In order to address the root causes of poverty, we advocate for just decisions by public authorities, businesses and religious leaders. We are recruiting to fill the following positions below:     Job Title: Finance/Admin Assistant Officer Locations: Maiduguri, Ikom/Adikpo Department: Finance/Admin Reporting to: Finance Manager Slot: 2 Job Purpose

  • The purpose of this position is to ensure adequate support to the admin and finance functions in NCA and ensuring that standards are met and followed.
  • He/she will serve as key personnel to support the organization in achieving its goal and mission in their response to the humanity needs in Nigeria.
Main Duties Financial Management:
  • Responsible for maintaining the petty cash system.
  • Ensure programmes have approved documents to process payments from required supervisors
  • Responsible for maintaining the office finance system as delegated by finance officer and manager.
  • Accurate recording of all income and expenditure of program activities.
  • Ensuring full compliance with policies & procedures, particularly around cash, advances, and management of project assets.
  • Ensure vendors documents are correct and facilitate immediate payment upon satisfactory completion of services.
  • Available for audits and spot checks as appropriate.
  • Regular reporting to supervisor as required
  • Ensure fully reconciled reports detailing income and expenditure with cash and bank reconciliations.
  • Participate to initiate payment through required process and as designated by finance manager.
  • Closely prepare cash forecasts with program staff to identify monthly funding requirements.
  • Manage office cash on a day to day basis,
  • Carryout daily cash count with Head of Mission/designate.
  • Maintain up to date expenditure spreadsheets
  • Support the preparation of project finance reports
General Office Administration:
  • Manage all paper-based correspondence coming in and out of the office
  • Design systems to ensure effective use of office resources, in particular office vehicles, generator, furniture, IT equipment, software and monitor accordingly.
  • Manage key relationships with service providers for internet, telephone, electricity, water, security, IT management.
  • Manage the casual workers, security guards, cleaners, and any other support staff
  • maintain an up-to-date registry of fixed assets closely with procurement/supply chain officer.
  • Ensure that the office remains well supplied with consumables, including generator fuel, drinking water, office stationary, bathroom items etc.
  • Ensure daily/regular flight booking and travel related cost for staff to perform official duties.
Human Resources:
  • Ensure all staff leave records are monitored and kept up-to-date, including records for annual leave, sick leave, and time off at work.
  • With the finance team, be responsible for operation of payroll for all national staff and ensure compliance with the Nigerian tax legislation and Social Security and pension related.
  • Ensure that recruitment procedures are understood and observed.
  • Ensure all national staff personal information concerning employees is kept according to Nigerian data protection law.
  • Ensure that all expat staff have the necessary visas, permissions, and work permits to reside and work in Nigeria and that these remain valid and up-to-date.
  • Ensure that all staff are aware of their contractual obligations with respect to NCA policies and staff/ACT code of conduct.
  • Facilitate the on boarding of national staff
  • Ensure guest houses/hotels are booked for staff in approved NCA listed suppliers
  • Participate in the recruitment process of national staff as required by senior management.
Legal and Statutory Compliance:
  • Follow-up with NCA legal representative on all regulations and compliance as designated.
  • Stay up to date with all regulations and national laws in Nigeria.
  • Closely work with Head of mission on property leases and other contracts and agreement ensuring it complies with national laws
Health and Safety:
  • Take responsibility for Health & Safety issues and – in conjunction with security focal point and adhere to NCA guidelines.
  • When requested by the country director, negotiate and manage local insurance policies for staff medical insurance, vehicle insurance.
  • Ensure that all staff remain aware of current health and safety issues and procedures.
Information Technology:
  • Working with relevant service-providers and/or local staff, ensure that all IT equipment in the office is well maintained with up-to-date software.
Procurement:
  • Ensure that all office equipment and stationaries are always available and updated and in line with NCA procurement policy
  • Manage and procure through advances where necessary minor office supplies as required.
Capacity Building:
  • Willing to participate in capacity building trainings, while also providing similar to other staff
  • Ensure staff have right knowledge on NCA as an organisation and stay focused to its mission.
  • Supervising and providing line and team management for all office casual staff, volunteers, security guards, etc.

Required Knowledge, Skills, Experience, and Qualification
  • Proven experience in managing Finance, HR and administrative functions
  • Two years’ experience in similar position
  • Good knowledge of relevant Nigerian legislation governing International NGOs
  • Fluency in English, additional fluency in Hausa and Kanuri an advantage.
  • Good interpersonal skills to establish effective working relationships with all staff within the Trust and key stakeholders externally.

    Job Title: GBV Case Worker Location: Dikwa, Borno Department: GBV/Protection. Reporting to: Gender Based Violence Officer Slot: 4 Job Purpose
  • The purposes of this position will be to ensure improved and expanded community-based services to meet the health and psychosocial needs of women and adolescent girls.
  • The GBV caseworker responds to incidents of GBV in a timely, compassionate, and caring manner and provides basic counseling and support to survivors of Gender Based Violence.
  • The GBV Case Worker works in close collaboration with the GBV officer, outreach workers, volunteers, women leaders, Local partners, health facilities and other agencies in the camp to support and provide services to women and girls who have been affected by conflict.
  • The GBV Case Worker will provide case management services to women and girls who need health and psychosocial support and other GBV services.
Main Duties
  • Facilitate a process for women to have a safe space where they can meet and discuss issues relating to their wellbeing.
  • Create and maintain a positive and fruitful relationship with women who use the safe space and with the general community in which the safe space is based.
  • Identify, train and support GBV outreach Workers and volunteers to undertake effective outreach work, referrals, sign posting and follow - ups for women in need of assistance.
  • Supervise the work of the outreach workers and conduct regular feedback and de- briefing sessions to facilitate their work in close collaboration with the GBV officer.
  • Formulate appropriate responses to individual cases according to the acceptable standards and in the best interests of the individual.
  • Make use of other services and referral mechanisms as appropriate and according to the requests of individual/ family.
  • Coordinate and conduct community education and awareness-raising activities in conjunction with the GBV outreach workers and volunteers with support from the GBV officer.
  • In conjunction with the GBV Officer, facilitate the development and implementation of community action plans to prevent and respond to GBV.
  • Conduct outreach activities to encourage women and girls to seek health care and other services.
  • Ensure that a psychosocial approach/perspective is employed in all work activities and decisions and that these reflect the priorities and best interests of women and girls been assisted.
  • Organize and implement activities in the safe space which women have agreed on and been involved in including, but not limited to, training, information sessions, skills building and group activities.
  • Work with other team member members in the community to help women become involved in literacy classes, income generation, and other activities.
  • Establish regular coordination and liaison with community leaders, NGOs, service providers and local organizations etc.
  • Submit program reports using the GBVIMS and other tools as necessary and requested.

Requirements

  • Previous social work experience or experience working with women and girls affected by conflict required.

    Job Title: GBV Officer Location: Dikwa-Borno (with some travels to other project locations) Reporting to: Gender Based Violence Advisor Job Purpose
  • The GBV Officer will be responsible for the timely and quality delivery of field level activities with technical support from the GBV Advisor.
  • She/he will manage the team there and ensure the smooth running of program in close coordination with other GBV/Protection actors.
  • She/he will ensure that survivor centered approach is adhered to and GBV survivors and other vulnerable women and girls receive prompt and comprehensive services.
Main Duties
  • Oversee case management including follow up on referrals and action plans, and support services provided to GBV survivors, ensuring that the survivors receive the minimum package
  • Work closely with the GBV Advisor to Initiate planning for longer-term GBV prevention and response activities, including referral pathway and standard operating procedures
  • Maintain, monitor and measure GBV project implementation and contribute to effective information management on GBV survivors, adhering to the national guidance on case management of survivors and the SOPs
  • Closely work with case workers, outreach workers etc to ensure that best practices are respected and international standards are met in responding and preventing GBV
  • Participate in capacity building initiatives for staff, partners and other stakeholders to ensure quality and comprehensive delivery of project activities

    Job Title: Sanitation Officer Locations: Cross River (Ikom) and Benue (Adikpo) in (with some travels to other project locations) Duration: Two months initial contract with possibility of extension Reporting to: Emergency WASH Advisor Department / Sector: WASH Slot: 02 Brief Background NCA has a presence in Nigeria to respond to the Humanitarian crisis in Northeast Nigeria and will scale up an emergency response in the Cross River states. NCA has its core competencies in Gender Based Violence and Water Sanitation and Hygiene. NCA has its strengths in works and invest in local partners ensures building their capacities are built from the onset of response, in order to enable them have the capacity to respond in a long-term intervention including recovery and development. Job Purpose
  • The Sanitation officer will focus on working on sanitation infrastructure but also work in close cooperation with other WASH field staff to ensure that related hygiene and sanitation issues are coordinated.
  • S/he will be responsible for ensuring the implementation of the emergency WASH project by coordinating with other staffs on the field.
Main Duties
  • Monitoring the status of Sanitation facilities and ensuring the timely repair and maintenance of the facilities by coordinating with other WASH staffs
  • Monitoring and supervising the quality of the construction of sanitation facilities implemented by contractors
  • Working closely with the WASH Advisor on developing weekly and monthly plans on the implementation of planned sanitation activity

Main Duties Information Management:
  • Help plan and carry out needs assessments, baseline studies and periodic studies, and feedback findings to stakeholders.
  • Collate data from Community Mobilisers and prepare regular reports on activities and WASH conditions for monitoring.
  • Coordinate with water supply, sanitation and hygiene promotion field staff to ensure that the various aspects of the WASH response are integrated.

Implementation:

  • B.Sc Degree on Health Promotion, Community Development, Education, Community Water Supply and other related fields
  • At least two year experience of working in humanitarian response with local and/international partner organizations.

    Job Title: Logistics Officer Locations: Ikom - Cross River,  Adikpo - Benue Department: Operation Reporting to: Logistics Coordinator Slot: 2 Job Purpose
  • The Logistics Officer is responsible at the Juba office for the management of the Juba Logistics Department and staff and undertaking all Logistics related activities such as procurement, import and clearance, transportation, fleet management and storage.
  • The position requires a thorough understanding of the NCA Logistics Procedures and Policies as contained in donor policies, the NCA Nigeria Management Manual, the NCA Routines, Guidelines, and other documents of instruction that may be given from time to time.
Main Duties
  • Responsible for ensuring all Logistics activities undertaken by the Nigeria Logistics Department conform to NCA Logistics Procedures and Policies as contained in donor policies, the NCA Nigeria Management Manual, the NCA Routines and Guidelines and other documents of instruction that may be given from time to time.
  • Responsible for the procurement of all items and goods sourced through the NCA Nigeria Country Office for NCA Nigeria programmes.
  • Ensure NCA Nigeria procedures and systems are correctly implemented in based location with regards to supply-chain management, procurement, warehousing, fleet management and asset inventory management as required.
  • Responsible for obtaining various approvals, exemptions, clearances and permits required for imported items and goods.
  • Responsible for arranging servicing and or repairs of various programme assets as required, including, but not limited to, vehicles, generators, office equipment, etc.
  • Monitor and manage location based vehicles and ensure that established procedures, rules and regulations concerning the use of vehicles are adhered to.
  • Supervise the vehicle utilization and maintenance and ensure vehicles are maintained in accordance with the principles of preventative maintenance.
  • Responsible for obtaining and or renewing vehicle insurance for all NCA based Programme fleet vehicles.
  • Responsible for arranging transportation of all items and goods to the various NCA field locations for Programmes.
  • In co-ordination with the admin, and Staff House cleaners, arrange maintenance of the NCA office and Staff House compounds as required.

Job Purpose
  • The WASH officer will focus on water supply and sanitation infrastructure but also work in close cooperation with other WASH field staff to ensure that related hygiene and sanitation issues are coordinated
  • S/he will contribute to the development of strategic documents related to the WASH programme, and be responsible for ensuring the implementation of the emergency WASH project by coordinating with other staffs on the field
  • The person will ensure coordination of WASH activities with all stakeholders including the UN-led WASH cluster, the RRC at State and County Levels, as well as the relevant line Ministries, etc.
Main Duties
  • Support WASH Coordinator/Advisor to conduct needs assessments, technical feasibility studies, prepare detailed engineering designs, BOQs, and assess & identify needs in relation to emergency WASH activities.
  • Conducting and following up activities like construction and rehabilitation of water and sanitation facilities like shower/latrines, borehole construction/repair, upgrading of WASH facilities etc.
  • Organize and conduct training for Water User Committees, Water Pump Mechanics, pump attendants, line controllers in coordination of other WASH staffs
  • Contribute in building and strengthening relationships with implementing partners, Government Authorities, UN and local NGOs and other international bodies within the states and regions in which NCA operates.
  • Represent NCA at various relevant WASH meetings and forums at field level and other levels where relevant.
  • Participating on Inter Agency assessments as appropriate and by coordinating with other field staff

  • Follow up the building, installation and maintenance of the water systems and the WASH structures in the camp in close coordination with the WASH Coordinator/Advisor
  • Daily supervision of plumbers, line controllers, water distributors and guards for water Storage
  • Follow up on presence and working hours and prepare payment sheets on a weekly basis
  • Follow up on chlorine levels at tanks, in camp and on household level and make sure it is reported correctly and daily supervision of water quality monitors
  • Organizing the team of water quality monitors so that FRC is checked at all tap stands at least on a weekly basis
Other Tasks:
  • Assist in any other related matters necessary for the execution of the project

    Job Title: Senior Finance Officer Location: Maiduguri, Borno Department / division / team: Finance department Reporting to: Finance Manager Job Purpose
  • The purpose of this position is to ensure adequate support to the finance department and serve as one of the key personnel to NCA finance systems and management.
  • He/she will serve as key personnel to support the organization in achieving its goal and mission in their response to the humanitarian needs in Nigeria.
Main Duties
  • Managing all aspects of day-to-day operations of accounting department in field office.
  • Assist and work closely with the finance manager in the implementation of Finance policies, procedures and systems.
  • Ensure compliance with NCA finance and donor procedures and guidelines.
  • Submit expenditure worksheets to the Finance manager early first week every subsequent month
  • Responsible to partners for financial reporting and ensuring it aligns with NCA and donor regulations and processes/procedures
  • Ensure NCA vendors/supplier and partners are paid not more than one week after delivery of service to ensure prompt delivery of service to beneficiaries by our partners/suppliers
  • Responsible for preparing checks for payments except when delegated by finance manager to other finance staff.
  • Work closely with Admin-finance officer to ensure staff and casual workers’ salaries/stipends are paid not later that 20th every month.
  • Review all payment documents for proper and adequate back up/supporting documents.
  • Review expenditure worksheets for accuracy and completeness.
  • Liaison with Logistics, Administration to prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.
  • Preparer a bank reconciliation for country office and send it to finance manager by 3rd every month to be sent to Head office.
  • Liaise with NCA operating banks on all banking issues.
  • Ensure that statutory deductions are paid on time to avoid any penalty
  • Forward to the payroll Administrator/finance manager every month, an outstanding personnel advances and charges related to personnel for recovery. Ensure that advances/float taken in a given month are liquidated appropriately.
  • Conduct a time sheet audit for field office staff from time to time to ensure compliance.
Administrative duties:
  • Supervise all activities done daily in the Accounts department and make sure they are in accordance with NCA finance systems and make know to the finance manager any challenge in ensuring this.
Logistics duties:
  • Review all Procurement documents and documentations to ensure they are in line with NCA processes and procedures and also aligning with donor requirements. These includes but not limited to Purchase orders, Request for quotation, bid analysis, purchase request number, and also for budget accuracy before approval by finance manager.
  • In liaison with Logistics department, prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.
  • Ensure all staff are aware of minimum required documents to be attached for finance to accept for payment.
Finance/Budgeting:
  • Act at all times in accordance with local law and standards of accounting practice.
  • Review with the objective of gaining a clear understanding budget guidelines and instructions
  • Review funding allocations to enable proper guidance to programs and proper coding.
  • Provide training to program staff on finance issues.
  • Receptive to training provided and to develop his or her technical and professional competence.
  • Produce monthly and quarterly reports to be reviewed by Finance Manager
  • Assist in budget preparation at the field level.
Security/Communication:
  • Communicate with Finance main office/head of mission or finance manager on security issues within the office and outside the office
  • Report to the Finance Manager any irregularities that occur within the NCA office, staff compound and sites on policy and procedures.
Coordination:
  • In coordination with supervisor, work with other departments to ensure NCA’s Goal and objectives are achieved.
Common duties:
  • Attend and participate in trainings identified/organized by your supervisor
  • Follow any new procedures and guidelines designated in circulars from Head of Mission
  • Report any violations of the NCA Act Alliance Sexual Abuse and Exploitation Code of Conduct (in-country and World-wide) as per the NCA reporting mechanism. The reporting of violations is an obligation on the part of all staff members as described by NCA and its ACT members
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by NCA and other humanitarian workers.

Qualifications
  • Bachelor’s degree in Accounting or Advance Diploma in Accounting from recognized University/Institutions with a minimum of three (3) years of accounting experience.
  • Computer literate with significant experience in excel, accounting package knowledge with at least three will be an added advantage.
Required knowledge, skills, experience, and qualification:
  • Proven experience in similar function or more desirable.
  • Bachelor or Masters degree in accounting and financial management
  • Aware of and able to use two to three financial software systems.
  • Three and above years’ experience in similar position
  • Good knowledge of relevant Nigerian legislation governing International NGOs
  • Fluency in English, additional fluency in Hausa and Kanuri an advantage.
  • Good interpersonal skills to establish effective working relationships with all staff within the Trust and key stakeholders externally.
  • Able to communicate effectively at all levels within the organisation, including relevant staff working for the NCA.
  • Good skills with experience of operating computer-based financial management systems. Competent to advanced level in Microsoft Excel.
  • Willingness and ability to take the initiative not only in identifying problems but also in suggesting and implementing solutions.
  • Willingness to travel and stay in remote areas as required.
