM data processing cycle in coordination with the Data team (including Geneva HQ);
  • Design and produce maps in coordination with the GIS team (including Geneva HQ).
  • Coordinate with the IMPACT field manager to monitor implementation of TPM field activities.
  • Ensure that TPM assessments are planned and implemented in line with project and program objectives, IMPACTs research cycle, and other relevant guidelines.
  • As needed, visit data collection sites to oversee routine data collection or pilot test potential changes.
  • Write timely and accurate assessment outputs in compliance with IMPACT’s guidelines, tracking progress and delays of all assigned assessments throughout the research cycle. Ensure that delays or identified challenges for specific assessments are reported in writing/orally in a timely manner.
  • Represent IMPACT externally with partners and the wider humanitarian community through sectoral working groups.
  • Support the revision of assessment strategies in response to feedback from field teams and lessons learned.
  • Ensure that project Terms of Reference are drafted and approved before each project cycle understood and used by assessment staff and stakeholders and updated as required.
  • Keep track of the project schedule and ensure that any identified problems are reported in a timely manner.
  • Other tasks falling within IMPACT’s functions as requested by supervisors.
Qualifications and Experience
  • Excellent academic qualifications, including a Master's degree in relevant discipline.
  • Excellent analytical skills, ideally with experience in mixed-methods research design and analysis.
  • At least 3 years of relevant working experience in humanitarian settings.
  • Excellent English-language communication and drafting skills for effective reporting and external coordination.
  • Advanced skills in SPSS, STATA,R or related statistical programming;
  • Prior experience with Adobe InDesign and/or GIS is helpful but not required.
  • Ability to operate in a cross-cultural environment requiring flexibility.
  • Ability to operate in a complex and challenging security environment.
  • Ability to work independently and autonomously.
  • Excellent team management skills.
  • Fluency in English, both written and oral, is required.

Job Title: REACH Senior GIS Officer Location: Borno
Country Profile
  • In North East Nigeria (NEN), the ongoing crisis continues to have a profound impact on the population, leading to displacement both within and out of the region and high rates of unmet needs among internally displaced persons. The conflict additionally exacerbates prior unmet needs among non-displaced and host communities. While the primary driver of the conflict remains violent conflict, including ISWAP (Islamic State West Africa Province), JAS (Jama’atu Ahlis Sunna Lidda’awati wal-Jihad) and associated armed opposition groups (AOGs), other underlying factors, such as climate change, poverty, and disease outbreaks, exacerbate need and further complicate aid delivery.
  • Against the backdrop of this protracted crisis, the humanitarian situation in Northeast Nigeria remains one of the world’s most severe. Out of the Northeast’s Borno, Adamawa, and Yobe (BAY) state’s total population of 13 million people, an estimated 7.9 million need humanitarian assistance. Borno state remains the epicenter of the crisis, containing over 80% of the region’s over 2 million internally displaced persons. Major incidents throughout 2019 have led to continued mass displacements and severely affected the provision of humanitarian assistance in the region.
  • The sudden influx of arrivals added strain to the existing infrastructure of the humanitarian community, resulting in high rates of unmet needs, overcrowding in camps, and exposure to protection risks for vulnerable groups. The congestion status of the camps has resulted in over 60% of IDPs residing outside of camps within host communities, further complicating service delivery. The intensity of needs within Maiduguri and the instability of the security situation in more remote regions has resulted in increased focus on populations in accessible areas; however, populations in the less accessible areas are presumed to have even greater needs.
  • These hard-to-reach areas are estimated to contain around 971,000 persons. Extraordinarily little is known about the specific conditions and needs of the populations living in these areas, but they are presumed to have little mobility, limited essential services, and little or no access to humanitarian aid. The same threats that severely limit the ability of humanitarian actors to conduct thorough assessments also immediately affect the population living in the region. REACH’s Humanitarian Situation Monitoring (HSM) assessments in the Hard-to-Reach areas of Borno state have found that people in these inaccessible areas lack of access to basic services including health facilities, access to livelihoods and have decreased access to foods, access to improved water sources and access to humanitarian services. As such, the needs for evidenced-based Humanitarian Aid and information on populations in both accessible and inaccessible areas is paramount to a coordinated response. REACH has been present in Nigeria since 2017, providing a growing evidence base for humanitarian response planning through sectoral, multi-sectoral and area-based assessments as well as information management services. In 2019, REACH is looking to continue to provide the humanitarian community with relevant and reliable information to strengthen strategic programming and needs-based targeting in Northeast Nigeria.
  • As an initiative deployed in many vulnerable and crisis-affected countries, REACH is deeply concerned by the devastating impact the COVID-19 pandemic may have on the millions of affected people we seek to serve. REACH is currently scaling up its programming in response to this pandemic, with the goal of identifying practical ways to inform humanitarian responses in the 20+ countries where we operate, including Nigeria.
About the Job
  • The REACH Sr GIS Officer Under the direct line management of the REACH Research Manager with supervision from the IMPACT Country Coordinator and in close coordination with the REACH Data Officer, REACH Assessment Officer(s) and REACH Field Manager, the REACH Senior GIS Officer (SrGISO) is responsible for managing all processes and outputs related to REACH GIS, products and data in-country.
  • They will ensure regular communication with REACH Assessment teams in-country to support the ongoing assessments accordingly and liaise with IMPACT HQ on GIS product validation.
  • In his/her mission, the REACH Assessment Officer will be hosted by ACTED and will fall under the responsibility of ACTED’s Country Director and his/her delegates.
  • S/he and will fully abide to ACTED’s Security, HR, Administration and Logistics rules and regulations.
Functions
  • In coordination with the assessment manager/focal point(s), ensuring that assessments are planned in line with project and program objectives and with REACH’s research cycle and other relevant guidelines.
  • Identification of available GIS data to inform secondary data review, in coordination with the assessment team.
  • For each assessment, ensure contribution to and review of draft ToRs with a specific focus on the analysis plan, and related mapping, as well as data management plan;
  • In coordination with Assessment team, co-construct qualitative and quantitative data collection tools, ensuring GIS requirements of research cycle/assessment are met.
  • Develop geo-spatial analysis of assessment areas to be used, as relevant, in developing daily assessment plans, field movement plans and accompanying operational maps for field teams;
  • In coordination with relevant assessment officer(s), support construction of quantitative sample;
  • Keep track of progress and delays of all GIS and relevant data- and information-management tasks throughout the research cycle. Ensure that delays or identified problems are reported by writing and orally in a timely manner.
  • When relevant, ensure that support is provided by the GIS team for the identification and training of enumerators for primary data collection.
  • When relevant, ensure that support is provided by GIS teams in overseeing data collection, in line with agreed TORs (including their Annexes), including spatial verification and validation as part of daily assessment checks;
  • Ensure that collected data is geo-referenced, enabling the production of maps and related products;
  • In coordination with the assessment team, ensure that all changes in data collection that lead to a modification in the agreed TORs are documented; and that the IMPACT Country Coordinator and IMPACT HQ are informed and agree on the modifications.
  • Ensure that all collected data is stored in line with IMPACT’s Data Management Guidelines, and with the ToRs (data management plan Annex);
  • Facilitate data cleaning and analysis automation process for the ongoing long term projects / assessments. Providing technical guidelines and capacity building support to the team on the automated systems and workflows.
  • Ensure that data is revised and cleaned, and that all revisions are recorded;
  • Ensure spatial analysis conducted on collected data as per ToRs;

  • Ensure accurate linkages between spatial databases and assessment data.
  • Ensures that the produced maps meet the requirements of IMPACT and concerned partners;
  • Ensure regular communication maintained with IMPACT HQ on progress and deadlines for GIS products;
  • Ensure the drafting of timely and accurate GIS products, which comply with IMPACT’s guidelines.
  • Review all products before they are sent to IMPACT HQ for validation.

  • In coordination with the IMPACT Country Coordinator, manage the identification of satellite imagery and analysis needs in Nigeria, and liaise with IMPACT HQ on the procurement of UNOSAT services and satellite imagery.
  • In coordination with IMPACT’s Country Coordinator, promote the dissemination of GIS products in line with IMPACT Guidelines and Research ToRs;
  • Ensure the strictest confidentiality of data and data processes. He/she will actively take measures to prevent the unauthorized sharing of information and data;
  • In coordination with IMPACT HQ, ensure that GIS products are uploaded in relevant data portals, as specified in Research ToRs;
  • In coordination with IMPACT’s Country Coordinator and with the assessment team, ensure that lessons learned are gathered and documented at the end of each research cycle.
  • Conduct regular meeting with all international and senior national GIS Team members to assess progress in all research cycles and to review work plan;
  • In coordination with Country Coordinator, conduct induction for new staff members, including training in basic GIS, data and IM competencies;
  • Support to the IMPACT Country Coordinator in the development and implementation of capacity training plans for GIS team members;

  • In coordination with the IMPACT Country Coordinator, support the presentation of GIS products to relevant third parties, to enhance their use and impact.
  • Ensure that external communications with technical GIS/IM partners and key stakeholders, including relevant UN agencies, local and national government, and NGOs has been conducted and documented as appropriate.
  • The GIS Officer will participate and actively contribute to the development of the REACH strategy in Nigeria, in support to the Country Coordinator. S/he will support in identifying and concretizing:

    • Support in the preparation and follow up of country level internal strategic workshops and plans

Background on IMPACT AND REACH
  • REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction, and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.
  • IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

  • Under the direct line management of the IMPACT Country Coordinator, the IMPACT Deputy Country Coordinator (DCC) is responsible for overseeing the operational and programme management of all IMPACT country projects.
  • The role will involve oversight of all Research Cycles (projects), line management of and project management support to all Project Focal Points (Research Managers and/or Senior Assessment staff), project and grants development and management, including liaison with and reporting to donors, operational oversight (financial, logistical, team capacity and team structures), Human Resource management (recruitment and staff welfare), external engagement (external representation, partnership development and maintenance), strategy development, through contextual understanding both of the crisis and the coordination structure, as well as upholding team morale. This person will join the IMPACT Nigeria Senior Management Team.
  • The position will be based in Maiduguri with travel to Abuja, current field locations and new project locations.
  • In his/her mission, the REACH Assessment Officer will be hosted by ACTED and will fall under the responsibility of ACTED’s Country Director and his/her delegates. S/he and will fully abide to ACTED’s Security, HR, Administration and Logistics rules and regulations.
The IMPACT Assessment Officer’s responsibilities include:

  • Direct line management of all project focal points and bilateral management of Field Managers
  • Overseeing that Research Cycles are designed and implemented according to:
  • In line with the REACH Nigeria strategy and information needs of humanitarian actors.
  • IMPACT’s guidelines and quality standards, and in accordance with technical direction from Specialists
  • Lessons learned and input from relevant stakeholders (OCHA, clusters, working groups, NGO forums, etc.);
  • Realistic timelines identified through supporting project focal points in periodization and in setting and meeting deadlines by identifying staff capacity, operational requirements, and any bottlenecks.
  • Humanitarian milestones/external deadlines.
  • Keep track of progress and delays of all Research Cycles and ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner.
  • Ensuring that Project Focal Points are provided the programme management training, support, and resources required to manage their Research Cycles effectively and independently. This includes:
    • Regular follow-up and check-ins to project plan and identify any challenges or bottlenecks.
    • Supporting in building and maintaining external relationships as relevant.
    • Supporting project focal points as line-managers in developing strong and healthy teams and maintaining staff welfare.
  • Provide Field Managers with support to oversee Field Teams as well as:
  • Identifying capacity together with Field Managers and delegating data collection tasks accordingly to Field Teams (Project Officers and Enumerators).
  • Ensuring the welfare of Field Teams, particularly regarding the security of enumerators inside Nigeria, in line with our internal Duty of Care policies.
  • Ensuring capacity building and skill identification of Field Teams.
  • Together with the Country Coordinator, ensure that all team members and hubs are kept up to date on key activities, plans, and achievements.
  • Review REACH Nigeria information products in coordination with the SMT, to ensure that products are of high quality, user-friendly, and effectively inform target audiences, before being sent to IMPACT HQ for validation.
  • Oversee Monitoring and Evaluation (M&E) processes and support focal points in following these, including training FPs on M&E, ensuring that M&E matrices are being accurately filled out in a timely manner, and that M&E is used to inform future project priorities.
  • Together with the rest of the SMT, ensuring a good work environment and taking active steps to ensure staff welfare. This will include building strong professional relationship, having good visibility of issues in teams through regular check-ins, as well as maintaining a professional, respectful, and supportive tone in the office.
  • Under the supervision of the Country Coordinator and with support from project focal points, lead in the development of proposals.
  • Lead on donor reporting, including tracking of deadlines, delegation, and follow-up of tasks to project focal points, review, and writing of reports.

  • Maintain REACH Nigeria’s strong relationships with its existing donors through regular meetings to brief on project progress, key developments in the Nigeria context and coordination structure, findings from assessments, concerns with regards to information gaps, as well as development of new grants as needed.

  • Together with the rest of the SMT, identify and address capacity issues across all REACH Nigeria teams and put in place mitigation measures should capacity issues arise.
  • Together with the Country Coordinator, identify needs for staff recruitment.
  • Drafting of ToRs together with the SMT and project focal points, liaison with HR at IMPACT Headquarters, conducting interviews, or supporting project focal points to conduct strong interviews.

  • Under the supervision of the Country Coordinator, ensure that REACH Nigeria maintains its strong relationships and position as a key information actor in the Nigeria response through regular engagement with representatives within the Nigeria coordination structure, key NGO forums, and other IM actors.
  • Together with the Country Coordinator and project focal points when relevant, identify, develop and maintain partnerships with relevant actors, such as other IM actors, clusters/working groups, NGOs, and representatives of relevant NGO forums.
  • Support the Country Coordinator in REACH Nigeria advocacy work; largely revolving around raising awareness of key findings with regards to the humanitarian situation in Nigeria and situating these within wider conversations in the Nigeria response, in order to ensure that key findings are heard and used to inform response strategies and implementation, and that the response is based on reliable information.
  • Represent REACH and present findings at relevant key platforms/meetings.
  • Closely follow the social, economic, and political situation in Nigeria as well as humanitarian coordination developments and key issues in the Nigeria humanitarian response.
  • Together with the rest of the SMT, Country Coordinator, and Project Focal Points, regularly review REACH information products for relevance, user-friendliness, effectiveness, timeliness and to ensure that they sufficiently inform the target audience.
  • Together with the SMT, support the Country Coordinator in strategy development and implementation through conversations with external actors, context monitoring, and conversations with focal points.
  • Together with the Country Coordinator, ensure that project focal points are trained and able to situate their projects within the wider Nigeria context and support them in thinking strategically about their project.
  • The REACH DCC will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.
  • The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about REACH programme objectives, activities, beneficiary selection criteria, and methodologies. Job Title: REACH Research Manager (RM) Location: Borno
Country profile
  • In North East Nigeria (NEN), the ongoing crisis continues to have a profound impact on the population, leading to displacement both within and out of the region and high rates of unmet needs among internally displaced persons. The conflict additionally exacerbates prior unmet needs among non-displaced and host communities. While the primary driver of the conflict remains violent conflict, including ISWAP (Islamic State West Africa Province), JAS (Jama’atu Ahlis Sunna Lidda’awati wal-Jihad) and associated armed opposition groups (AOGs), other underlying factors, such as climate change, poverty, and disease outbreaks, exacerbate need and further complicate aid delivery.
  • Against the backdrop of this protracted crisis, the humanitarian situation in Northeast Nigeria remains one of the world’s most severe. Out of the Northeast’s Borno, Adamawa, and Yobe (BAY) state’s total population of 13 million people, an estimated 7.9 million need humanitarian assistance. Borno state remains the epicenter of the crisis, containing over 80% of the region’s over 2 million internally displaced persons. Major incidents throughout 2019 have led to continued mass displacements and severely affected the provision of humanitarian assistance in the region.
  • The sudden influx of arrivals added strain to the existing infrastructure of the humanitarian community, resulting in high rates of unmet needs, overcrowding in camps, and exposure to protection risks for vulnerable groups. The congestion status of the camps has resulted in over 60% of IDPs residing outside of camps within host communities, further complicating service delivery. The intensity of needs within Maiduguri and the instability of the security situation in more remote regions has resulted in increased focus on populations in accessible areas; however, populations in the less accessible areas are presumed to have even greater needs.
  • These hard-to-reach areas are estimated to contain around 971,000 persons. Extraordinarily little is known about the specific conditions and needs of the populations living in these areas, but they are presumed to have little mobility, limited essential services, and little or no access to humanitarian aid. The same threats that severely limit the ability of humanitarian actors to conduct thorough assessments also immediately affect the population living in the region. REACH’s Humanitarian Situation Monitoring (HSM) assessments in the Hard-to-Reach areas of Borno state have found that people in these inaccessible areas lack of access to basic services including health facilities, access to livelihoods and have decreased access to foods, access to improved water sources and access to humanitarian services. As such, the needs for evidenced-based Humanitarian Aid and information on populations in both accessible and inaccessible areas is paramount to a coordinated response. REACH has been present in Nigeria since 2017, providing a growing evidence base for humanitarian response planning through sectoral, multi-sectoral and area-based assessments as well as information management services. In 2019, REACH is looking to continue to provide the humanitarian community with relevant and reliable information to strengthen strategic programming and needs-based targeting in Northeast Nigeria.
  • As an initiative deployed in many vulnerable and crisis-affected countries, REACH is deeply concerned by the devastating impact the COVID-19 pandemic may have on the millions of affected people we seek to serve. About the Job
  • Under the direct line management of the IMPACT Country Coordinator, the REACH Research Manager is responsible for managing research cycles, including research design, data collection, data cleaning and analysis, output creation, dissemination and evaluation. He/she directly supervises assessment and field staff and plays a key role in the development and implementation of IMPACT strategy in Nigeria.
  • In his/her mission, the REACH Assessment Officer will be hosted by ACTED and will fall under the responsibility of ACTED’s Country Director and his/her delegates. S/he and will fully abide to ACTED’s Security, HR, Administration and Logistics rules and regulations.
Functions The REACH Research Manager will fulfil the following functions:
  • Ensuring that all assessments are planned in line with relevant project and program objectives and with REACH research cycle and other relevant guidelines.
  • Ensure that required secondary data analysis has been conducted in preparation of an assessment.
  • For each assessment, review ToRs before they are sent to Geneva for validation and ensure that TORs are validated by HQ before any data collection begins.
  • Ensure that ToRs are understood and used by assessment staff and stakeholders, and updated as required; Compose and construct, in close coordination with GIS and data management team, qualitative and quantitative data collection tools; ensure engagement with GIS teams on GIS requirements of research cycle/assessment;
  • Keep track of progress and delays of all assigned assessment throughout the research cycle. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner.
  • Ensure relevant stakeholders and partners are engaged in assessment design and planning.
  • Ensure that required enumerators are identified and trained for primary data collection.
  • Monitor data collection, ensuring its correct implementation in line with agreed TORs.
  • Ensure that Country Coordinator is alerted to any issues that prevents full implementation of the methodology in line with the agreed TORs; ensure that all changes to the methodology are documented throughout implementation.
  • Ensure logistics, financial, administration, security and HR processes related to REACH have been appropriately implemented and with the relevant ACTED departments.
  • Ensure regular situation updates on data collection have been produced and circulated to relevant REACH, ACTED and external counterparts. Provide support and follow up on identified challenges during the data collection process.
  • Ensure that all collected data is stored in line with IMPACT’s Data Management Guidelines, and with the ToRs (data management plan Annex);
  • Ensure that data is revised and cleaned, and that all revisions are recorded.
  • Oversee analysis on collected data as per ToRs;
  • Ensure that meaningful techniques are used to analyse the data collected.
  • Ensure that data and its analysis are validated by IMPACT HQ before product drafting stage.

  • Review all products before they are sent to IMPACT HQ for validation.
  • Ensure that all written products are validated by IMPACT HQ before external release.
  • Under the direction of the Country Coordinator, engage in the dissemination of research products, including through articles, IMPACT social media contents, targeted e-mails, presentations, meetings, etc., in line with IMPACT Dissemination and External Communication Guidelines and Research ToRs;
  • Under supervision of IMPACT HQ, ensure that research products are uploaded in relevant data portals, as specified in Research ToRs;
  • Ensure that lessons learned are gathered and documented at the end of each research cycle.
  • Support the Country Coordinator to conduct monitoring and evaluation as specified in the research ToRs and in line with IMPACT Guidelines.
  • Conduct regular meeting with all Assessment Team members to assess progress in all research cycles and to review work plan.
  • Management of assessment, data/GIS and field team members, including (in consultation with Country Coordinator) the conduct of appraisals, as well as participation in staff career management.
  • In coordination with Country Coordinator, conduct induction for new staff members, including training in basic technical competencies for assessment design, implementation, and analysis.

  • Support the IMPACT Country Coordinator in external engagement in relation to REACH/IMPACT strategy or (when requested and with focal point) to fundraising and grants management.
In support to the Country Coordinator, the Research Manager will actively contribute to the development of the REACH strategy in Nigeria. S/he will support in identifying and formalising:
