Job Title: ERD ME Officer

Job Overview/Summary

  • The Monitoring and Evaluation Officer, under direct supervision of Economic Recovery and Development Manager, is responsible for the development and administration of high quality Monitoring and Evaluation system for the Economic Recovery and Development sector.
  • S/he will collect, collate/organize, analyze and produce data for further improvement of program, reporting and information sharing.

Major Responsibilities

  • Provide technical oversight and direction on all monitoring and evaluation needs across ERD sector areas.
  • In close coordination with ERD Manager, M&E Manager and Senior ERD Manager, conduct periodical assessments (baselines, PDMs and endline surveys) to measure program impact.
  • Track progress against monitoring work plans;
  • Coordinate the field level community participatory monitoring and evaluation, reflective practice and impact measurement;
  • Ensues the on-time execution of projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision;
  • Provide technical assistance to staff and partner organization on information management system, proper data collection and record keeping;
  • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives;
  • Update M&E plan timely and provide feedback to program staff on status and quality of implementation.
  • Assist with monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to on-going performance;
  • Conduct regular data verification exercises to ensure reporting and collection of quality data;
  • Actively participate in and contribute to M&E team activities, system assessments, development and implementation of new systems and/or tools aimed at strengthening overall M&E practices at IRC Nigeria;
  • Closely work with staff to ensure they follow correct procedures and criteria during beneficiary registration;
  • Take part in the recruitment of enumerators and survey consultants;
  • Provide M&E inputs for reports written during project implementation;
  • Manage and maintain accurate Commcare online updates on projects under implementation.
  • Produce analytical, timely and accurate M&E reports on weekly, bi-weekly, monthly, quarterly basis or as scheduled.
  • Develop schedule for data collection and coordinate with the PM to ensure timely collection of data.
  • Ensure program team collect high-quality monitoring data timely manner collate/ organize data for reporting.
  • Work closely with the program teams to conduct market assessments and produce reports.
  • Lead and undertake Post Distribution Monitoring of beneficiaries as scheduled.
  • Train staff and enumerators on administration of various data collection tools related to project monitoring, baseline and evaluations.
  • Develop program factsheets and lessons learnt for sharing with wider stakeholders.
  • Foster participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities within the sector.

Qualifications
Education:

  • Bachelor's degree in Statistics, Mathematics, Economics/Agricultural Economics, Computer Science, anthropology and Development Studies or related field required.

Work Experience:

  • Minimum of 3 progressive years of Monitoring and Evaluation and/or Research work with skills.
  • Good understanding of ERD/Food Security sector indicators.
  • Demonstrated ability to write/produce quality reports.
  • Experience in electronic data collection and management.

Demonstrated Skills and Competencies:

  • A strong foundation in research methods, statistics, monitoring and evaluation
  • Strong technical skills in data analysis using advanced excel and other statistical software.
  • Strong capacity in the use of digital data collection applications (particularly, Commcare, KoboCollect, ODK etc.)
  • Demonstrated understanding of intermediate and advanced statistics and the ability to summarize generalize, and make predictions from large data sets
  • Communication experience and skilled in qualitative and quantitative M&E methodologies and techniques

Demonstrated Management/Leadership Competencies:

  • Strong analytical skills.
  • Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.

IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In early 2014, IRC opened a field office in Mubi town of Adamawa state in NE Nigeria followed by offices in Yola (Adamawa state) in November 2014 Maiduguri (Borno state) in October 2015 and Damaturu (Yobe state). Job Overview / Summary

  • Under the direct supervision of the Payroll Officer the Payroll Assistant is responsible for providing support and assistance to the IRC staff and programs in matters related to Payroll through the HR department based in Maiduguri.

Major Responsibilities

  • Support in the preparation and processing of payroll for all National employees with information received from HR focal persons in the field offices.
  • Support in ensuring accuracy of approved timesheets; track and deduct all and other Statutory payroll deductions
  • Support in the coordination efforts between payroll, human resources, Finance, and other departments to ensure proper flow and maintenance of employee data (including ensuring preparation/distribution of detailed reports, e.g., labor", home" work, overtime, leave balances, head count, and Pension contribution reports are accurate).
  • Monitor submissions of approved timesheets, ensure valid data transfers to/from payroll service.
  • Ensure employee records and changes are entered correctly and made on a timely basis on the payroll software.
  • Support in reviewing changes for proper authorization and adherence to IRC Policy including compliance with federal/state/local regulation
  • Support in calculating and preparing payment request by cash, cheque or electronic transfer for Staff benefits and relocation allowance
  • Support in ensure accurate deduction of tax, National Housing Fund, and national insurance payments.
  • Processing maternity pay, and expenses for staff, calculating Acting Pay and pay adjustments.
  • Answering staff queries about timesheets or pay slips.
  • Support in coordinating with Finance and other Department to make sure accurate payments are made.
  • To serve as the primary point of contact for payroll matters and liaise with other departments and individuals on operational and programmatic matters concerning the Payroll.
  • To maintain confidentiality and professional ethics for all personnel paperwork, records and issues pertaining to staff in the Country program.

Job Overview/Summary

  • The Economic Recovery and Development (ERD) Manager, under direct supervision of the Senior Economic Recovery and Development Manager, will provide operational and technical support for the delivery of Economic Recovery and Development programs within IRC operational areas in Nigeria. He/She will support activities to increase youth access to training, skills and knowledge to support people in taking advantage of diverse employment and entrepreneurship opportunities and also support Women access to improved access to financial services (including Village Savings and Loan Associations), and credit and financial services and oversee design and implementation of Cash Based Interventions (CBI’s) and agricultural and vocational livelihood programs.
  • The ERD Manager will be responsible for the day to day implementation and scale up plans for the livelihoods program. S/he will liaise with other technical coordinators within IRC, partners, as relevant interagency coordination structures.
  • The Manager is responsible for overall management of livelihoods staff, providing any and all support necessary to ensure successful implementation of ERD livelihoods programming.
  • He/she will work closely with project staff of other technical areas including Health and Nutrition, Women Protection and Empowerment (WPE), Protection etc. to strengthen collaboration for integrated livelihood programming.

Major Responsibilities
Technical Quality and Program Development:

  • Work alongside the Senior ERD Manager to plan and manage ERD programming.
  • Ensure appropriate methodologies and technical approaches are implemented working with the Senior ERD Manager to ensure global best practice in Economic Recovery and Livelihood programming.
  • Support ERD M&E staff to develop relevant monitoring tools and adapt them to the different program methodologies.
  • Review and summarize monthly monitoring reports for the Senior ERD Manager on the output/impact of the Livelihoods Program
  • Follow up on indicator progress and achievement and ensure quality data management for project monitoring
  • Support the identification of opportunities and development of market integrated assessment in collaboration with the Senior ERD Manager, M&E team and other IRC sectors.

Proposal Development, Grant Planning & Implementation:

  • Support/participate in the development of all ERD Livelihoods related proposals.
  • Take responsibility for livelihoods budget management and compliance.
  • Contribute to regular donor and internal reporting. Where necessary, coordinate with Grants team to ensure the IRC submits donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
  • Work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures
  • Provide direction, capacity building and monitors staff in implementation of their work plans and technical quality of activities
  • Analyze budget, map grant salaries and attend BVA meetings when requested by the Senior ERD Manager.

Coordination & Representation:

  • Develop and maintain effective coordination and long-term relationships with external stakeholders; government line ministries and agencies such as the Ministry of Commerce, Ministry of Agriculture, Ministry of Science and Technology, Ministry of Youth and Social Development on the implementation of ERD projects.
  • Actively advance IRC’s connections to livelihood actors at national level, seeking avenues for partnership, collaboration and coordination of activities.
  • Participate in ER&L, FSWG and the Cash working group meetings in the project areas.
  • Oversee any partnership with the private sector and community CBOs if any during the period of the project.
  • Where possible identify new partners (including private sector) to support Economic Recovery project activities.

Qualifications
Education:

  • Minimum Bachelor's degree in Agriculture / Agricultural Economics, Economics, Business Administration / Management, Food Security studies, Livelihood studies, Rural Development, International Development or related discipline. Post Graduate degree is an advantage.

Work Experience:

  • 3 years of progressively responsible project management experience in Economic Recovery Development/Food Security and Livelihood programming, preferably with a focus on youth and gender equality.
  • At least 2 years of technical experience in business/enterprise development and financial services, markets facilitation and private sector development is essential.
  • In depth understanding of ERD/Food Security sector indicators.
  • Experience in women and youth livelihoods, relationship building, and partnerships in advancing organizational mission and recognizing opportunities for collaboration.
  • Experience managing a large team of field staff.
  • Experience in developing new relationships with private sector partners.

Demonstrated Skills and Competencies:

  • Project management experience in Economic Development programming and livelihood support particularly with gender and diversity sensitivity.
  • Strong budget management skills, planning, reporting, monitoring and evaluation skills.
