Specific Objectives
  • The Associate Director of Management Support Services will be responsible for creating and maintaining a conducive and enabling environment for the smooth execution of the organization’s mandates through the strategic provision of the required Administrative, Human Resource, Supply Chain and IT support services.
  • He / she has responsibility for effective management and leadership of key aspects of department operations including human resources management; staff supervision; professional development; strategic planning; procedure development, implementation, interpretation, communication and oversight of Administrative, Logistic and Management issues.
  • The position will provide operational requirements and other necessary support for program and project implementation including strategic management of human capital and optimal deployment & leverage of information and communication technology services towards the realization of the organization’s goals and objectives.
  • This position will provide leadership in the development, implementation, refinement, and coordination of enterprise-wide human resources processes and systems to ensure program effectiveness and services delivery.
  • This is a collaborative role that will work cross-functionally with Human Resources, Administration, Finance, Supply Chain, ICT, and program support to understand issues and then translate them to create real solutions that address current needs and future vision.
Qualifications, Knowledge, Skills & Abilities
  • Four-year degree or a minimum of eight years’ leadership experience in Business Administration, and/or Human Resources management; (MBA preferred)
  • Demonstrated experience and success managing and leading technical and administrative teams in the implementation of large, multi-country, development and health programs in developing country settings;
  • Must have in-depth knowledge of USG rules and regulations as they pertain to technical, financial and administrative project functions;
  • Minimum of seven to ten years of senior management experience in a nonprofit organization;
  • Thorough understanding of Supply Chain Management operational concepts surrounding production planning, inventory control, purchasing, logistics, stockroom operations, and shipping/receiving.
  • Demonstrated success in managing an Information Technology operation and system in a reputable organization.
  • Three to five years of program management/development in social work, public health, community development, or equivalent experience.
  • Excellent planning and organization, project management and time management skills
  • Superior verbal, written, and presentation skills.
  • Knowledge of nonprofit accounting standards and employment law.

Detailed Description

Specific Objectives
  • Support the Chief Executive Officer with clinical and technical direction to reduce HIV incidences and AIDS-related mortality by increasing access to and the use of treatment and prevention services for all populations and by strengthening Ministry of Health governance
  • Supervise clinical teams, technical specialists, and staff while working closely with other project staff.
  • Use surveillance data to inform programming for activities that achieve epidemic control for all genders, ages, and risk groups
  • Ensure the technical soundness and appropriateness of all project assistance and clinical service delivery.
  • Implement innovative strategies that demonstrably increase testing yields using index partner testing, reduce lost to follow-up through “recapture” campaigns using data to identify those who have fallen out of care and other approaches to address unmet needs and to close gaps in the treatment continuum
  • Oversee and monitor site-level performance, including clinical and technical work planning, performance management, case finding, and care continuum linkage approaches
  • Identify issues and risks related to project implementation in a timely manner and make appropriate program adjustments
  • Serve as the main point of contact for the implementation, providing vision, direction, leadership, and management for the project
  • Provide technical, operational, and managerial oversight to all aspects of the program to ensure all activities, and deliverables are executed with quality and timeliness
  • Establish and maintain highly collaborative working relationships with the Government of Nigeria, USG / as required, along with relevant incountry stakeholders; serve as the primary point of contact for CDC and as the principal liaison with CDC staff, institutions, and country partners to exchange information and develop professional relationships

  • Medical doctor, with an advanced degree in Public Health or a related field
  • Minimum Ten years of senior-level and progressive relevant experience in PMTCT programming with a sound understanding of HIV/AIDS with provision of HTS, anti-retroviral therapy (ART), TB HIV collaboration, care and support in resource constrained settings
  • Minimum Seven years of senior-level management experience in the design, implementation, monitoring, and reporting of activities of similar size and complexity in Nigeria or a similar setting
  • Demonstrated knowledge and expertise managing projects of similar size and scope
  • Solid technical expertise in all aspects of addressing HIV/AIDS, including prevention, treatment, care and support, prevention of mother-tochild transmission, tuberculosis, and crosscutting areas such as health system strengthening
  • A very good understanding and working knowledge of the health and HIV program priorities; Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, CDC/PEPFAR and other grant funders).

Specific Objectives
  • The Deputy Director / Head State Coordination is a key member of the senior management team and will oversee the implementation of various health interventions including comprehensive HIV care and treatment services in all the supported states.
  • The position is responsible for coordination and execution of all program activities in the states and brings professional credibility to organizational capability and reputation in program implementation.
  • The post holder shares in the overall responsibility for the management of the program including direction, supervision, and evaluation of State program managers and field office staff.
  • H/She will supervise multi- disciplinary teams of professionals providing technical support to supported facilities providing HIV/AIDS care and treatment and other health services that are consistent with the organizational plans.
  • As leader of CIHP state programs, the incumbent represents CIHP values and principles in interactions with staff and external audiences. In particular, the candidate will assist the Senior Technical Director in representing the agency before donors, government representatives, partner agencies, local institutions, and the media.
Qualifications, Knowledge, Skills& Ability
  • Requires Post graduate master’s degree on Development or other Social Sciences and 8 to 10 years’ senior management experience of running country programs, exposure to different countries would be an advantage;
  • A very good understanding of at least three of the sectoral programs and a working knowledge of the program priorities;
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, CDC/PEPFAR and other donor grants);
  • Ability to analyze information, evaluate options and to think and plan strategically;

Job Description

Specific Objectives
  • The Director, Laboratory Services will be responsible for developing and implementing CIHP’s overall strategy for laboratory support including oversight for the laboratory standards assurance and quality management activities at all CIHP supported sites.
  • He will ensure that all program aspects related to laboratory service delivery meet acceptable National and International standards.
  • He will provide leadership in the development, implementation, refinement, and coordination of organization-wide laboratory processes and systems to ensure program effectiveness and services delivery.
  • Specifically, the Laboratory Services Director will oversee the development and implementation of innovative strategies to ensure optimization of Molecular and Clinical laboratories, efficient and integrated sample referral mechanism, commodities and reagent logistics with a focus on HTS, EID, VLM and TB to support systems for achieving HIV epidemic control.
  • He will also be responsible for strengthening capacity for quality assured laboratory operations through the implementation of various Quality Assurance mechanism including RTQII and DTS based PT programs; and accreditation of laboratories through the WHO AFRO SLMTA/SLIPTA process.
Qualifications, Knowledge, Skills & Ability
  • Advanced Degree in Medical Laboratory Sciences, Biology, Chemistry or related Science from an accredited university.
  • 12 years’ post NYSC experience of running/implementing public health programs preferably in the NGO development context. Familiarity with standards and federal/state regulations affecting the laboratory and laboratory practices within a hospital environment.
  • Experience in a clinical laboratory setting in the areas of molecular diagnosis, viral load determination, drug resistance testing, genotyping and nucleic acid sequencing.
  • A very good understanding and working knowledge of the health and HIV program priorities; Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, CDC/PEPFAR and other grant funders).
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others; excellent interpersonal, communication and presentation skills.
