Job Title: Administrative Assistant

Location: Austria

Job Profile

  • The Administrative Assistant is responsible for providing secretarial/clerical services to the Director and performs administrative duties relevant to the Director responsibilities, within overall policies or instructions.

Duties and Responsibilities
Correspondence:

  • Receives, logs, reviews and distributes all incoming mail.
  • Provides background information and files concerning correspondence and ensures that urgent/ important items are drawn to the supervisor's attention.
  • Drafts correspondence in one or more languages, upon own initiative or on-the-job instructions received.
  • Checks outgoing mail for accuracy, conformity with overall policies or instructions, and use of the correct communication channels.

Document preparation:

  • Prepares routine letters, memoranda, reports and similar documents following detailed instruction.

Business meetings/ events arrangement:

  • Arranges meetings, notifies participants of place, date, time, and subject.
  • Takes minutes of the meeting and prepares draft records for the Director approval.
  • Makes arrangements for duty travel, prepares travel authorizations, ensures that visas, vaccination certificates, etc., are in order and completes the required forms.

Coordination:

  • Liaises, on behalf of the Director, with officers inside and outside the Department/ Unit, to give or obtain information.
  • Assists the Director with the coordination of submissions in relation to budget, reports, documents, presentations and work programs.
  • Ensures that the Director has all the relevant files needed for the Ministerial Council, Governing Board Meetings and Sub-Committees, as well as other high-level meetings, when necessary.

Qualifications and Experience

  • Bachelor's Degree in relevant field.
  • A minimum of 5 years of relevant professional experience.
  • Preferably at least three years in an international development institution.

Competencies:

  • Extensive knowledge in the usage of office technologies, such as Microsoft Office applications (Word, Excel, PowerPoint, etc.), intra/internet as well as on-line database management.
  • Excellent verbal and written communication skills.

Job Title: Legal Counsel

Location: Austria

Job Profile

  • The incumbent will be responsible for providing expert legal advice and services to private sector and trade finance operations (PSTFOD) including but not limited to project finance, and will be assigned tasks of medium complexity involving multi-disciplinary teams.
  • The incumbent will also conduct a variety of research and analytical work, contribute to solving legal problems, and provide technical input into complex matters.

Duties and Responsibilities

  • Contributes to the development of procedures for an area of the organization, and monitors their implementation from a legal perspective.
  • Support the Director, GCLSD-PSTFOD in implementing the annual work program relating to PSTFOD operations and ensuring the achievement of its long-term goals, strategic targets and annual objectives
  • Draft, review, amend and negotiate the substance of agreements in one or more of the following areas: (1) private sector and trade finance operations, including but not limited to syndicated lending, bilateral loan agreements and private equity investments; and (2) manage the legal aspects of co-financing arranged by OPEC Fund Syndication team with other multilateral and bilateral financial institutions; and (3) assist in the negotiation of the agreement for the encouragement and protection of investments.
  • Manage all legal aspects of a portfolio of assigned loan transactions until maturity, including managing the legal aspects of waivers and amendments.
  • Provide legal advice on PSTFOD sovereign and non-sovereign operations with respect to appraisals, approval process, documentation, signature and effectiveness of operations.
  • Advise on the execution and legal validity of agreements and arrangements, and review external legal opinions or memoranda.  
  • Provide legal services and advice to OPEC Fund’s stakeholders on the development and implementation of new lending products, including participating in the design of such products and legal matters related to loan operations.
  • Participate in the missions, committees, task forces or working groups of OPEC Fund as directed by the Director, GCLSD-PSTFOD or the General Counsel, or as appointed by the Director-General.
  • Identify issues of importance on legal matters in any aspect related to OPEC Fund’s operations and conduct research, analyses and studies on a wide range of legal issues, including interpretation of legal instruments, and bring them to the attention of the Director, GCLSD-PSTFOD, together with recommendations thereon.
  • Participates in the exchange of ideas and knowledge sharing to facilitate the broadening of the skills of the GCLSD team.
  • Monitor and signal deviations in the application of frameworks, contracts, policies and processes related to the legal/compliance/risks of PSTFOD operations and, if necessary, take corrective measures under the guidance of Director, GCLSD-PSTFOD.
  • As assigned by the Director, GCLSD-PSTFOD or the General Counsel, represent OPEC Fund in any external legal proceedings and liaise with external counsels.
  • Work with external stakeholders (the senior representatives of co-lenders/ investment funds, partners and external counsel as required, and authorized officials of partner countries/institutions) and internal stakeholders (e.g. all OPEC Fund departments/units on the subject of legal services and advice on an ongoing basis).
  • Contribute to the development and maintenance of the knowledge assets of the department and the document management systems and related materials.
  • Carry out other tasks assigned by the Director, GCLSD-PSTFOD that are related to the job functions.

Qualifications and Experience

  • Master's Degree in Law and Admission to the Bar or equivalent
  • A minimum of five years relevant professional experience
  • In addition, preferably 2-3 years at an international development finance institution/ international law firm
  • Fluent in English and French. Good working knowledge of Arabic, German or Spanish is an added advantage.

Competencies:

  • Demonstrated ability to apply legal principles, concepts and policy to a range of legal work and issues, mainly in the area of project finance and trade finance necessary to perform the duties and responsibilities required by the position;

Job Title: Protocol Officer

Location: Austria

Job Profile

  • The Protocol Officer is tasked with the organization and provision of logistical support to the OPEC Fund’s high-level meetings and to visitors to the Fund by following established procedures in order to assist in maintaining relations between the OPEC Fund and its Member Countries.

Duties and Responsibilities
Stakeholder management and engagement support:

  • Responsible for providing assistance in coordinating relations between the OPEC Fund and Member States, and for providing substantive technical and logistical support to the Ministerial Council and Governing Board meetings as well as other high-level OPEC Fund meetings and visitors.

Meeting coordination assistance:

  • Provides assistance in coordinating the organization of ceremonies for the signature of loan/grant agreements, in cooperation with other concerned departments.
  • Assists in the coordination of reception of visitors to the Fund.

Administrative and logistical support:

  • Coordinates the administrative and logistical support for the Fund’s high-level meetings, including arrangements for the transportation of VIPs from and to the airport.
  • Participates in all public relations and protocol activities, including receptions and social events, as well as accommodation and travel arrangements for the Director-General, official visitors and participants in the Ministerial Council and Governing Board meetings.
  • Carries out other tasks assigned by the supervisor, which are related to the job function.

Documentation:

  • Maintains the lists of ministers and high officials of the host country, ambassadors posted in the host country, members of the Ministerial Council, members and alternate members of the Governing Board, ministers and high officials of the OPEC Fund’s partner countries

Qualifications and Experience

  • University Degree in Sociology / Psychology / Social Sciences / other relevant disciplines Public Relation and / or Business Administration
  • Minimum of 5 years relevant professional experience, with preferably 2-3 years in an international institution.
  • Experience to communicate with VIPs, preferably in English and Arabic
  • Excellent written and verbal communication skills in English. A good working knowledge of Arabic, French, German, or Spanish is an added advantage.

Job Title: Accountant

Location: Austria

Job Profile

  • The Accountant is responsible for the maintenance of the OPEC Fund’s chart of accounts and their balances, assisting with quarterly accounting closing and preparation of accurate and timely financial statements in conformity with International Financial Reporting Standards (IFRS) accounting principles.

Duties and Responsibilities

  • Conducts reconciliation, ensuring uniformity and consistency in recording and reporting transactions.
  • Performs regular accounting closing and financial reporting activities.
  • Act as subject matter expert for IFRS 9 practical application and work closely with internal stakeholders on provisioning related queries.
  • Participate in the implementation of enhancement to existing and/or new IT financial systems.
  • Participate in the review and regular update of accounting policies in line with IFRS.
  • Monitors financial transactions ensuring compliance with internal regulations and controls.
  • Supports the internal and external audit processes.
  • Identifies and communicates process improvement opportunities in areas of accounting.

Job Title: Senior Credit Risk Officer - Debt Recovery

Location: Austria

Job Profile

  • The Senior Credit Officer - Debt Recovery manages non-sovereign non-performing loans that have been transferred to the Risk Management Department from the Private Sector Department, develops and executes remedial actions, workout strategies and restructuring with input from General Counsel & Legal Services Department, all in accordance with the institutional risk framework in order to protect OPEC Fund’s assets and maximize recovery.

Duties and Responsibilities
Risk management and analysis
Debt Recovery:

  • Review loan non-performance issues, recommend remedial actions, formulate and analyze various workout options, including financial projections and net present value analysis to maximize recovery value.
  • Prepare the workout strategy for review and approval by the Risk Management Committee (RMC).
  • Implement the approved workout strategy, including negotiations with borrowers and other interested parties, and execute restructuring or liquidation actions.
  • Monitor all nonperforming loans under management in line with established guidelines.
  • Prepare and submit monthly non-performing loan reports and recommendations on loss provisions to the RMC for approval.
  • Enhance, implement and maintain risk management policies, procedures and guidelines related to identification, measurement, risk mitigation and reporting of nonperforming loans and provisioning.

Credit Appraisal and Monitoring:

  • Ensure OPEC Fund credit policies, procedures and guidelines are applied to new transactions and existing portfolio. Implement OPEC Fund’s risk appetite set by senior management, contributing to OPEC Fund’s financial sustainability and development objectives.
  • Assess the risks of new and existing private sector debt, guarantee and equity transactions in line with the credit approval and monitoring process.
  • Provide recommendations to project teams on risk issues, key due diligence items, deal structuring and appropriate risk mitigation measures, determine accurate risk ratings for public and private sector obligors in accordance with internal rating methodologies, pricing / valuation and risk-return analysis, key terms and conditions and financial covenants, during both the transaction approval stage and post-disbursement for waivers / consents and monitoring reviews.
  • Prepare objective, well-reasoned and independent risk assessments and credit notes for new transactions at concept and final review stage and waiver approvals, ensuring full disclosure and understanding of risks during the approval and monitoring process.
  • Review and provide independent credit opinions on annual monitoring reports of existing transactions, assess and determine updated risk ratings.
  • Provide credit decisions on waivers, amendments and consent requests for key transaction terms and conditions, covenants, and any other transaction undertakings.
  • Ensure portfolio quality is maintained with timely identification of credit risks, project challenges and portfolio trends. Maintain accurate credit and facility ratings to reflect risks, and updated credit watchlists. Assist in portfolio monitoring and monitoring compliance of exposure limits, diversification/concentration limits, portfolio weighted risk ratings and risk-adjusted return on capital (RAROC).

Reporting:

  • Prepare and submit the monthly Nonperforming Loan Report to the RMC.
  • Maintain updated Credit Watch lists and submit to RMC quarterly.
  • Contribute to the quarterly risk management report, develop risk policies, and administer Credit Committee meetings.
  • Prepare and submit Credit Notes for new transactions to the Credit Committee.
  • Prepare credit decisions / credit commentary on Waivers, Amendments and Consents and Annual Monitoring Reports.
  • Carry out other tasks assigned by the Director, Credit Risk.

Qualifications and Experience

  • Master's Degree in Accounting / Finance / Business / Economics or equivalent professional qualification.
  • A minimum of 15 years of credit risk and/or banking experience, with a demonstrated track record, substantial knowledge and expertise in all aspects of credit risk management, experience in debt recovery and knowledge of project finance and financial institutions.
  • Preferably, 10-12 years of experience with global or regional banks, fund managers, or multilateral/ bilateral development financial institutions.
  • Fluent in English. Good working knowledge of French and/or Spanish is a plus.

Competencies:

  • Extensive knowledge in credit risk management areas, including assessment of individual loans, guarantees, and equity investments in the context of credit approval and monitoring process, monitoring of portfolio risks, and management of impaired transactions.
  • Established analytical skills in the credit risks and high initiative and deep sensitivity in strategic views.

Job Title: Communications Director

  • The Communications Director leads the development, implementation, and execution of organization-wide communications strategy that contributes to awareness and engagement of employees and management, with the objective to strengthen its brand, manage reputational risks, engage key stakeholders and leverage relationships to promote the OPEC Fund’s interests, all in accordance with the institutional strategy and framework, to deliver progress on the organization's strategic objectives.

  • Advances OPEC Fund’s strategic goals by ensuring the production of high-impact campaigns.
  • Develops a proactive engagement plan with media outlets, especially those from OPEC Fund’s partner and member countries.
  • Maintains a crisis and reputational risk management mechanism for the organization in close coordination with Risk Management.

Job Title: Head of Editorial and Print

Job Profile

  • The Head of Editorial & Print strategically manages the editorial function at the OPEC Fund to optimize the organization’s editorial direction, benchmarking against peer organizations, measuring impact and contributing to the department’s day-to-day content generation, all in accordance with the institutional strategy and framework, in order to achieve the OPEC Fund’s strategic goals.

Duties and Responsibilities

  • Works closely with the Communications Director and Head of Outreach & Multimedia to drive all strategic content decisions and analyze performance.

Job Title: Senior Country Manager

Location: Austria

Job Profile

  • The Senior Country Manager coordinates the identification, development, appraisal, approval and implementation of Public Sector projects.
  • The position supports the development of policies and strategies in the portfolio-countries, as well as the achievements of the regional and departmental objectives and targets.
  • The Senior Country Manager is responsible for identifying and recommending options and solutions for the optimum deployment of financing resources in the portfolio-countries, including the development, implementation and monitoring of country operational strategies and business plans.
  • The incumbent reports to the Regional Director, and leads and oversees relations with the portfolio countries and other relevant partners.

Duties and Responsibilities

  • Provides strategic input and comments on the region’s goals, development strategies and key result areas, in support of the strategic framework and the institutional policies.
  • Coordinates, plans and oversees the implementation of the annual work plan for the portfolio, ensuring alignment with the regional and departmental objectives, targets and KPIs.
  • Drafts, reviews and provides comments on policy, strategy and other thematic papers related to public sector development and operations issues.
  • Leads and develops short and medium term objectives for the portfolio countries, supporting the achievement of the region’s targets
  • Coordinates the team (Economic, ESG, and legal specialists) for planning and programming purposes, particularly with respect to the preparation of country operation strategies, country business plans, safeguarding a healthy 3 year project pipeline in the portfolio countries, to support the achievement of the regional business plan.
  • Leads the identification of a pipeline of projects and identifies opportunities through partner outreach and project screening.
  • Leads and manages project appraisal, including technical, economic, and ESG analysis, as well as project administration design.  
  • Coordinates the internal approval process including project identification, preparation, concept and terms clearance, due diligence and appraisal, including interface with technical and loan committee, as well as management and the Governing Board.
  • Ensures that legal documentation is successfully concluded (loan signed and declared effective) in a timely manner through negotiations with Government and partners with the support of the legal counsel.
  • Oversees progress of project implementation, ensuring compliance with covenants, achievement of contract awards, and planned disbursements in order to achieve the envisaged project outcomes.
  • Leads the implementation of projects, through providing guidance to project management teams and executing agencies to facilitate implementation, resolve implementation problems, as well as incorporating lessons learnt into the project implementation framework.
  • Conducts regular assessments for portfolio countries, to develop practical and innovative solutions, especially for fragile and conflict countries, as well as those in arrears; and aligns the developed strategies in coordination with partners and other donors.
  • Coordinates the procurement and disbursement processes for the project, insuring achievement of contract award, as well as successful disbursement.
  • Provides guidance and support to the team responsible for disbursements and loan servicing (repayments), coordinating with Loan Management and Risk Management
  • Prepares and implements individual annual work program and budget (AWPB) for the assigned countries, including proposed missions and trainings.
  • Contributes to institution building, and maintains and shares knowledge through active participation in task force groups and other meetings.
  • Contributes to activities for advocacy, dissemination, and knowledge building relating to the strategic framework and the organization’s policies.
  • Supervises and validates information entry into the Management Information System (MIS/ SAP/ EDMS), and makes recommendations for improving its functionality.
  • Provides guidance, mentors and coaches newly appointed country managers, analysts, young professionals, and interns.
  • Performs ad hoc tasks assigned by the Regional Director/ Assistant Director General PSOD.
  • Leads active relationships, and creates new partnerships with governments, executing agencies, partner institutions with the aim of expanding strategic partnerships in the portfolio countries.
  • Maintains and fosters relationships with governments’ authorities, and DFIs to maximize potential for co-financing and catalyzing resources from partners.

Qualifications and Experience

  • Master's Degree in Economics / Finance and Banking / Business Administration/ Engineering or other relevant fields.
  • A minimum of eight years relevant professional experience.
  • In addition, preferably 3-5 years in an international development institution.
  • Excellent oral and written communications skills in English. Good working knowledge of Arabic, French or Spanish is an added advantage.

Competencies:
