Job Title: Finance and Administrative Manager
Location: Nigeria
Position Description
- IBTCI is currently seeking a Finance and Administrative Manager
to support the implementation of a 48 month contract to provide
Monitoring, Evaluation and Learning services to USAID/Nigeria.
- This Contract will provide continuous, on- the-ground, on-demand
and systematic support to USAID and its partners on performance
monitoring, data verification, impact and performance evaluations,
organizational learning, capacity building and knowledge management.
- This contract will create the conditions to enable USAID/Nigeria
to become a more adaptive, modern and effective development
organization, by creating a learning and adaptation strategy, and
ensuring continued alignment among all Mission activities within the
objectives outlined in the CDCS.
- This contract will result in strengthened Monitoring and
Evaluation (M&E) systems at USAID/Nigeria and enhanced M&E
capacity of local entities to improve accountability and the increased
use of empirical evidence for programming, learning and adapting.
- This position is contingent upon award.
Responsibilities
The responsibilities of the Finance and Administrative Manager include, but are not limited to, the following:
- Develop a USAID- compliant Financial Management and Reporting system
- Will produce financial and budget reports, develop procedures and guidelines for all activities
- Monitor project budgets
- Maintain accurate financial records on project activities
- Monitor transactions to ensure compliance with USAID-regulations
- Prepare and submit monthly invoices and other financial reports as required
- Oversee USAID-required audits
Qualifications
Education:
- A minimum of a Bachelor's degree in Accounting, Auditing and
Finance, Business Administration options or equivalent and an
ACA/ACCA/CPA or other recognized professional accounting qualification.
Desired Experience:
- Progressively responsible experience as a senior finance manager
with a reputable NGO, development contractor or donor agency is
desirable
- Thorough knowledge and understanding of professional accounting
principles, theories, practices, and terminology (private sector,
governmental, and nonprofit) and an ability to understand accounting
practices and procedures; to analyze data, narrative reports, and
workload flow charts, etc.
- Ability to communicate effectively, both verbally and in writing with accounting and non-accounting individuals
- Proficiency in Microsoft programs i.e. Excel, Word, PowerPoint,
etc., and the ability to use various commercially available accounting
software programs
- Experience in managing and administering sub-awards and audits.
- Experience with funds control and monitoring of fraud and abuse.
Job Title: Chief of Party
Location: Nigeria
Position Description
- IBTCI is currently seeking a Chief of Party to lead the
implementation of a 48 month contract to provide Monitoring, Evaluation
and Learning services to USAID/Nigeria.
- This Contract will provide continuous, on- the-ground, on-demand
and systematic support to USAID and its partners on performance
monitoring, data verification, impact and performance evaluations,
organizational learning, capacity building and knowledge management.
- This contract will create the conditions to enable USAID/Nigeria
to become a more adaptive, modern and effective development
organization, by creating a learning and adaptation strategy, and
ensuring continued alignment among all Mission activities within the

Responsibilities
- The Chief of Party will be responsible for leading and managing the overall Monitoring, Evaluation and Learning program.
- The Chief of Party will work closely with USAID/Nigeria's
leadership team, the Program Office and with technical office team
leads, and other Chief of Parties managing USAID projects.
- Additionally, s/he will work with national level stakeholders
from the GON to develop important professional relations with some of
Nigeria's most reputable social scientists and development
professionals.
Qualifications
- Education: A minimum of a Master's Degree in an
inter-disciplinary area such as applied International Development,
Strategic Planning, Project Design and Implementation, or a related
field,
Desired Experience
- At least 10 years of progressive experience managing high-performing teams in international development settings
- Demonstrated leadership, strategic thinking/planning, management, and presentation skills
- Strong multi-cultural, inter-personal and supervision skills
- Especially charismatic, collaborative, professional credentials
to be able to establish close, trustful relations for pursuing earnest
organizational learning with, particularly USAID/Nigeria’s American and
Nigerian senior professional staff and leadership, including the Mission
Director’s Office.

- Oversee the enhancement of the performance reporting system
- Lead the design and application of econometric methodologies in all aspects of the monitoring and evaluation program
- Lead the application of econometric or other quantitative
approaches to the Mission’s data gathering and analyses for assessments,
evaluations, baselines, data quality assessments and other M&E data
gathering efforts
- Provide key expertise in the design and analysis of results
which will be a core aspect of the Mission’s Collaboration, Learning and
Adapting component
- Build capacity in these areas of responsibility in the Mission and its implementing partners
- Participate on teams as a qualitative researcher.
Qualifications
Education:
- A minimum of a Master's Degree in Development, Economics, Knowledge Management or related fields.
Desired Experience:
- Progressively responsible professional experience in monitoring
and evaluation with monitoring and evaluation activities within complex
international development contexts in the areas of Health, Democracy,

analysis meet the needs of internal and external stakeholders, to
include all USAID M&E-related reporting requirements

Knowledge Management Advisor to support the implementation of a 48 month
contract to provide Monitoring, Evaluation and Learning services to
USAID/Nigeria.
- This Contract will provide continuous, on- the-ground, on-demand
and systematic support to USAID and its partners on performance
monitoring, data verification, impact and performance evaluations,
organizational learning, capacity building and knowledge management.
- This contract will create the conditions to enable USAID/Nigeria
to become a more adaptive, modern and effective development
organization, by creating a learning and adaptation strategy, and

Responsibilities
The responsibilities of the Organizational Learning and Knowledge
Management Advisor include, but are not limited to, the following:
- Provide leadership, guidance and overall direction to the Mission’s collaboration, learning and adapting efforts
- Plan and state organizational reflection and learning
opportunities, such as special studies, after action reviews, and
partners’ meetings, organizational learning surveys to facilitate
overall CDCS implementation
- Assist with incorporating research design and methodologies in the application of learning to project design and management
- Work with the Program Office to guide iterative course
corrections and ensure ongoing and evolving alignment of the portfolio
with Mission Strategy
- Work with the Program Office and Mission management to refine
and implement the Mission’s learning agenda and CLA strategy, e-sharing
and learning tools, to include outcome mapping
- Assist in the re-orientation of key staff’s “activity”
orientation to holistic program management and to foster peer and cross-
learning techniques and opportunities
Qualifications
- Education: A minimum of a Master's Degree or higher in one or
more fields related to organizational learning or development assistance
such as Public, Business or Development Administration, Knowledge
Management, Political Science, Economics, Development studies or closely
related, inter-disciplinary fields
Desired Experience:
- Progressively responsible, professional-level experience in
organizational or action learning, development and/or knowledge
management
- Demonstrated understanding and experience in interpreting
monitoring and evaluation analysis and subsequently developing and
leading collaboration, learning and adapting programs among various
stakeholders in international development contexts
- Exceptional communications and interpersonal skills, including
written, verbal presentation, and facilitation skills applied within
multi-cultural contexts
- Fluency in English, written and spoken
