The Position

  • The Data, Monitoring and Evaluation Analyst will contribute to UNFPA activities in the areas of socio-cultural, health and demographic data collection, analysis, dissemination, and utilization including population research and monitoring and evaluation (M&E). 
  • S/he will report directly to Population and Development Specialist, under the general supervision of the Deputy Representative or Representative.

  • Population and Development thematic area, including M&E, among other things, provides the evidence, including benchmark data, for measuring progress made towards these transformative results.
  • UNFPA is seeking a candidate who is skilled in data management, M&E and can make a difference in the use of cutting-edge technology in the collection, collation, analysis, dissemination, and use of data (including population and housing data), while ensuring several dimensions of data quality and integrity, as well as integrating geospatial methodologies.
  • The prospective candidate should be transparent and exceptional in capacity building and use of resources entrusted to her/him and able to deliver excellent and timely programme results. 

Job Purpose

  • In a world where work stream on data disaggregation is to respond to the aim of the 2030 Agenda for Sustainable Development, which is to ensure that no one is left behind and reaching the furthest first; accurate, reliable, timely and disaggregated data, at national and sub-national levels, is necessary to among other things, provide the basis to understand progress towards the Sustainable Development Goals.
  • Population and Development thematic area in UNFPA is largely aimed at addressing the data needs (including monitoring and evaluation data) for programming on issues of women, girls, and young people.
  • In collaboration with all other UNFPA thematic areas (Sexual Reproductive Health, Gender/GBV, Adolescents and Youth and Humanitarian); relevant Government counterparts, sister UN agencies and other partners, you will work to improve availability and use of comprehensive disaggregated data.

Responsibilities
You would be responsible for:
Providing strategic thinking, technical advice, and innovative approaches to facilitating improved data interventions and provide strategic support to achieve programme deliverables:

  • Provide technical assistance and support for the Population and Housing census.
  • Provide technical assistance for population research and prepare technically sound papers, reports, and indicators.
  • Contribute to analyses of census, surveys (DHS and MICS), and other data for use by policy and decision makers and contribute to assessments of gaps in policy environment, policy implementation and programmatic responses.
  • Create and document knowledge about current and emerging population and development trends, RH, and gender issues, by analysing programmes, projects, strategies, approaches, and ongoing experiences for lessons learned, best practices and replicable strategies and approaches and actively share and apply this knowledge. 
  • Analyse and interpret the political, social, and economic environment relevant to population and development, reproductive health and gender and identify opportunities for UNFPA assistance and intervention. 
  • Provide substantive input into evidence-based advocacy to promote UNFPA’s programme goals considering political and social sensitivities.
  • Support innovative means to reach out to key stakeholders in data and facilitate evidence-based advocacy campaigns for making social investments in: (i) integration of population data in planning, designing, and implementing policies and programmes at national, States and LGA levels; (ii) data sharing to facilitate access.
  • Facilitate the strengthening of capacity in the data collection, analysis and use, and dissemination.
  • Support capacity building for staff in relevant government, NGO and CSO institutions in research including data collection, analysis, dissemination, and utilisation.
  • Advocate and advance UNFPA’s policy agenda by participating in public information events
  • Promote a results-based approach and integrate innovative policies and strategies into the design and formulation of country programmes (CPs), United Nations Development Framework and projects-based on strategic priorities and responsive to the Government’s needs in the areas of RH, P&D, Gender, and humanitarian setting.

Guiding the process of delivery of technical assistance and engagement with partners on Data, Monitoring and Evaluation:

  • Contribute substantively to the harmonisation and implementation of the Data, Monitoring and Evaluation activities of the various UN agencies align with the UN reform, especially in relation to coordination of data activities (Delivery as One) in line standard statistical laws and practices.
  • Identify/monitor risks that could interfere with data generation delivery, and design sustainable and practicable mitigation measures. 
  • Ensure general effective management for all the data inter-linkages of UNFPA’s programme, including SRH, ASRH/HIV maternal health including fistula and maternal death audits and cross-cutting issues in population data.
  • Develop and implement appropriate action and activities to promote improve data.
  • Ensure the achievement of all objectives as planned and effective use of all financial resources allocated to Data, Monitoring and Evaluation in line with UNFPA policies and procedures.
  • Ensure that compatible frameworks and tools are used in data collection, analysis, use and dissemination (including technical notes).
  • Ensure that data activities conducted by data generating organisation agency benefits from inputs by other interested stakeholders and/or are of benefits to other interested stakeholders (cross-fertilization).
  • Review respective findings and recommendations of census, surveys, and research to ensure their internal as well as external alignment with statistical practices.

Manage Knowledge Management for the project:

  • Contribute to the production of consolidated Annual Work Plans (AWP) and annual reports.
  • Support the collection (including through operational research) of lessons learnt and best practices that enhance the effectiveness of data sharing interventions, disseminate to stakeholders, and advocate for scaling up of the SRHR integration programme.
  • Provide technical assistance to national counterparts in the formulation of policies and research to generate evidence on the issues of women, girls and adolescents and youth.
  • Ensure compilation, analysis and publication of statistical and other data and materials supporting programme inter-linkages and document lessons learnt and participate in dissemination to relevant partners.
  • Develop actions for resource mobilization to support the work being done on UNFPA’s mandate.
  • Carry out any other duties as may be required by the Representative or designate. 
  • Leading the development of an annual report for the CO
  • Ensuring the preparation of quarterly demographic analysis for all geopolitical zones in collaboration with the SOs. 
  • Support advocacy and resource mobilisation efforts through production of analytical reports and publications on issues of women, girls and adolescents and youth.
  • Support UNFPA Representative to dialogue and lobby with major funding organizations and development partners to leverage funds towards implementation of the Population and Development programme.

Programme planning, implementation, monitoring, and evaluation including Project Results Framework Development Lead the M&E work in the Country Office:

  • Promote results-based approach to monitoring and evaluation, emphasizing results and impacts
  • Work with other program officers to develop proposals for resource mobilization including the development of appropriate frameworks to aid results-based management of projects
  • Analyse and report on programme progress in terms of achieving results, using existing monitoring and evaluation tools
  • Coordinate the preparation of all programme reports; guide staff and implementing partners in the preparation of progress reports in accordance with approved reporting format and ensure timely submission of scheduled reports
  • Prepare draft terms of reference (TORs) for Mid-term and final evaluation of projects and country programme in accordance with UNFPA guidelines
  • In collaboration with UNFPA programme staff, ensure the collection, analysis, and dissemination of results of evaluations at the end of country programmes and ensure lesson learned are incorporated in the next country programme
  • In collaboration with executing agencies, backstop the implementation of the overall monitoring and evaluation mechanism of the country programme.
  • Participate in UN wide activities including UNSDCF results group and interagency theme/working group, DMAG
  • Lead in the preparation of the Country Office Report
  • Ensure that all key performance indicators for the Country programme and related projects are collected and reported in a timely manner and discussed in the appropriate forum in terms of implication for future actions
  • Ensuring any deviations or irregularities are identified and addressed.
  • Participate in monitoring progress of the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) and Delivering as One (DaO) approach.

Qualifications and Experience
Education:  

  • Possess at least a Master's Degree in Demography, Population Studies, Statistics, Sociology, Economics, or any other Social Sciences related fields.

Knowledge and Experience: 

  • Have a minimum of 5 years working experience.
  • Have demonstrable experience in population data and research at national level.
  • Have the ability to work under pressure.
  • Have excellent communication and human relation skills.
  • Be proficient in current office and data analysis software applications.
  • Have experience in working with government institutions and donor organizations.
  • Be familiar with issues on population, reproductive health, gender and adolescents and youth including in humanitarian setting.

Languages: 

  • Have a strong capability to communicate clearly and concisely in both oral and written English
