Can I Send both a Cover Letter and Application Letter to an Employer or is one Sufficient? (Job Seeker Question)

Recently a job seeker sent me a mail asking if she can send both a Cover Letter and Application Letter to an Employer or whether one is sufficient .

Answer: 
Yes it's perfectly acceptable to send both a cover letter and application letter. However, one alone, could also be sufficient.
