Purpose of the Assignment
- The purpose of this deployment is to institute child protection
capacity within the National Defence headquarters of Nigeria by
strengthening the capacity of the Nigerian security forces on child
rights and child protection, and specifically to advice the Human Rights
Desk on child protection issues arising from the ongoing armed conflict
in the North-eastern Nigeria and other similar contexts.
Assignment Tasks
- Develop a work plan for 11.5 months to support capacity building
of NSF, particularly HRD on child protection in the context of
northeast Nigeria, and other related assignments as per TOR
- Carry out training activities on children and armed conflict for
members of HRD, senior CIMIC officers and the step down training to
troops of Operations Lafia Dole in Northeast Nigeria
- Support the HRD- child protection focal points to develop a child protection work plan for the NSF at federal and state levels
- Undertake field visits to Borno to disseminate and sensitize NSF
on the handover protocol and to support the CP team on the
operationalization of the protocol
- Organize consultative workshop and meetings and follow up with
IPCR and MOFA for the endorsement of Paris Commitments and Paris
Principles by FGN
- Work with IPCR and MOFA on the establishment of
inter-ministerial committee on CAAC at federal level, and facilitate
activities of the committee
- Undertake joint field visits with HRD staff to northeast to
monitor situation of children and assist HRD in preparing a report to
senior leadership of NSF with concrete recommendations on actions to be
taken regarding grave violations against children
- Advocate at federal level for the adoption of the protocol for
the handover of children encountered during military operations to
civilian authorities
- Organize the conduct of MRM Country Task Force meetings at federal level, including sharing invitations and organizing venue
- Assist the UNICEF CAAC team with following up on the
implementation of CAAFAG and MRM work plans with partners at federal and
state levels as may be required
- Perform other duties as may be required by the supervisor
Expected Deliverables
- Detailed work plan for institutional support to Nigerian army on strengthening their capacities on child protection;
- Monthly progress reports on the implementation of deliverables, including challenges and recommendations;
- Quarterly analytical report on institutional support provided to
IPCR, NSF and MOFA regarding endorsement of Paris Commitments,
establishment of inter-ministerial committee on CAAC and adoption of the
handover protocol;
- Submission of field trip reports on activities conducted
- Mid-term evaluation report as per UNICEF consultancy template
- Final evaluation report as per UNICEF template
Qualifications
Education:
