Job Title: Project Manager, VSLA

Location: Nigeria

Job Summary

  • The Project Manager VSLA is to oversee the overall activities of BLANK VSLA project projects and ensure quality implementation in close work with partners such as NASNEC & SWODEN in Bauchi and Jigawa state, properly manage relationships with CSOs and lead all Women Economic Empowerment responses.
  • Ensure that those proper processes are in place for effective monitoring and evaluation and in the overall management of the project.

Job Responsibility
Staff Management:

  • Effectively supervise all direct reports in the performance of their duties
  • Identify necessary staff development and career development opportunities for direct reports.
  • Ensure levels of authority and responsibility are clearly defined, understood and followed by direct reports.
  • Ensure that direct report work is guided by CARE’s core value commitment
  • Ensure the proper implementation of CARE's performance management system for direct reports, including job description and annual performance objectives development, regular feedback, mid-term reviews and annual performance appraisals.
  • Proactively address performance issues through regular, constructive, and honest feedback and coaching.

% of Time: 20%

Monitoring and Learning:

  • Ensure the regular collection and analysis of data.
  • Periodically review performance metrics with the Monitoring & Evaluation officer and employ use of data for decision making processes.
  • Facilitate documentation and dissemination of appropriate case studies, experiences, best practice, and lessons.
  • Encourage sharing of learning and experience with the team, across the organization and with like-minded/peer organizations.
  • Contribute to the preparation of assessment and monitoring missions.
  • Support monitoring and evaluation initiatives & submission of reports in maintaining and using strong monitoring systems to track and report on activities and results to support effective delivery.

Project Implementation:

  • Coordinate project team planning activities, including the development of annual, semi-annual and quarterly work plans.
  • Manage of all VSLA activities including ensuring the Project coordinator prepares the timely monthly project implementation plans and field reports.
  • Effectively represent CARE at the LGA and State before the respective authorities, communities and national.
  • Facilitate and participate in workshops, trainings and meetings organized by CARE and other agencies and contribute effectively to the success of the events.
  • Developing strategies to support Women Economic Empowerment encompassing Village Savings and Loans Association (VSLA), Income Generation Activities (IGAs) and others
  • Oversee monthly budget of the project activities in Yobe state.

% of Time: 60%

Supervision and Management of Direct Report:

  • Work with the Human resources to Identify training needs for staff as well as to manage, train and develop capacities of the field staff and partners.
  • Ensure that capacity development need reports with support of the Project coordinator are met.
  • Ensure project coordinator and all other supervises prepare performance plans and appraise them in consultation with FNSL Sector Manager and HR staff.
  • Support the HR and FNSL sector in field staff or volunteer recruitment.

% of Time: 20%

Administration:

  • Support procurement and administrative tasks at the State and LGAs levels.
  • Support safety and security tasks at all levels.

% of Time: 10%

  • Perform any other tasks assigned to by Project manager or his/her designate.

% of Time: 10%

Problem Solving (Thinking Environment)
There are three levels of problem-solving: 

  • What has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis;
  • What has to be done is known, but how to do it is not defined. The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem; and
  • Why things are done is known, but what has to be done and how to do it are not defined. 

Job Experience
Education / Training:
Required:

  • Bachelor's Degree in Business Admin and Economic development, Livelihoods, Community Development, or relevant field with minimum 3 years working experience.
  • A minimum of 5 years of professional experience in Managerial positions in Women Economic Empowerment projects.
  • Previous experience in related area is an asset.

Experience:
Required:

  • At least 2 years’ experience in working with women cooperative groups in emergency, relief and development.
  • Excellent in VSLA.
  • Very good technical knowledge in Business Plan Development, Income Generating Activities.

Desired:

  • Previous experience working with an INGO or a Development organization.  

Technical Skills:
Required:

  • Experience in VSLA, Livelihoods, Micro and medium women businesses, gender and nutrition.
  • Solid experience of community mobilization approaches and coordination with governments
  • Experience in emergency response, development projects and budget management
  • Ability to work independently and meet deadlines yet effectively coordinate program activities with other CARE projects and other similar interventions being implemented in the same operational area.
  • Excellent spoken and written English.
  • Microsoft Office Package skills (Word, Excel, PowerPoint, Outlook)
  • Specific experience of application of relevant approaches, methodologies, practices.
  • Experience working with international NGOs
  • Strong supervisory and communication skills.
  • Excellent inter-personal skills.
