Action Against Hunger works to save lives by combating hunger and diseases that threaten the lives of vulnerable communities, through nutrition, food security, water and sanitation, health and advocacy. We are recruiting to fill the position of:     Job Title: PHP Officer Location: Maiduguri, Borno Job Type: Full Time Start date: as soon as possible Direct Line Manager: WASH Manager Objective 1
  • Overall supervision of Public Health Promotion and Non-food items distribution activities following AAH’s local strategy and International Guidelines
Tasks and Responsibilities:
  • Ensure that a KAP baseline survey is carried out, analysis done and hygiene promotion strategy is designed on the basis of the findings (for projects more than three months long)
  • In coordination with the WASH Manager, revise and adapt hygiene promotion training material to local context and in line with target groups to be trained
  • In coordination with the WASH Manager, revise and adapt all IEC materials in line with the local context. This should be drawn up as a communication plan.
  • Continually assess emergency needs, as requested, especially taking in the broader perspective of public health.
  • Plan beneficiary selection and registration, and led the distribution of NFI kits with the Field Assistant team.
  • Ensure that work meets with SPHERE minimum standards.
  • Assist the WASH Manager with, and where required participate in, community mobilization.
  • Ensure that all technical work reflects the needs and preferences of different target groups.
Objective 2
  • Train and build the capacity of staffs and partners
Tasks and Responsibilities:
  • Ensure that the PHP & NFI team members are fully aware of the hygiene promotion Strategy and all activities are in line with strategy activities.
  • Prepare training tools on relevant technical topics and conduct trainings for both internal staff and external stakeholders.
  • Assist the WASH Manager in the development of technical guidelines and tools.
  • Assess areas for improvement and recording lessons learnt for future activities.
Objective 3
  • Coordinate with internal staffs and local stakeholders to ensure smooth project implementation.

  • Liaise closely with the WASH manager throughout the planning, design and implementation stages of WASH technical activities.

    Job Title: System Strengthening Officer Location: Dutse, Jigawa Job Type: Full Time Start date: as soon as possible Direct Line Manager: System Strengthening Manager Objective 1
  • Strengthen government ownership, governance and policy to sustain and scale up quality, inclusive and accountable nutrition and health  interventions
Tasks & responsibilities:
  • In collaboration with System Strengthening Manager, carry out analysis of trends and drivers of malnutrition at the state, LGA  and facility level and conduct capacity review and threshold setting for targeted HF
  • Work with SMOH and SPHCDA to organize a workshop towards defining and costing of surge actions  and subsequent incorporation into the AOP
  • Provide TA to SMOH and SPHCDA where required towards increasing budget allocation to health
  • Work with SMOH and ministry of education on the incorporation of nutrition into the school curriculum.
  • Provide TA to the state on the integration of Procurement and distributions of health and nutrition commodities into the state logistics management system with clear SOPs and tools for forecasting, distribution, storage and reporting
  • Work closely with SMOH and other relevant bodies to ensure improved recording and reporting into DHIS2
  • Work closely with SMOH and SMBP on the best strategy for the coordination of training of frontline health workers across the state

Objective 2
  • Support and strengthen community participation in the health system
Tasks & responsibilities:
  • Support government through the provision of technical assistance to identify the gaps in nutrition human resource
  • Support Program Manager to organize workshops and meetings at the state level in regards to HSS
  • Actively participate in the development of a toolbox of nutrition interventions with costings to serve as a guide for States to implement nutrition programmes leveraging on opportunities
  • In close collaboration with Nutrition team organize nutrition and health media jingles and campaign towards increasing the visibility of national MIYCN SBCC strategy
  • Conduct a State Drivers of change (SDOC) assessment, to include a stakeholder and power mapping to provide the provisional listing of the networks and influencers to engage with in coordination with advocacy team
  • Assess current funding for nutrition and health with the estimates from the 5 years costed multi–sectoral plans to identify the funding gaps in the state
Objective 3
  • Project Management
Tasks & responsibilities: This position is responsible to support program Manager for budget planning, expenditure tracking related to HSS activities planned under the project. Some of the project management related work will be:
  • Support MPM in developing HSS timeline
  • Support MPM in developing financial forecast in line with the HSS timelines and planning at different level
  • Ensure close collaboration with HR and Finance during recruitment planning, screening and finalization process for HSS related positions
  • Ensure close collaboration with logistics and finance during the planning of workshops, trainings and/or meeting that requires financial advances and/or logistical procurement etc.
  • Ensure close collaboration with logistic during any assessment planning, data collection for arranging transportation and other logistical aspects
  • Review and update budget planning including HSS related follow up regular activities on a regular basis and share with N/H project manager.
  • Maintain close collaboration with state MoH, primary health care agencies and LGA public health coordinators
  • Lead coordination with state government and non-government partners working in the targeted LGAs on a periodic basis in close coordination with Nutrition and Health Sector manager.
Objective 4
  • Follow up of the HSS action plan with AAH teams and external stakeholders working in the targeted LGAs
Tasks & responsibilities:
  • Support LGAs in planning and budgeting for health and nutrition service delivery in reference to identified gaps.
  • With support from the program manager, develop follow up mechanism and tools for tracking progress on the agreed HSS action plans
  • Organize periodic observation, visits and update the follow-up tools
  • Engage with State HIS officers to follow up on the progress on reporting
  • Engage with all respective government counterpart such as SMoH, SPHCMB, Monitoring and Evaluation team (DHIS2 officers) during the follow-up and share with them the progress on a regular basis
Objective 5
  • Information management, reporting and coordination
Tasks & responsibilities:
  • Liaise with N/H teams and ensure that health facility matrix, 4W/5W are updated by the respective teams and archived.
  • Ensure that attendance sheet are used and maintained by the teams for on-job coaching sessions, workshops/meetings and refresher training
  • Identify key progress, gaps and challenges with proposed solutions from the monthly follow up visits, health facility matrix updates and inform N/H project manager
  • Closely coordinate with State/LGA representatives from SMoH and health care agencies responsible for service delivery for the targeted LGAs
  • Organize and lead the LGA based monthly coordination meetings and support LGA teams on structuring LGA coordination mechanisms with health workers and partners

  • Contribute to the definition and the implementation of ACF policies, positioning and strategies in the mission
Tasks & responsibilities:
  • Support the application of the common IYCF and Care Group Model package of guidelines and tools which will be used in WINNN CE for training, implementation and in support of M&E.
  • Implement project framework, the mission’s Nutrition Security strategy taking into account the key internal and external documents: ACF charter, 2015 international strategic framework, policies (IYCF, MHCP, BCC, CGM etc.), positioning papers (N-H, IYCF, BMS, etc.), national strategies and other specific protocols and policies established and approved by the Government of Nigeria (GoN).
Objective 2
  • Contribute to the identification, definition, formulation of Nutrition projects and/or components of projects led by other sectors.
Tasks & responsibilities:
  • Ensure supervision and quality assurance of all Nutrition activities in the area of intervention.
  • Facilitate the compilation of need/feasibility assessments and related reports.
  • Participate in the writing of Nutrition related parts of the proposals (proposal narrative, budget and LFA) as requested.
Objective 3
  • Leads projects implementation, monitoring and reporting for Nutrition Sensitive.
Tasks & responsibilities:
  • Ensure availability of the printed copies of all project proposals and related guidelines/tools for implementation (IYCF, CGM or CMAM).
  • Work with Nut Sector Manager to ensure that agreed technical guidelines and specifications for the implementation of all Nutrition sensitive projects are followed in the course of project execution.
  • Contribute to the development of work plans for the implementation of all project activities in collaboration and coordination with other sectors; under supervision and guidance of the STL and Nutrition Coordinator.
  • Track the implementation of project activities using ACF tools – Activity Progress Report (APR), Budget follow-up and Training Reports.
  • Contribute to the Development of Monthly Situation Report (Sitrep) and Technical Monthly Report (TMR).
  • Ensure support to ensure that donors and ACF visibility are conspicuous on working sites of all Nutrition Sensitive projects.
  • Promote strict adherence to safety measures/rules for both ACF teams (including daily hire) and the populations/public.
Objective 4
  • To support in local ACF representation and coordination with other stakeholders within the intervention area
Tasks & responsibilities:
  • Support follow-up and ensure engaged relations with government authorities and partners implementing Nutrition sensitive activities in the same intervention area.
  • Support the Coordination of ACF’s action with other stakeholders working in the intervention area.
  • Support capacity building of ACF Nutrition sensitive partners in the area of intervention and the community.
  • Promote partnerships with local NGOs, including capacity building, at district/provincial/regional level
Objective 5
  • Contribute to the internal and external evaluation of the project’s effect/impact.
Tasks & responsibilities:
  • Contribute to the definition of external evaluations (opportunities, ToR,), supports external evaluators (during their mission), and implements recommendations coming out from external evaluations.
  • Support M&E teams as needed on implementation of KAP survey and other related surveys in the program.
Objective 6
  • Contribute pro-actively to HR management including staff career plan development
Tasks & responsibilities:
  • Supervise the Nutrition sensitive teams working at the Local Government Level and ACF Base Office.
  • Take part actively in the recruitment and the training of staff, in cooperation with the STL and HR administrator.
  • Lead and support the Evaluation (performance appraisal) of Nutrition sensitive staff and ensure that all staff have planned and completed PAs. Recommend for capacity building and career development milestones.
Objective 7
  • Contribute to the mission’s capitalization and to ACF communication.
Tasks & responsibilities:
  • Ensure the compilation on a soft drive of all essential documents related to N-H projects
  • Ensure a compilation on a soft drive of all relevant pictures of Nutrition sensitive projects.
  • Contribute to the set up and populating of the ACF Nutrition sensitive database in the mission

  • Expand and improve ACF’s/WINNN advocacy and communication work for tackling undernutrition in Jigawa State.
Tasks and Responsibilities:
  • Development of project specific advocacy and communications action plan and provide technical guidance throughout their implementation.
  • Develop and drive implementation of the state focused advocacy and communication plan in collaboration with advocacy coordination team.
  • Analyse and understand the state government structures, parliamentary and political processes including key decision-making structures and how to influence them.
  • Increase visibility and dissemination of ACF/WINNN programme interventions by developing a range of communications materials and other activities for sharing with the stakeholders.

  • Develop and coordinating partnerships with other parties on advocacy activities (NGO, civil society) and facilitating joint advocacy activities.
  • Engage in networking, building relations with State stakeholders to continually inform, challenge and improve advocacy messages and tactics

  • Responsible for regular progress reports on advocacy activities, outcomes, lessons learned, best practices and challenges as related to the project at the state level.
  • Create a repository of advocacy and communication initiatives, tools and documents and support colleagues in the identification, documenting and drafting of best practices and lessons learned from ACF/WINNN interventions.

Position Requirements Qualifications:

  • Minimum of 2 years of relevant work experience at the national/state level in providing communication packages to promote the activities of the organization, preferably in humanitarian and development contexts.
