IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi State. In early 2014, IRC opened a field office in Mubi town of Adamawa state in NE Nigeria followed by offices in Yola (Adamawa state) in November 2014, Maiduguri (Borno state) in October 2015 and Damaturu (Yobe state). The IRC Nigeria country program is implementing multi-sectoral interventions in the sectors of: Health and Nutrition; Environmental Health; Child Protection; Education; Women’s Protection and Empowerment; Economic Recovery and Development and Protection. Most of these programs are driven in partnership with strategic local NGOs.

Job Title: Procurement Assistant

Position Overview

  • The Procurement Assistant is a key position within Supply Chain and carries responsibility for the integrity of the IRC's procurement system.
  • Procurement Assistant must be able to rapidly procure Program supplies, services, and equipment, whilst ensuring best practices and maintaining audit-compliant records.
  • This individual will be responsible for pro-active sourcing, team supporting, supplier reference checking, updating procurement trackers & supplier data base along with material category price list. S / he will also help the staff in finalizing the planned MSA / MPA’s in a timely manner by supporting in the site visits procedure & documentation preparation

Major Responsibilities

  • Updating supplier database & Material category price list
  • Creating Payment requests files and submit to finance
  • Carryout all documents photocopying, scanning, archiving procurement files &reception of goods
  • Proper filing of all procurement documents
  • Follow-up internally between SC department and Finance department on procurement-related transactions.
  • Following the guidance of the procurement staff, to ensure that all fields’ goods, to be dispatched along with all the needed documentation (Waybills…).
  • Sending request for feedback regarding suppliers’ performance & update supplier files accordingly
  • Participate in MSA / MPA procedure where staff is needed.
  • Send Request for quotation for Market Survey, Proposals or Procurement of desired Goods and Services
  • Preparing Payment requests for delivered Goods or services.
  • Ensuring that all Supplies, services, and equipment’s required are delivered in time.
  • Establishment and maintenance of ethical, professional working relationships with suppliers
  • Any other duties or tasked delegated by Supply Chain Officer or Supply Chain manager

Qualifications

  • Undergraduate or Bachelor University Degree, preferably in Management, Administration or related fields

Job Title: Environmental Health M&E Officer

Job Overview / Summary

  • The purpose of the WASH M&E Officer position is to coordinate the collection, compilation, consolidation, and analysis of data to track programs/ projects activities, monitor progress and support impact measurement.  
  • S / he will also conduct development research, engage in reflective practice, and generate lessons from projects / program and prepare M&E plans for the Environmental Health (WASH) sector.  
  • S / he is responsible for establishing and ensuring better field level data management systems for the core program s / he assigned to and coordinates the proper and timely evaluation of project objectives / impact.  
  • S / he will contribute to the existing client response mechanisms and ensure program staff participation in M&E activities.  
  • The position holder will closely work with sector manager(s), front line staff, and community / facility volunteers.  
  • S / he also will work closely with the M&E unit on technical matters and reports to the M&E Manager and the WASH manager(s).

Major Responsibilities
Program / project design and learning (20% of time):

  • Participate in program / project design especially in developing WASH logframes and also contribute learning from previous projects
  • Responsible for the development and continuously update WASH project M&E, and impact measurement tools and systems on timely fashion.
  • Support to develop and make sure all the projects in the WASH has tested monitoring tools that capture both program activity and indicators progresses;
  • Take part in diagnostic studies, evaluations and surveys;
  • Responsible for organizing periodical ongoing WASH level data review, reflective practice, evaluation and progress monitoring events by involving communities and local partners;
  • Responsible for organizing WASH panel monitoring and / or similar M&E events to ensure accountability to the target community, with relevant stakeholders including communities and ensure their dissemination to concerned parties;
  • With support from the M&E Manager, WASH manager(s) and coordinator, establish and maintain project level information management system;
  • Contribute to designing WASH strategy to collect field level information required by IRC, donors and / or stakeholders;
  • Responsible for proactively ensuring networking and sharing of lessons from the WASH core program with strategic partners and other stakeholder including government;
  • Responsible for coordinating synergy and cross-learning among different projects;
  • Responsible for cross-fertilizing learning among projects by regularly producing (compiling) summary monitoring reports and sharing to WASH staff and partners.

Monitoring and Evaluation (50% of Time):

  • Responsible for tracking WASH progress against monitoring work plans;
  • Coordinate the WASH field level community participatory monitoring and evaluation, reflective practice and impact measurement;
  • Responsible for ensuring the on-time execution of WASH projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision;
  • Responsible for providing technical support to WASH staff and partner organization on information management system, proper data collection and record keeping;
  • Responsible for updating WASH M&E plan timely and provide feedback to program staff on status and quality of implementation.
  • Responsible for WASH monthly and / or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to on-going performance;
  • Responsible for conducting WASH regular data verification exercises to ensure reporting and collection of quality data;
  • Responsible for verifying WASH entered data for completeness, correctness, and consistency and follow up on any data quality issues;
  • Responsible for documenting findings from WASH data quality audits and store in project files to ensure collective and sustainable access;
  • Actively participate in and contribute to M&E team activities, system assessments, development and implementation of new systems and / or tools aimed at strengthening overall M&E practices at IRC Nigeria;
  • Responsible for closely working with WASH staff to ensure they follow correct procedures and criteria during beneficiary registration;
  • Accountable for the recruitment of enumerators and support in other survey including engagement of consultants;
  • Contribute to providing M&E inputs for WASH report written during project implementation;
  • Responsible for periodically conducting WASH reflective practice forums at field office / project level and compile lessons from project implementation processes.

Information Management and Reporting (10% of time):

  • Support in establishing and maintaining WASH project information management system;
  • Responsible for submitting WASH data set to update country office wide program database on monthly basis;
  • Responsible for compiling WASH regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations;
  • Support to ensuring all projects have downward / forward client responsiveness mechanisms and works with project WASH staff to make sure its implementation;
  • Responsible for compiling quarterly, biannual and annual tabular, and narrative WASH reports (as required by project stakeholders) on projects’ accomplishments by cost and alert the management for special deviations from the plan.

Capacity Building and Supervision (10% of time):

  • Responsible for providing assistance to WASH local partners in designing monitoring and reporting tools and establishing database management systems.
  • Responsible for the orientation of WASH front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making;
  • Accountable for coaching, mentoring, and supervising assistant M&E Officer/s (if applicable),
  • Responsible for her / his subordinate's in completing performance management activities including: performance planning, monitoring, and annual performance appraisals;

Perform other duties assigned by the supervisor (10% of time):

  • Perform other task related assignment proposed by his/her supervisor/s

Qualifications

  • Degree in Statistics, Computer Science / Information Management / or any other related field;
  • Excellent computer skills are required (particularly Advanced Microsoft Excel, Access and Word);
  • At least two year experience working in monitoring and evaluation preferred;
  • Strong data collection, analysis, and report writing skills required;
  • Ability to work independently, think analytically and take initiative in solving problems;
  • Ability to communicate technical issues effectively;
  • Familiarity with log frame analysis and M&E plan;
  • Experience in conducting assessment;

Desirable:

  • WASH background and Working with highly vulnerable and displaced people would be added advantage;
  • Good verbal communication skills in local languages and working knowledge of English;
  • Most importantly, commitment to IRC values and principles;
  • A strong team player with excellent interpersonal skills and the ability to work with groups of diverse backgrounds.

Job Title: Livelihoods Assistant

Job Overview / Summary

  • The Livelihood Assistant will support the field implementation of the Urban Livelihood project Borno State.
  • He / she will support in conducting relevant assessments such as market assessments, baselines, end line and post distribution monitoring.
  • The Livelihood assistant will directly facilitate the implementation of the business training, employability training, apprenticeship activity and local stakeholder collaboration activities.

Major Responsibilities

  • Provide close supervision and monitoring to the livelihood assistants in implementing project related activities in the field.
  • Responsible for the selection and verification of beneficiaries in coordination with community committee and authorities and the use of selection criteria.
  • Actively engage and support in community sensitization activities on selection criteria and stakeholder feedback process.
  • Implement weekly program and monitoring plans.
  • Provide information to beneficiaries, community stakeholders, trainers, employers in accordance with IRC policies and procedures and retrieve feedback.
  • Coordinate with trainers on the schedule of business training and ensure that logistics and venue for beneficiary training is organized.
  • Execute stakeholder and community engagement meetings to engage community stakeholders and feedback.
  • Conduct field visits to project sites and meet with community leaders to select specific vulnerable locations for targeting and ensure a conducive community mobilization system.
  • Provide inputs for the production of technical support materials and guide program teams on the delivery of mechanisms that will ensure effective implementation of livelihoods interventions as well as early recovery.

Monitoring & Evaluation and Reporting:

  • Support in conducting community mapping assessments or labour market assessment in the targeted communities
  • Conduct post-distribution monitoring
  • Under the supervision of Program Manager conduct baseline and end-line surveys
  • Carryout spot checks and appraisals of employers
  • Submit daily activity updates and produce timely weekly and monthly reports

Qualifications
Education:

  • Bachelor's degree in Business Administration, Economics or any relevant field

Work Experience:

  • Minimum of 2 years professional experience in providing implementing livelihoods programing  
  • Experience working with INGO / NGO in Borno state

Demonstrated Technical Skills:

  • Technical skills in cash and livelihoods programming
  • Strong training and facilitation skills
  • Experience in community and stakeholders relationship building and management.

Languages:

  • Fluency in English Language both written and spoken is required and Hausa language is mandatory

Computer / Other Tech Requirements:

Job Title: Health Clinical Assistant

Job Overview / Summary

  • The Health Clinical Officer services is responsible for overseeing health care activities for IRC supported health facilities in Asikra Uba Borno state and Selected LGAs in Adamawa State.  Responsibilities will include day to day support to health facilities, monitoring of activities, report making, coordination with other sectors and government authorities as well as close collaboration with health facility staff and managers.
  • The Health Clinical Officer Services will have no line management responsibilities and reports to the Senior Health Clinical Officer.  
  • The position is based in Mubi with regular trips to IRC’s health programs throughout Askira Uba and other parts of Nigeria as needed.

Major Responsibilities

  • In collaboration with the Health Manager, ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Nigeria Federal Ministry of Health (FMOH) and WHO. Ensure that all health activities are consistent with established best practices.
  • In collaboration with the other health program staff in Nigeria, oversee the implementation of health projects implemented by IRC Nigeria.
  • Promote the quality of the IRC’s health programs by following the measures put in place in collaboration with other staff and the IRC health unit.
  • Ensure sound data collection and information management systems are in place for ongoing monitoring of health programme activities
  • Participate in the design of robust M&E plans and design / adapt health information systems including surveillance systems for the IRC health programs in Nigeria
  • Contribute to the growth of the IRC health programme in Nigeria through quality implementation of project activities, adequate monitoring and timely reporting as needed, working in conjunction with other colleagues in the IRC Nigeria program.
  • Conduct regular supportive supervision to all supported health facilities, provide mentoring and technical support and appropriate feedback as needed.
  • Work with the Health Manager to ensure appropriate use of programme resources
  • Organise planned trainings for health staff and ensure that FMOH and WHO guidelines are used for all trainings which should be delivered in a quality manner.
  • Support the setup of use of FMOH clinical guidelines in all health facilities, providing mentoring as required to improve compliance and discuss implications of the results.
  • Follow all IRC guidelines, programme and budget management tools
  • Ensure a good working relationship with all stakeholders involved in service provision to supported health facilities in Adamawa State.
  • Ensure the consistent use of the IRC grant management guidelines during programme implementation.

Qualifications

  • Education: College Diploma in Nursing / Midwifery / Clinical Medicine
  • Work Experience:  At least 5 Years work experience in health programs both at clinical and community-based programs, working in maternal and child health, drugs and medical supplies management and other primary Health care components is preferable

Demonstrated Skills and Competencies:

  • Thorough knowledge and understanding Health Policy of Nigeria
  • Previous experience working in Northern Nigeria, willingness to work in Northern Nigeria
  • Excellent interpersonal communication skills
  • Experience delivering MCH and related trainings to health staff using national or WHO guidelines
  • NGO work experience is an advantage
  • Should be able to use Microsoft Office especially MS-Word, Excel, PowerPoint

Language Skills:

  • Able to communicate in English language (written and spoken);
  • Knowledge of local languages is a plus
