The Position

  • The Gender / Gender Based Violence (GBV) Analyst position is located at the Country Offices (CO) in Abuja. The Gender/Gender Based Violence (GBV) Analyst is under the general supervision of the Deputy Representative and direct supervision of the Gender / GBV Specialist who he/she reports to directly.
  • The Gender/GBV analyst provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and development frameworks in UNFPA field office. The Gender/GBV Analyst will support the Gender/GBV Specialist in all Gender/GBV unit activities in the field office.
  • He/she will be guided to facilitate the delivery of UNFPA’s programs and ensures the appropriate application of the tools available guidelines and procedure for Gender/GBV equity and equality.

Job Purpose

  • The Gender/GBV Analyst provides supports to programmatic and technical coordination to ensure strong partnership and collaboration with the UN as well as with national/international counterparts in a comprehensive multi-sectoral survivor-centered prevention and response Gender/GBV programming.
  • This response includes a close cooperation with health, psychosocial, protection and legal sectors to ensure that survivor’s needs are met. UNFPA is the lead on the GBV Sub-Cluster which the incumbent will assist in coordination at the national level.

Duties
The Gender/GBV Analyst will undertake the following duties:

Partnership and Coordination:

  • Strategic high-level advocacy and interaction with Government and Non-Governmental organizations, to promote UNFPA mandate and visibilities at all levels.
  • Support to Coordinate Technical Assistance with the framework of agreed work plans for successful implementation of the gender equality component of the Country Programme.
  • Support and guide implementing partners in the identification, analysis and integration of gender equality objectives and into strategic development framework.
  • Works in close collaboration with the Ministry of Women Affairs and the Protection Sector Working group the UN Programme Management team, Humanitarian technical groups, the Spotlight technical working group and the stakeholders to strengthen and facilitate interagency, multi-sectoral GBV prevention and response interventions at national and sub-national levels. 
  • The Gender/GBV Analyst will provide support to the Gender/GBV Specialist and the GBV Sub-Cluster Co-Coordinator on behalf of UNFPA at the national level and provides overall guidance and support on emerging tools and guidelines of the GBV AOR builds capacity of GBV sub cluster member to understand, apply and utilize the tools.
  • Participate and represent UNFPA in development and humanitarian emergency coordination platforms as assigned by the management of UNFPA.
  • Provide technical support in developing and implementing a multi-sectorial and coordinated GBV prevention and response programs include referral and reporting mechanism, information sharing, coordination, and monitoring/evaluation.  

Technical Support and programming:

  • Help create and document knowledge about current and emerging gender issues for People living with Disabilities (PWDs), by analyzing programs, projects, strategies, approaches and ongoing experiences for lessons learned, best practices, and share with the Field Office team for use in knowledge sharing and planning future strategies for the vulnerable community. 
  • Provide technical support and guidance to capacity enhancement for gender analysis and mainstreaming in government programs and other counterparts including by mainstreaming needs of People with Disabilities (PWDs).
  • In collaboration with Government counterparts, NGOs and other partners contributes substantively to integrate gender dimensions in UNFPA programming, monitoring and evaluation and ensures gender equality and equity including addressing population issues with People with Disabilities in consideration.
  • Manage Implementing Partners (IPs) activities both in the humanitarian and development units, provide technical support for grant beneficiaries, coordination of GBVSWG and GBV TWG meeting.
  • Collaborate with other stakeholders and partners, in Government institutions, the donor community and the civil society, to ensure mainstreaming of culture, gender, and human rights in all population and development programs and policies.
  • Coordinate and supports the coherent and effective implementation of the Gender/GBV components of the Humanitarian and Development response.
  • Support result-based management planning, monitoring and reporting to ensure need-based programming.
  • Support the country office humanitarian and development response programmes including Spotlight Initiative and build knowledge and programming practices in relation to GBV programming through information sharing and facilitation of external and internal training aimed at multi-sectorial prevention and response.
  • Provide technical support to the development of legislative, policy and advocacy documents to address GBV concerns in the context of broader gender (inequality) issues.
  • Support to coordinate and facilitate capacity building workshops and other capacity building activities to counterparts.
  • Support advocacy and resource mobilization efforts by preparing relevant documents, i.e., project summaries, conference papers, donor profile and participating in donor meetings and public information events.
  • Support to facilitate effective delivery of evidenced based advocacy messages to promote UNFPA’s programme goals taking into account political and social sensitivities.
  • Support to mobilize Government counterpart obligations and explore opportunities for additional resources in support of Gender/GBV initiatives in the states under the zonal office.
  • Assist in writing proposals and engaging in resource mobilization efforts to support joint programming and UN delivering as One initiative.
  • Support to undertake follow up actions on Programme implementation intervention and prepare reports. Draft changes in the programme work plan as required.
  • Perform any other duties as may be assigned by UNFPA Representatives, Deputy Representative or Gender/GBV Specialist.

Monitoring, Evaluation and Reporting:

  • Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanism and systems; identifies constrains and resources deficiencies and recommend corrective action
  • Undertake regular monitoring missions and meetings with relevant actors including project partner in assessing the GBV trends, patterns and advises on the prevention and response strategies.
  • Document lessons learned and participate in dissemination to relevant partners.
  • Supervises preparation by implementing partners of annual and other periodic work plans and monitoring and evaluate progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and document and applies lesson learnt to close the gaps.
  • Monitor projects expenditures and disbursement to ensure delivery is in line with approved project budget and to realize targeted delivery levels, and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities.
  • Perform other duties as required.

Education

  • Master’s Degree in Social Sciences or its equivalent in Sociology, Special Education, Sociology, Adult Education, Public Health and Community Development Studies
  • First degree, with a minimum of three years of relevant experience

Knowledge and Experience:

  • Professional working experience of a minimum of 3 years preferably in programme/project management in the public or private sector related to Gender/GBV issues.
  • Ability to work under pressure and excellent and human relation skills.
  • Proficiency in current office software applications is mandatory.
  • Experience in working with Government institutions and donor organizations.
  • Familiar with issues on population, reproductive health, gender, GBV and youth.

Languages:

  • Fluency (written and verbal communication skills) in English is required.
  • Working knowledge of other major local languages is desirable.
