Job Title: Monitoring and Evaluation Officer - Beiersdorf

Location: Yola, Adamawa State

Role Purpose

  • The Monitoring and Evaluation Officer is to support the implementation of the Beiersdorf Project in Adamawa state of Nigeria.
  • The purpose of this role is to provide timely, accurate information on project implementation and ensure that monitoring and evaluation are in line with specific project FAD/donor requirements.
  • The role’s support is to achieve accountability, transparency and programme quality in project locations. The post holder is to ensure that project activities are in line with the Logical Framework and relevant guidelines.

Dimension of the Role

  • Communicates with the M&E Manager and across Plan International Nigeria and field level implementing partners. The post holder will support the establishment and utilization of a systematic Monitoring and Evaluation system for the project.
  • The post holder will interface and support programme team members and programme coordination.
  • The role requires strong facilitation and organisational skills along with the ability to analyse and communicate complex information to all staff, partners and other stakeholders.

Accountabilities
In collaboration with the Project Manager, M&E Manager and other relevant staff, the M&E officer will:

  • Support the development and implementation of program M&E plans to capture project performance and results, including data reporting, assessments, and all monitoring and evaluation activities
  • Contribute to the monthly and quarterly project target review sessions.
  • Support the development of data flow pattern for project that will ensure timely data collection and reporting
  • Support to ensure that M&E-specific elements of local partner capacity strengthening plans are successfully implemented
  • Report results of M&E activities by providing written documentation about progress toward achieving indicators/targets, as appropriate
  • Support leadership at project location level on M&E to ensure the program technical integrity to achieve program goal and corresponding objectives and targets
  • Ensure high-quality implementation, in close collaboration with the Field team and the M&E Manager, and consistency in protocols, information and reporting systems
  • Lead efforts at project location to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making
  • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping
  • Utilize the training data collected to inform strategic decision-making and project planning
  • Support targeted evaluations and operations research, including design, data collection, management and analysis
  • Ensure quality of data through data verification procedures, including routine data quality audit
  • Support field level partners staff, community-based project management committee (CBPMC) and enumerators in designing, developing and deploying tools for community-based selection criteria for the selection of beneficiaries.
  • Lead in the conduct of assessments, field level Market price, and post distribution monitoring, data collection, analysis and reporting of results.
  • Facilitate M&E capacity-building activities with project staff and implementing partners
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical Expertise, Skills and Knowledge
Qualifications and Experience:

  • Bachelors’ degree and minimum of 3 years’ work experience in monitoring and evaluating programs, with an organization with a robust M&E component.
  • Prior experience with Plan International or related non-governmental organization is preferred.

Skills & Knowledge:

  • Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis and presentation.
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
  • Strong understanding of M&E, policy and compliance requirements.
  • Excellent written and verbal communication skills in English including excellent facilitation skills and demonstrated technical writing skills for publication.

Job Title: Education Officer

Location: Yola, Adamawa

Role Purpose

  • The purpose of this role is to support the implementation of the Beiersdorf education /Protection project activities in Adamawa state in North Eastern Nigeria.

Dimensions of the Role

  • Communicates with the Project Coordinator in-charge of Beiersdorf project. Supports the strengthening and training of the school-based management committees, the training of teachers working with local partners and the distribution of materials as well as follow ups and monitoring of project activities.

Accountabilities
Programme development & Quality Management:

  • Responsible for the direct implementation of the project activities in the selected local government areas (LGAs).
  • Facilitation SBMC training and support for the strengthening of the SBMCs.
  • Support and facilitate the training of teachers in pedagogy and in service.
  • Work closely with the local partners to mobilize the communities in which the project will be implemented.
  • Provide weekly and monthly project reports to the project coordinator.
  • Raise purchase requests for the project and make follow ups with the logistics team to ensure timely procurement of the project materials.
  • Contribute to resource mobilization through updating Plan International through the Project Coordinator by providing updates on the needs in the communities, participate in needs assessment and provide lessons learnt and feedback to improve project quality and implementation.
  • Support the preparation of reports for domestic consumption.

  • Good knowledge and understanding of DO NO HARM principles and established international child protection standards (especially UNCRC)
  • Experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, or other related area.
  • Experience working with IDPs, refugees and other vulnerable populations (ideal)
  • Previous experience directly providing services to children at risk and victims of abuse, exploitation and violence

Job Title: Case Management Officer

Location: Yola, Adamawa

Role Purpose

  • The purpose of this role is to participate and assist in the implementation of (S)GBV/CP/Education Project funded by GNO Private Donor - Beiersdorf project in line with International best practices and relevant guidelines.
  • The post holder is expected to have strong background in GBV and Child protection programming and skills in case management.

Dimensions of the Role

  • Communicates within Plan International Nigeria and with partners and related government institutions.
  • The post holder will manage Plan International Mobile GBV Case Management activities interfacing with other programme team members.
  • The post holder will also contribute towards the capacity building of Plan Internationals implementing partners and community volunteers including stakeholders at LGA and community level.
  • S/He will ensure strong linkage between GBV and Reproductive Sexual Health Rights as well as time response to survivor in the areas of Clinical Management of Sexual Violence Survivors.

Accountabilities
In collaboration with the Field Team, Project Coordinator and GBV Technical Advisor, the case management Officer will be responsible:

  • To ensure GBV survivors including child survivors and those at risk of GBV are identified and receive individual case management support by ensuring standard tools and procedures are in place and adhered to by case management team members.
  • To manage, provide training and technical support to, and build the capacity of the full case management team.
  • To coordinate with other GBV service providers on case management
  • Perform any other duty that may be assigned from time to time
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.   • Provide technical and management leadership to Case Managers in accordance with best practice and Plan policies, including its survivor and child-centred community-based approach.
  • Ensure that solid case management, referral and information management systems are in place for appropriate identification, responses and follow-up for survivors of GBV.
  • Ensure regular communication with Project Coordinator and GBV Technical Advisor to integrate appropriate GBV in emergencies priorities in program design
  • Ensure regular individual supervision, case review meetings with Case Managers and case conferences are conducted to reflect on progress and to accommodate the lessons learned and improve case management system accordingly.
  • Ensure the [GBV IMS Database] is set up, regularly updated, analyzed for trends in the caseload, and efficiently and confidentially managed in collaboration with the GBV IMS Officer [and relevant partner organizations (e.g. Ministry of Women Affairs and Social Development, UNFPA and UNICEF)].
  • Provide support to reintegration activities especially for women, girls and boys formerly associated with armed groups in collaboration with humanitarian agencies
  • Conduct regular capacity assessment and capacity building including coaching and mentoring of Case Managers to improve on the quality of Case Management.
  • Collaborate with other project staff to ensure referrals to other services such as psychosocial support, Mental health and education/livelihoods interventions
  • Ensure the immediate needs of women and adolescent girls are identified during rapid assessment and are immediately responded to
  • Facilitate the identification of vulnerable women and adolescent girls, profile and provide them with dignity kits
  • Facilitate life skills training sessions for adolescent boys and girls
  • Develop and roll-out RSHR information and education with adolescent girls
  • Train GBV service providers (Health Workers) on Clinical Management of Sexual Assault Survivors
  • Identify gaps in service provision to adolescents identified and documented, with a special attention to UASC and proactively referring and advocate for those gaps to relevant in coordination with the Project Coordinator.
  • Together with the case workers, ensure vulnerability of the identified and registered children are responded to involvement of the community where appropriate ensuring the best interest of the child.
  • Establish/maintain a regular system of project evaluation and progress monitoring, using both qualitative and quantitative indicators, data collection, feeding into program adjustments and regular reporting as well as advocacy and new program development
  • Coordinate with the GBV sub sector (Coordination at the field level) in order to assure that adequate and survivor cantered solutions are taken in consideration in the strategic planning of activities

Staff Supervision & Development:

  • Directly supervises GBV Case Managers
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure timely completion and submission of regular program and staff reporting and annual performance reviews, as appropriate
  • Assist with the recruitment of Case Managers.
  • Ensure training, support and ongoing capacity building opportunities for Case Managers

  • Produce weekly and monthly data and regular narrative reports for different stakeholders and information to feed into donor narrative report
  • Supports implementation and ensure adherence to monitoring and evaluation plans.

Monitoring & Reporting:

  •  Initiate regular, participatory assessments/feedback surveys with client communities.
  • Provide inputs into and consolidate weekly, monthly and quarterly progress reports on the Case Management activities; Submit reports for all field activities, trainings and meetings.

Technical Expertise, Skills and Knowledge
Essential:

  • Bachelors' degree or equivalent with experience in INGO with at least 2 years of work experience in humanitarian response in the North East is preferred.

Skills & Knowledge:

  • At least 2 years’ experience in Child Protection programming, experience in Child Protection in Emergency (CPIE) programming will be an added experience
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
  • Excellent written and verbal communication skills in English including understanding of local language as an added advantage.
  • Knowledge and skills: General knowledge and understanding of Humanitarian Principles and core standards e.g. CPIE Minimum standards, Core Humanitarian Standards, SPHERE and other relevant international standard for humanitarian response.
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Proficiency in word processing and Microsoft Office
  • Ability to travel frequently to deep field locations in Pulka- Gwoza LGA and Rann- Kala Balge LGA for at least 70% of your time (Two weeks in and one week out).

  • With support from the M&E unit, ensure the establishment of a systematic M&E system for the project.  Support project team and support coordination and implementation of the project. Ensure project is implemented according to time line and budget.
  • The role requires a strong management skill including facilitation and organizational skills along with ability to analyse and communicate complex information to stakeholders.

Accountabilities
In collaboration with the Field Team and CP/GBV/Nurse officer, the Project Coordinator will be responsible for the following:

  • Provide guidance and support to implementing project team in all phases of the project cycle.
  • Develop an activity implementation plan with the project team
  • Lead and organize regular monitoring visit and if required, project action plans, revisions and modifications
  • Responsible for the development of all narrative and financial report (with support from grants officer, and finance department and technical reviews by the CPiE specialist in line with donor and Plan requirements
  • Ensure compliance with donor regulations
  • Monitor budget and ensure adequate burn rate with support from ERM and CPiE specialist
  • Working with and in coordination with M&E manager, ensure adequate data capturing of project beneficiaries.
  • Design and participate in awareness raising activities aimed at promoting changes in attitudes and behaviors regarding to COVID-19.

Staff Supervision & Development:

  • Directly supervises project officers
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure timely completion and submission of regular program and staff reporting and annual performance reviews, as appropriate
  • Assist with the recruitment and the identification of community mobilizers
  • Ensure training, support and ongoing capacity building opportunities for project officers, Case Workers and community mobilizers on technical and project management skills.
  • Provide evaluations on project officers performance in accordance with Plan Policies and Guidelines.
  • Ensure that all Plan policies are upheld, as well as the IASC guidelines on Gender Based Violence

Information and coordination:

  • Liaise and provide updates and reports on a frequent bases and whenever required and agreed as per FAD to the manager.
  • Organize and attend regular meetings with project stakeholders (OCHA, sector coordinators, government) as deemed necessary by line manager
  • Represent Plan international Nigeria in coordinating meetings as designated by the line manager.

Grant Planning & Implementation:

  • Produce monthly data and regular narrative reports for different stakeholders as well as donor narrative reports of high quality (in collaboration with line manager and the M&E Officer).
  • Supports implementation and ensure adherence to monitoring and evaluation plans.

Monitoring & Reporting:

  • Initiate regular, participatory assessments/feedback surveys with client communities.
  • Provide inputs into and consolidate bi-weekly, monthly and quarterly progress reports on the Case Management activities; Submit reports for all field activities, trainings and meetings.
  • Maintain effective and efficient oversight, quality control and reporting systems and processes that ensure regular field monitoring and modifications as required.
  • Contribute to high-quality Plan and donor reports on activities, indicators and achievements, as well as best practices and lessons learned.

Coordination & Representation:

  • Actively develop and maintain effective working relationships with key community stakeholders, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Regularly attend GBV/CP sub-cluster and MHPSS Working group meetings at LGA levels to contribute to coordinator of case management responses and Psychosocial support across agencies.

Program Development:

  • Contribute to proposal development activities (narrative and budget) through the provision of information and data on community feedback on ongoing projects and assessment of emerging needs.
  • Provide information on needs of women and children based on knowledge and understanding of the beneficiaries and communities.
  • Facilitate dialogue and Focus Group Discussions with community-based protection mechanisms and assess capacity gap and need

Other:

  • Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to Plan management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for Plan programs
  • Design and participate in awareness raising activities aimed at promoting changes in attitudes and behaviors regarding to COVID-19.
  • Ensure all prevention and response protocols to COVID-19 are in place before project activities implementation

Technical Expertise, Skills and Knowledge
Essential:

  • Bachelor of Science degree in development studies, social studies, project management or related field and experience in INGO with at least 5 years work experience in humanitarian response and managing pf protection projects.
  • MSc is preferred
  • Minimum 2 years of direct psychosocial/counselling experience with a reputable agency; experience working with survivors of violence in emergency preferred.
  • Strong ability to lead women centres and child friendly spaces preferred
  • Clear understanding of gender, abuse of power, and issues surrounding violence against women and girls.
  • Ability to maintain confidentiality, medical ethics and respect for clients at all times. Experience in participatory techniques and community mobilization

Job Title: GBV Nurse Officer

Location: Yola, Adamawa State

Role Purpose

  • The GBV officer/Nurse is to support the implementation of the Beiersdorf project in Adamawa state.
  • The purpose of this role is to provide health and medical information to (S)GBV survivors and programme participants on the project funded by GNO Private partner -Beiersdorf in line with donor requirements, best practices and relevant guiding principles.
  • The post holder is expected to have strong knowledge and skills on healthcare and health information management of Adolescent Reproductive Health Programming, referrals and linkages of survivors.

Dimensions of the Role

  • The Post Holder will through specialized health centers, provide quality health care, assessments, support, information, and follow up services at all times to all survivors. Communicates within Plan International Nigeria and with partners and related government institutions.
  • The post holder will also contribute towards the capacity building of Plan Internationals implementing partners and community volunteers including stakeholders at LGA and community level. S/He will ensure strong linkage between GBV and Reproductive Sexual Health Rights as well as time response to survivor in the areas of Clinical Management of Sexual Violence Survivors.

Accountabilities
In collaboration with the Field Team, Project Coordinator and CPiE/GBV Specialist, the GBV/Nurse Officer will be responsible to:

  • Provide all immediate assessments, First Aid, health care support to survivors as needed and requested. Provide referrals and follow-up medical care, treatment, and support as needed.
  • Help refer and support survivors to access additional health care/ examination that may not be provided at the primary clinic and safe spaces
  • Provide information and instruction to survivors on the medical treatment regimen that has been prescribed for them, ensuring that they understand the regimen (dose, schedule, etc). and adherence. In the case of children, ensure that the parents/caregivers understand this regimen.
  • Through follow up, monitor and help ensure the survivor continues to follow the treatment regimen. These may be done through home visits, to be coordinated through the case workers and volunteers Workers/ PFAs.
  • Provide health/medical information to survivors as needed and requested, for example the potential health consequences of GBV, and options for assistance.

Technical responsibilities:

  • Ensure regular communication with Project Coordinator to integrate appropriate SRHR/SGVB in emergencies priorities in program design.
  • Support case management officers in conducting case management supervision and monitoring
  • Provide support to reintegration activities especially for women, girls and boys formerly associated with armed groups in collaboration with humanitarian agencies
  • Conduct regular capacity assessment and capacity building including coaching and mentoring of Case Managers and Government Health Workers to improve on the quality of Case Management.
  • Collaborate with other project staff to ensure referrals to other services such as psychosocial support, Mental health and education/livelihoods interventions
  • Ensure the immediate needs of women and adolescent girls are identified during rapid assessment and are immediately responded to
  • Facilitate the identification of vulnerable women and adolescent girls, profile and provide them with dignity kits
  • Facilitate life skills training sessions for adolescent boys and girls
  • Develop and roll-out SRHR information and education with adolescent girls
  • Train GBV service providers (Health Workers) on Clinical Management of Sexual Assault Survivors
