Purpose of the Assignment
In the course of 2014 and early 2015, Jama'atu Ahlis Sunna
Lidda'awati wal-Jihad (JAS), more commonly as Boko Haram intensified its
attacks on the civilian population in Nigeria, with tactics developing
from hit-and-run attacks, to hit-and-hold attacks in which JAS managed
to establish and maintain control over large swaths of territory. While
in late 2015 and 2016 the Nigerian Armed Forces took back most JAS
controlled areas, the fighting caused additional mass displacement,
especially in Borno State. The child protection needs in the North East
are complex and enormous. The number of actors working on child
protection has expanded, however, the child protection needs far
outstrip the capacities and resources of government and non-government
actors and there is a risk of duplication of activities.
The purpose of this consultancy is to ensure effective coordination
amongst child protection actors engaged in the humanitarian crisis in
North East Nigeria, to increase the numbers reached and coverage by the
child protection sector, to enhance the quality of services delivered,
to improve the quality of information and data on the child protection
sub sector achievements and to ensure the sector is able to effectively
convey messaging on child protection issues and the sub sector's impact.
The consultant will contribute to fulfilling UNICEF's responsibility
to support sub sector coordination for child protection sub sector. The
consultant will work closely government and non-government child
protection actors to ensure effective coordination, with the Federal and
State co-chairs to enhance their capacity to lead the child protection
sub working groups and with UNHCR and UNFPA to ensure strong linkages
with the Protection Sector Working Group and the GBV sub working group.
The consultancy will be based in Abuja with frequent travel to Borno,
Adamawa and Yobe.
The consultancy is funded by the European Union under the Promoting
Women's Engagement in Peace and Security in Northern Nigeria,
implemented by UN Women in collaboration with UNICEF.
