Job Title: FSL Officer

Location: Katsina
Employment Type: Full-time
Contract length: 6 Months with possibility of extension
Level: D2-1 (national contract)

Job Purpose

  • The FSL Officer is under the operational guidance of the Project Manager and technical guidance of the FSL Technical Consultant
  • He / she is responsible for ensuring proper implementation of ACTED’s FSL projects in Katsina and will act as a direct link between the project team and the beneficiaries
  • The FSL Officer will have proven expertise in food security and livelihoods programming as they relate to agricultural land practices and will have had experience working specifically in arid locations.
  • The Officer will oversee field operations and will take the lead in all FSL project activities
  • The Officer will ensure effective and timely completion of activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries with efficient reporting
  • The FSL Officer will supervise the national project staff in day-to-day management of all aspects of the FSL activities, under the supervision of the FSL Project Manager and technical guidance from the FSL Consultant
  • The FSL Officer will engage with the beneficiaries on a day-to day basis to ensure that their needs regarding project implementation are met
  • The FSL Officer will be a key member of the team who will contribute to the success of the project, using his/her expertise in FSL to ensure this happens for the direct benefit of the beneficiaries.

Objective:

  • To ensure the FSL components of the project are implemented in a way which is in line with project requirements, as well as ensuring the beneficiaries have a firm grasp of the FSL concepts, which are key to the success of the project. Working and engaging directly with the beneficiaries is seen as key to the success of the project.

Duties and Responsibilities
Project Implementation Follow-up:

  • Under the supervision of the FSL Project Manager and technical advice from the FSL Consultant, the FSL Officer will manage the implementation of the FSL components of the project on the ground in Katsina and will ensure that technical quality and standards are considered and respected during implementation
  • Organize regular meetings with the project team, updating them with insights from the beneficiaries on project implementation
  • Providing input to the project team on possible ways to improve implementation of the project activities for the benefit of the beneficiaries
  • Ensure project implementation is timely
  • Ensure that the FSL components of the project is implemented in accordance with relevant ACTED technical guidelines and standards
  • Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation.

External Relations:

  • Support, facilitate or undertake communication and liaison activities to actively consult and involve the beneficiaries and other relevant stakeholders in all stages of project design and implementation
  • Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner.

Quality Control:

  • Assess the FSL activities undertaken and ensure efficient use of resources
  • Ensure lessons learned are documented, shared and reflected in project planning and decision making
  • Advise on, and assist with, project reviews conducted by AMEU
  • Ensure quality control, analysis of added-value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development
  • Identify and analyse gaps, ACTED’s added value, synergies and opportunities in the areas the project(s) is / are implemented and pass relevant information to the N+1.

Reporting:

  • Provide regular and timely updates on progress and challenges to supervisors and other team members
  • Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided.

Essential Qualifications, Skills & Knowledge Required

  • Bachelor’s Degree, High National Diploma, National Diploma or Ordinary Diploma preferably in Agricultural Extension, Agronomy, General Agriculture, Crop Science sciences, Development studies or other related discipline
  • Experience in Agricultural Extension Services is a plus
  • Minimum of 3 years relevant working experience in FSL
  • Languages: Ability to speak local dialects is mandatory (Hausa Language)
  • Ability to maintain confidentiality, ethics and respect for aid recipients at all times
  • Ability to engage with community members, partners, government and other stakeholders in a respectful manner (essential)
  • Experience with participatory fieldwork, methodologies, monitoring and reporting

Job Title: Appraisal Monitoring and Evaluation (AME) Officer

Location: Maiduguri, Borno
Employment Type: Full-time

Assignment

  • Under the direction of the Senior AME officer, the aim of the AME Officer is to support in the effective implementation of all appraisal, monitoring and evaluation work for ACTED at the field level.

Responsibilities
Monitor and Report on Field Level AME Activities:

  • Under the direction of the Senior AME officer , monitor and report on project AME work plans and activities as per the geographic scope of the position;
  • Prepare and submit weekly AME progress reports, outlining achievements, challenges and progress;
  • Work closely with other units in order to provide information for mapping, proposal development and reporting; liaise with partner / collaborating organizations for AME activities, as required;
  • Responsible for coordinating AME related logistics and financial procedures at the field level; and
  • Perform additional tasks as per the request of the Line manager.

Development of AME ToRs, Data Collection Tools and Methodologies:

  • Assist in the design of AME methodologies, data collection terms of reference (TORs) and the development of data collection tools to monitoring progress and outcomes of ACTEDs projects for field level activities (including, but not limited to, Post-distribution monitoring, Needs Assessments, Asset Baselines/Verification, Beneficiary verification);
  • Ensure that monitoring and evaluation activities are in-line with expected project goals, objectives and measure the defined indicators;

Facilitate the Collection of Accurate, Reliable and Useful Data for Project Implementation and Development:

  • Plan and conduct field-level data collection missions, ensuring the collection of accurate, reliable and useful data;
  • Provide field supervision and plan logistical arrangements for conducting AME activities, including training of enumerators;
  • Supervision of data entry and conduct data checking/cleaning for quantitative and qualitative.

Management of Internal and External Relationships:

  • Supervision of AME Assistants & Enumerators, including development of work plans;
  • Work with management and support staff to comply with ACTED rules and procedures; and
  • Provide inductions and trainings to staff outside of the AME unit, to ensure AME principles and practices are understood and utilized across all programme units.

Proactively Ensure Organizational Learning through the Documenting and Follow-up of Lessons Learned:

  • Capture and record field-level learnings through regularly updating the LEARN database;
  • Follow-up and support programme teams on the implementation of recommendations and learnings;
  • Proactively identify challenges and risks faced by programme implementation teams and escalate to the AME Manager.

Ensuring Proper and Timely Information Management for all Field Level Activities:

  • Ensuring all AME documents are properly stored as per the AME Unit’s Information Management Standard Operating Procedures (SOPs).

Manage and Promote ACTED’s Complaints and Response Mechanism (CRM):

  • Establish, implement and monitor the beneficiary Complaints and Response Mechanism (CRM) for the country mission in line with ACTED standard beneficiary CRM procedures; including receiving, documenting and managing complaints through telephone hotline, in writing and in person;
  • Treat urgent and/or sensitive complaints with the immediate attention they require, and ensure a fast resolution;
  • Promote the CRM internally and externally to ensure the CRM is known and accessible to all of ACTED’s beneficiaries

Support the Management in Creating an Environment safe from SEA:

  • Responsible for the developing and coordinating the implementation of the ACTED PSEA strategy.

About You

Essential
The AMEU Officer will be appraised based on his/her experience and demonstration of the qualities and competencies listed below:

  • A university degree in International Development / Development Management, Sociology, Statistics, Monitoring and Evaluation in Social Work or related field is required. Post-graduate studies or diploma an advantage.
  • Two (2) years of progressive professional work experience in a similar position with non-governmental organizations - at least one of these must be in humanitarian emergency work, preferably in food security, shelter, CCCM, or WASH.
  • Knowledge of assessments methodology, data collection, collation, analysis, and report writing.
  • Excellent computer skills, particularly with Microsoft Excel, spreadsheets, Sphere standard, and database management applications/ statistical programs (i.e. KoBoToolbox).
  • Familiarity with the Project Cycle Management, logical frameworks, and SMART objectives.
  • Strong organizational, coordination, and analytical skills, and ability to work under pressure.
  • Excellent oral communication and writing skills in English.
  • Fluent in English and Hausa. Any local language from Borno is an advantage.
  • Accurate, reliable, organized, open-minded, and a positive attitude at all times!

Job Title: AME Assistant

Location: Maiduguri, Borno

Responsibilities
The Appraisal, Monitoring, and Evaluation (AME) Assistant’s responsibilities include:
General:

  • The AMEU Assistant will support both the AMEU Senior Officer and the AMEU Officer in the oversight of the AMEU work conducted throughout field bases.
  • Any other tasks required by his/her direct management (AMEU Senior Officer)
  • Maintaining Adequate AMEU Filing Procedures
  • The AMEU Assistant will maintain a proper filing system of AMEU reports and data collected both in hard copy and electronic formats.
  • He/she will cross-reference both hard copies of files and documents in the server to ensure that all AMEU documents and data are easily accessible for AMEU and other relevant units.
  • He/she will liaise with field teams to ensure that all reports/data/tools are forwarded to AMEU Nigeria.
  • He/she will be responsible for ensuring the standardization of file names both electronically and in hard copy formats.

Review of Data and Reporting:

  • The AMEU assistant will be occasionally tasked with the review of entered data in both Excel and Access databases to ensure that entered data is consistent with ACTED’s information management standards.
  • He/she will be responsible for follow-up with field teams on any quality control issues related to entered data.
  • He/she may be tasked for the initial review of AMEU Evaluation Reports, Memos, and other Narrative reports prior to forwarding to the AMEU Senior Officer or AMEU Officer for their review.
  • He/she may be asked for support in data analysis, data compilation, and report writing.
  • He/she may be responsible for liaising with field teams to ensure that all AMEU Nigeria queries are answered relating to reports.
  • He/she will be responsible for supporting implementing units and assist in guiding future programming through the identification of lessons learned and best practices when requested by line management.

Manage and promote ACTED’s Complaints and Response Mechanism (CRM):

  • He/she will liaise with field teams to ensure that any significant issues are made known to line managers in preparation for internal coordination meetings or to ensure AMEU Islamabad queries with regards to fieldwork are answered.
  • He/she will be responsible for liaison with field teams to ensure that the AMEU work plan remains consistent with the realities of program implementation.

Required Personal and Professional Qualities

Job Title: Gender Protection Officer

Location: Katsina

Job Purpose

  • The Gender-Protection Officer’s main assignment will aim at building the capacity of local stakeholders, such as community leaders and other members of the project team on Protection and GBV principles.
  • He/she shall work closely with the beneficiaries on a daily basis to ensure programming is gender sensitive and takes into account the needs of all beneficiaries.
  • The Gender Officer will support the Project Team in conducting the gender assessments throughout the life of the project and will be present at every training session to ensure activities are being implemented in a gender sensitive way.
  • The Gender-Protection Officer will support the FSL team in providing protection specific outreach and awareness sessions to the beneficiaries. The Gender-Protection Officer will design, organize, and chair the Gender Discussions Meetings with the beneficiaries, to promote the participation and empowerment of women throughout the project cycle.

Functions
Duties & Responsibilities of the position:

  • Build the capacity of all FSL staff on Protection and GBV-related issues, in order to enhance internal knowledge and expertise and provide qualitative delivery of activities with high protection standards and enhance protection sensitive approach within the targeted communities.
  • Work closely with the project team and the beneficiaries to ensure activities are being implemented in a gender sensitive manner.
  • Hold regular meetings with the beneficiaries to determine needs
  • Build a strong and working relationship with the female beneficiaries, ensuring they feel supported throughout the life-span of the project.
  • Prepare, organize and conduct the protection-oriented Focus Group Discussions and Gender Discussion Meetings during project implementation
  • Ensure equal participation of women and men in the activities and ensure to have an appropriate complaint and feedback mechanism to collect the communities’ feedback in a gender sensitive manner and ensure that the programme includes these feedbacks throughout the project implementation
  • Meet regularly with the program team to fine-tune programming, ensuring activities are implemented using a gendered lens
  • Assist in monitoring protection needs and service provision in sites according to agreed upon guidelines, standards and indicators.
  • Support vulnerable individuals identified during project implementation.
  • Ensure Do No Harm approach is applied in all activities conducted with the site and host communities.

General Responsibilities

  • Keeping detailed, organized records of project information and documentation.
  • Submit weekly and monthly work plans along with detailed activity reports to the Project Manager.
  • Maintain constant contact with team members, direct and indirect beneficiaries.
  • Respect the total confidentiality of information collected and circulated.
  • Adhere to the ACTED Code of Conduct and security management system.

Essential Skills & Knowledge Required:
