Job Title: Complaints & Feedback Mechanism (CFM) Assistant

Job Summary

  • Under the supervision of the M and E Officer, the CFM Assistant is responsible for ensuring mechanisms are in place in all CARE project sites to strengthen the quality and accountability of the emergency program especially in regards to information sharing, beneficiaries’ participation, complaints and response mechanism
  • The CFM Assistant is also responsible for the provision of support to Food Security project to strengthen Food security activities in the field in accordance with CARE principles and ensures field activities are executed in an efficient manner.
  • Support conducting of Protection Monitoring/ risk assessments/ rapid protection assessments, conduct referrals (including establishing referral pathways), following up of cases, identification of protection cases, weekly work planning, ensuring awareness on CFM, collection of complaints, documenting of the complaints in adherence to WFP and CAREsystems, feedback to communities and train on CFM, protection principles to CNMs, food committees

Key Roles / Responsibilities

  • To assist the Protection Officer in working with programme staffs and beneficiaries to develop structure and methods for managing the complaints and feedback in the field as well as maintaining the integrity of information received.
  • This role will also involve management of CRM database by ensuring proper documentation and aggregation of CRM data including complaints received, investigated and responded to as well as providing detailed summaries of complaints issues to feedback to the program team during monthly and quarterly meetings/reports.
  • The post holder with support from the Protection Officer will ensure the collection of quality complain and feedback across the response.
  • The post holder will interface and support programme team members, support programme coordination and policy engagement.
  • The role requires strong facilitation and organizational skills along with the ability to analyze and communicate complex CRM system.
  • Assist in programme updates for the response management and internal information sharing
  • Assist Protection officer with data collection processes if needed
  • Conduct field monitoring visits (including the use of the Quality benchmark/monitoring checklist) and facilitating focus group discussions
  • Assist with implementation of programme evaluations (data collection)

Technical Expertise, Skills and Knowledge

  • B.Sc / HND / ND in Management, Social Research, and Development Studies or a related field or comparable addition to experience.

  • Minimum of 1 year proven experience in accountability especially feedback mechanisms concepts and international humanitarian quality standards.

  • The Nutrition Assistants will based at one of the LGAs performing on-going monitoring and support supervision, provide guidance to LGA partners on nutrition activities, assist nutrition officers in program planning and staff capacity building.

Job Title: Warehouse Assistant

Job Summary

  • The Warehouse Assistant is responsible for the safe, accurate, orderly and secure storage of warehoused items in his/her provincial area.
  • This includes ensuring that all necessary records are in place and up-to-date; that the warehouse is clean, well-maintained and secure; that goods are received and dispatched in a timely and professional manner; and that relevant online – People Soft system is kept up-to-date with correct information.
  • This role is therefore responsible for inventory, physical distribution, maintenance and record-keeping.
  • Should s/he work in an area in which medical programming takes place, s/he will also be required to ensure that pharmaceuticals are correctly stored in line with mandatory standard operating procedures.

Key Areas of Accountability
Maintaining a clean and well-organized warehouse:

  • Ensure that the warehouse is clean, secure (with security features) and well-organized.
  • Store supplies on the basis of FEFO (first expiry first out) and FIFO (First in First Out).
  • Ensure materials are stored and arranged in an orderly manner in terms of grant, item category and similarity, ease of accessibility, and frequency of item’s movement with the objective of optimum utilization of storage space.
  • If necessary, lead on the coordination with Admin to ensure pest control in the warehouse.
  • Ensure that the warehouse is locked and has resources in place to prevent theft, flooding and/or fire.
  • Ensure that storage space is utilized to the best way possible that guarantees ventilation and workspace movement.

Receiving and Dispatching Goods:

  • Ensuring the quantity and quality of materials during delivery through detailed visual inspection and quality check with the raised PO’s and asking confirmation for quality of inbound materials from the requested department.
  • Ensure that procedures are strictly followed and that all necessary forms are used, filled and filed correctly during receipt, storage and dispatch of the supplies.
  • Update bin card and stock cards when goods are received or dispatched.
  • Ensure the GRN and SRF are recorded correctly and filed when goods are released.
  • Manage responsibility for the unloading of inbound and outbound freight.
  • Manage responsibility for the supervision of loading of shipments - food commodities and other supplies.
  • Organize and manage casual workers and labourers, ensure they comply with CARE Warehouse & Storage Management Policy.
  • Conduct stock checks and stock reconciliations on a regular basis.
  • Process and complete shipment documentation.

Reporting:

  • Verify and submit accurate and high-quality stock reports on daily/weekly/monthly/quarterly basis.
  • Ensure that the People Soft system is up to date with correct information for all inventory and warehouse data.
  • Organizes and conducts monthly and annual inventory and ensure submission of timely stock inventory report.
  • Provide support for CARE internal Stock Audit and periodic Partner inventory audit.
  • Ensure that all program reporting requirement are fulfilled in timely fashion.

Qualifications

  • Knowledge of supply chain, logistics and warehousing management is a requirement.
  • NGO experience in humanitarian context preferred.

Languages Required:

The Nutrition Officer will mainstream nutritional activities with regards to Infant and Young Child Feeding practices and other nutrition programs.

Key Responsibilities

  • S / he will be required to conduct sensitization and MUAC (middle upper arm circumference) screening of Pregnant and lactating women (PLW) and children under 5 years.
  • The nutrition assistant will screen, tally, register and coordinate the screening of children to verify their age at the distribution point; the nutrition screener / register additionally is required to train the Nutrition volunteers.
  • S / he will be tasked to report to the Project Manageron BSFP distribution update.
  • The Nutrition Officer will collaborate with other INGOs on nutrition activities and to refer children identified with SAM and provide technical support to the nutrition assistant.
  • S / he will be required to mainstream the nutritional activities in line with CARE / standards in his or her LGA with regards to Infant and Young Child feeding (IYCF) programs.
  • H / She will also provide guidance to LGA partners (IYCF Groups) on policy and methodologies to enhance service delivery at the Host community and camp level.
  • The H / She is required to possess significant experience in inter-agency coordination in the management of complex field-based operations and emergencies, good knowledge of program management and solid experience in technical field of BSFP.
  • H / She is expected to have competencies of a skillful leader in guiding and supporting staff, addressing various operational challenges, along with increasing security concerns. Given the stressful nature of Bornosecurity situation, which remains fluid and unpredictable and its high interpersonal and communication skills demands, the nutrition Supervisor will need to be able to fit easily into a complex and highly operative team of various cultural backgrounds.

Job Summary

  • The Monitoring and Evaluation (M&E) Assistant is responsible for monitoring operations of the relief projects’ M&E system to support programme management and accountability functions. He/she contributes toward the relevance, effectiveness and efficiency of the Design, Monitoring, & Evaluation (DME) unit as well as the overall CARE vision programming.

Key Responsibilities

  • Develop monitoring and impact indicator for the project success.
  • Monitor and evaluate overall progress on achievement of results
  • Supervise all M&E casual workers (Enumerators and Data Entry clerks).
  • Conduct training for casual workers on data collection methodologies
  • Provide supervision for quantitative data collection activities.

Educational Qualification
Education / Training:

Required:

  • BSc or HND in related Development Studies, Social Sciences etc, with at least 1 year working experience in similar role.

 Job Summary

  • The Protection Officer will ensure that protection and gender mainstreaming are integrated into all aspect of programming.

  • The Protection Officer will be responsible for identifying training needs of protection assistants in all locations, ensuring that protection mainstreaming is used effectively in all programming.

  • The Protection Officer will work with diverse communities including but not limited to persons with specific needs, IDPs, returnees, and persons with specialized protection concerns.

Duties and Responsibilities

  • Provide guidance and technical support to the implementing project team, in all phases of the project cycle.
  • Develop monthly activity implementation plan with the project team.

Job Summary

  • The role of the Safety and Security Assistant (SSA) is focused on the continuous implementation of safety and Security strategies and protocols in order to ensure a high level of safety and wellbeing for all CARE International staff based in field location.
  • The SSA will maintain a high level of contextual awareness of his/her operating area and strong coordination with Program and Program support teams at the field level.
  • He/ She will promote a strong Safety and Security culture at their field office(s) through continuous trainings and collaborative security assessments with all field based staff.
  • The SSA will serve as the Safety and Security unit representative at field level and also serve, when required as the Safety unit representative on the Field Crisis Management Team.
  • The SSA will report directly to the Safety and Security Officer of his/her state, and will be an integral part of the Safety and Security Unit.

Key Responsibilities and Tasks

  • Continuously monitoring the environment in the operational areas for which he/she is responsible. As required, and at a minimum of once per quarter, support Safety and Security Manager on updating the Safety and Security strategies for CARE International.
  • Based on current context make recommendations to the Safety and Security Officer/Safety and Security Manager for updates to Field Level Standard Operating Procedures and Safety Risk Management Plans.
  • Ensure that the Field Level Security Plans and associated documents are kept up to date and reviewed regularly
  • Ensure the safety readiness of all CARE staff at Field level through regular integration of safety and Security management priorities and objectives into Field Office planning
  • Brief, manage and liaise on daily basis with the contracted guarding services to ensure the guard force is aware of CARE standards and can effectively provide for the safety of CARE compound/staff and assets
  • Liaise with government, Army, Police, SSS, Local Heads and other key external stakeholders at field level to ensure that CARE staff can maintain regular and safe access to program areas
  • Prepare Hibernation, Relocation and Evacuation plan for the area of responsibility with the support of Safety and Security Officer and Safety and Security Manager.
  • Prepare field office Emergency procedures with the support of Safety and Security Officer and Safety and Security Manager.
  • Maintaining physical safety standards as established by the Safety and Security Unit for CARE office and guesthouse at Field level
  • Ensuring that all CARE Field based staff are aware of established Safety and Security strategies and have the means to follow established protocols on a continuous basis
  • Ensuring that the contracted guard force maintains a high standard of guarding for CARE office / Guest House, and when required take corrective action in coordination with the Guard force management
  • Ensuring that required relationships with local police and other security agencies are maintained in order to assist (when required) with ensuring the safety of CARE staff, facilities and assets
  • In coordination with the Safety and Security Manager, support training plans for all CARE Field level staff focused on safety awareness and skill sets
  • During any critical incident or crises serve as the Safety and Security unit representation on the Field Level Crisis Management Team (F-CMT)
  • Ensure that all Field Level Crisis management plans are kept up to date and reviewed regularly
  • Perform other duties as assigned

Minimum Qualifications and Experience

  • Minimum of First degree in a field related to Humanitarian Work or Risk Management

Required Skills and Experience:

  • A Minimum of 3 years of demonstrative experience in INGO/NGO or UN field (operations) with at least 2 years of field safety management experience included
  • Competent and literate in English, verbal and written, with a sound knowledge of technical expressions
  • Competent and literate in local language of Borno and Yobe, verbal and written, with a sound knowledge of technical expressions
  • Sound judgment and the ability to work effectively with others at all levels
  • Strong assessment, evaluation, analysis and strategic planning skills
  • IT literate, MS – Word, Excel and PowerPoint
  • Experience in developing safety related technical tools guidelines and systems
  • Interpersonal communication and proven written / presentation skills
  • Demonstrated ability to manage under stressful conditions
  • Demonstrated knowledge of the historical and socio-political context of Nigeria
  • Strong knowledge on Do No Harm and commitment to humanitarian principles.
