Job Description

  • The Environmental Scientist shall provide support services to satisfy the overall operational objectives of NAVFAC Marianas.

Duties And Responsibilities

  • Assist Navy through coordination with EPA personnel with matters affecting environmental resource protection including the land, air, water and other regulated environmental resources within the Marianas Islands.
  • Provide support that may include environmental inspections, design reviews, plan reviews, permit application review, process checklists, regulatory meeting coordination, preparation of technical documents and studies, and review of draft environmental evaluations and studies.
  • Assist in the coordination of permit and plan reviews between regulators, project teams and other government stakeholders with the ultimate goal of expediting regulatory reviews and process and reducing rework. This includes populating review checklists and quality assurance of government submittals.
  • Perform expediter work as mutually agreed upon between the Joint Region Marianas and the EPA to directly benefit DoD priorities.
  • Provide support for the preparation and review of sections of specifications, basis of design and construction plans that involve regulated environmental matters.
  • Perform environmental compliance assessments, inspections and/or audits of construction activities.
  • Review Environmental Protection Plans, Waste Management Plans, SPCC Plans and other similar work products for the benefit of DoD projects.
  • Review project designs and specifications to identify issues affecting pollution reduction or prevention.
  • Recommend possible compliance measures that the Navy or other applicable entity may elect to implement to mitigate adverse effects.
  • Assist in the establishment and management of DOD regulatory submittal quality assurance programs within the Marianas Islands.
  • Assist with administrative tasks to include tracking, monitoring, data management and records retention of documents and studies, filing and organization, and routine program updates to the chain of command.
  • Develop or update agreements between Joint Region Marianas and Territorial or Commonwealth regulatory jurisdictions within the Marianas islands that streamline regulatory processes.
  • Provide oversight and coordinate between the Environmental and Design and Construction Business Lines during project planning and design relative to related environmental requirements that affect regulatory permitting (e.g. NEPA, Cultural Resources, Natural Resources, Compliance, etc.), mitigation cost and schedule.
  • Review and identify technical problems and situations to assist government personnel in responding to and resolving requirement comments, questions and discrepancies.
  • Utilize web-based EPA tracking and monitoring systems to identify bottlenecks or issues during design review or permit issuance.
  • Apply innovative technical principles, practices and theories to the resolution of technical issues.
  • Perform field investigations, including the review of as-builts, to determine existing conditions, document findings, and provide a report to include written summary of the observations, data collected and photographs pertaining to any environmental compliance matter.
  • In coordination with Business Lines, facilitate development of responses to technical questions and other requested actions (e.g. data calls) using experience and knowledge of environmental requirements while considering facility planning, design and execution.
  • Develop drafts of informational and decision briefs and point papers for Government Approval.
  • Provide logistics support for environmental meetings to include reservation of meeting rooms, meeting materials, and equipment.
  • Coordinate with team members to execute project scope, schedules, and budgets in conformance with the project and customer requirements related to environmental compliance.
  • Facilitate the minimization of project delays by providing technical reviews and recommendations when requested (for RFIs, changed conditions, contractor proposal reviews, etc.). Provide field support for the Government Designer of Record when requested.
  • Research environmental compliance related codes, guidance, policies, procedures, processes, criteria and Federal and local laws and regulations and provide sound technical recommendations in writing.

Qualifications

  • Candidates should possess a minmum of a Degree with at least 3 years experience
  • Excellent communication and interpersonal skills, with the ability to build and maintain relationships at all levels.

Salary
USD 1,800 - USD 2,500 / Month.
