The Difference between "Blame" and "Responsibility"

There's a difference between being "to blame" for something and being "responsible" for it. For instance, you're not to blame for the rain, but you are responsible for ensuring you don't get soaked.
You, as a job seeker are not to blame for the high level of unemployment in Nigeria, but you are responsible for catering for your needs.
