The Embassy of France in Nigeria (Abuja) is recruiting suitably qualified candidates for the position below:

 

Job Title: Adviser on Cooperation and Cultural Action (M/F) - Director of Cultural Establishment

Synthetic Description of the Post
Function 1: COCAC (80%):

  • Under the authority of the ambassador, design a strategy and set up cooperation actions in the fields of influence and development (cultural, French, academic and research cooperation, humanitarian) in order to implement the policies of solidarity, influence, influence and attractiveness of France abroad.
  • Assist the Chief of Diplomatic Post to coordinate the network of MEAE operators and partners in the country.
  • Promote French expertise and the image of France.

Function 2: Director of the French Institute of Nigeria (20%):

  • Heading for a self-sustaining institution (EFA): Human resources and budget in particular. For his part, the delegated director steers the language centre.

Main Activities

  • Advice to the Ambassador on issues in the area of expertise of the Cooperation and Cultural Action Adviser (COCAC).
  • Definition and management of the cooperation strategy within the framework of the Ambassador's action plan in liaison with French operators, local partners (AFD, Regional Economic Service, Campusfrance, AEFE, Expertise France).
  • Pilotage of the French Institute of Nigeria (IFN) in its national cultural coordination action; monitoring of cultural policy with the SCAC branch in Lagos and with the entire network of French Alliances of the country (10); development and monitoring of the French strategy for mobility and the promotion of French higher education (2 fields Studies in France in Abuja and Lagos), but also on research programmes; monitoring of the audiovisual policy put in place with
  • Direction of all services of an EAF: follow-up to the budget of the French Institute of Nigeria, of which COCAC is the main authorising officer.
  • Follow-up to the activities of the French Research Institute in Africa in Ibadan, two AEFE institutions (representation of the Embassy in the bodies), a French section in a Lebanese school and 10 French Alliances. The Total (secular mission) school is currently closed for security reasons.
  • Definition of the communication strategy, including digital tools.
  • Contribution to the development of economic diplomacy by working in an interface with the other services of the Embassy
  • Definition and implementation of annual programming, search for funding
  • Mentoring of a team of 28 expatriates

Diplomas or Professional Experience Recommended for the Performance of the Duties

  • Master's Degree
  • Knowledge or proficiency in a local language would be an asset.
  • Knowledge of the region as well.
