  • Reporting to the Education Programme Manager, the person coordinates the delivery/ implementation of all education projectss in NorthEast. The Education Coordinator provides both operations and technical assistance and oversight on all aspects relating to Education in Emergencies projects.
  • The job holder provides overall programmatic and operational coordination and management including; planning, implementation, capacity enhancement, monitoring/ evaluation and reporting both internally (within SCI) and externally (for/with partners).
  • The job holder may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.
Scope of Role

Key Areas of Accountability Projects Coordination &  Management:
  • Oversee the coordination and implementation of the Education projects across Northeast in line with the design of the projects and donor requirements.
  • Establish, maintain and strengthen linkages in the management and implementation of Education Projects.
  • Create and sustain positive working relationships with the partners and other stakeholders.
  • Plan and coordinate LGEA, and State level engagements with partners and key stakeholders.
  • Monitor and ensure timely and quality reports are submitted as per the reporting requirements.
  • Working closely with Education Programme Manager & MEAL to ensure quality program delivery, documentation and reporting of progress.
Operational Planning and implementation:
  • In close coordination with Education Programme Manager, provide ensure planning, development of detailed implementation plans, phased budgets, implementation, monitoring, documentation and reporting for EDUCATION projects is done.
  • Overseeing the implementation and budget performance in line with the projects plans and budgets.
  • Effectively support the projects staff and partners in developing annual plans, in line with EDUCATION Projects design and Save the Children International planning guidelines and ensure compliance with the agreed work plans and that programme objectives and targets are being realised in line with the funding proposals.
  • Support staff and partners to ensure that EDUCATION Projects implementation are to the desired standards and on time.
  • Provide guidance to the partners through the planning processes to develop plans that are cost effective and in line with EDUCATION Projects funding.
  • Maintain high standard of transparency and accountability in the course of programme implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with donors & Save the Children policies.
  • Provision of regular operations and implementation updates on project progress and challenges to allow for timely interventions and corrective actions by management.
  • Ensure the timely reviews and adjustments for the project operational and implementation plans and budgets as may be required from time to time.
Finance and Budget Management:
  • Manage the Projects budget in coordination with Education Programme Manager and Field Finance Manager.
  • Overseeing the budget performance to ensure that projects implementation is on course as per the detailed implementation plans and phased budgets.
  • In coordination with the Programme Manager conduct budget monitoring, suggest necessary revisions and prepare draft reports.
  • Ensure that the budget monitoring reports are responded to in time and with accurate information.
  • Working closely with Education Programme Manager to ensure that partners are well guided, supported and their capacity built in sound financial management procedures.
Partner Development and Management:
  • Participate in partner’s capacity assessment and identify capacity building needs for the EDUCATION Projects partners.
  • Develop with the partner’s detailed implementation/work plans and phased budgets.
  • Provide capacity building and support in implementation by partners.
  • Monitor and follow up the implementation of the agreed work plan and budget to ensure that the program objectives are being realized in accordance to the program and partnership agreement and take the necessary actions for any identified deviations.
  • Undertaking partners’ capacity assessment in order to identify capacity gaps and areas of support that the partners will require for effective implementation of the projects.
  • Undertake visits to the partners on both programmatic and operational support.
  • Ensure timely, accurate and high quality financial and programmatic reporting by the partners and take corrective actions for any non compliance by the partners.
Program and Financial Reporting:
  • Work in close collaboration with the Programme Manager in the preparation of timely and high quality progress and end of projects narrative and financial reports which are in accordance to the donor reporting schedule and formats.
  • Review all program financial reports ensuring that donor guidelines have been followed and high standard met, prior to submission to management.
  • Organize and facilitate quarterly follow ups and progress review meetings to address key performance issues from the reports.
  • Overall Budget Vs Actual expenditure analysis and variance explanations.
Internal and external engagements:
  • Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.
  • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (Community, LGEA and State).
MEAL:
  • Effectively manage projects design and study processes which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table.
  • Ensure that the projects quality bench marks are followed.
  • Collecting and managing complaints and feedback in close coordination with MEAL team and Projects Officers.
  • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and  coordinating  learning  and  reflection meetings/sessions
  • Ensure an effective programs/ projects monitoring and evaluation systems is in place.
  • Monitor programs/ projects activities to ensure quality, timeliness and adherence to both Country Office and international Save the Children policies and procedures.
Human Resources Management and Development:
  • Working together with the Education Program Manager and Project Team to identify learning and development needs of the project teams and develop specific plans to address the learning needs.
  • Support implementation of the Save the Children performance management system, by supporting, supervising and reviewing performance of the EiE Officers. .
  • Coaching and mentoring the EiE Officers on the provision of technical support and implementation of quality programmes.
  • Capacity building of EiE officer through trainings, coaching, performance management, implementation as well as in learning and reflection events
  • Setting and managing staffing targets, performance and priorities for EiE Officers
  • Participate in monthly/weekly project management meetings to enable adequate staff support
Technical Oversight:
  • In liaison with Programme Manager, Education Advisor and Humanitarian leadership team provide guidance and support to projects team, partners and stakeholders.

  • The Projects Coordinator will in close collaboration with the, Education Programme Manager, Technical Advisors, Team Leaders and Humanitarian Director be responsible for making quick decisions aimed at improving timely and quality delivery of the interventions. Academic background; experience & person specifications
  • Minimum of a Bachelors’ Degree in Education. Experience in managing integrated programmes across different thematic areas such as education, child protection, child rights governance or disaster risk reduction is a must.
  • At least 5 years of accrued working experience in program implementation with a minimum of 3 years in a management level position in an international NGO and those applying partnership approaches is desirable.
  • Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.
  • Experience of working with local partners and Local Government and State Authorities in Education, Child Rights Governance, Health, Nutrition, Education, or Child Protection is an added advantage.
  • Strong analytical skills and strategic planning abilities.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.

  • To support implementation of WASH component of project including construction/rehabilitation, follow up of community hygiene groups, and collaboration with WASH stakeholders at state/LGA levels.
Scope of Role:

Key Areas of Accountability Objective 1: Take the lead on the Rehabilitation/Construction of water and sanitation facilities at Nutrition, Education, Child Protection and FSL sites:
  • Carry out field visits to assess sites at the respective facilities and in conjunction with the SCI Nutrition team towards determining the needs and requirement for action and implementation.
  • Work with the Logistic Coordinator and Finance and Grants Compliance Team to identify and contract vendors to ensure the planned activities are in accordance with the specified designs and standard.
  • Prepare weekly plans and schedule of work for all construction/rehabilitation sites, while ensuring compliance in meeting and reaching deadlines and targets.
  • Work with and support the vendors to ensure all materials and equipment are in stock and any necessary orders are placed for all actions to be carried.
  • Provide interpretation to designs of work and work according to specifications.
  • Establish a site book at each location and make report on progress registered in the site book while ensuring signing in with remarks.
  • Must adhere strictly to standards and ensure quality of materials used by the contractors falls within the utmost standard.

Objective 2: Take the lead on integration of hygiene promotion into other SCI programming:
  • Carry out regular supportive supervision visits on hygiene promotion to CMAM sites
  • Build the capacity of partners and SCI staffs on hygiene promotion
  • Ensure that community mobilisation approaches on the project fully integrate hygiene promotion concepts
  • Engage community leaders and other key stakeholders at LGA level on hygiene promotion
  • Liaise with RUWASSA and the LGA WASH departments on WASH programming and ensure that all activities are done with their active participation and support
  • Provide support on WASH to other SCI programmes and initiatives when required
  • Ensure that WASH is integrated into all trainings carried out on the CMAM project
  • Carry out advocacy visits to key stakeholders at both state, LGA and community levels

Role Purpose
  • The Procurement Officer is responsible for managing procurement processes to ensure effective, transparent and accountable support to Save the Children’s programmes in Borno State.
  • Under the supervision of the Procurement Coordinator to ensure adequate consideration for coordination of supplies deliveries and planning of program implementation.
  • Provide technical advice and guidance to program/support teams on procurement of goods and services and on best procurement practices.
  • Anticipate procurement bottlenecks and resolve them ahead of issues.

Key Areas of Accountability Procurement and Supply:
  • Implement procurement as per approved Save the Children International guidelines, procedures and form.
  • Check the availability and prices of requested items in the local market; liaise with Country office if procurement must be conducted there.
  • Maintain and regularly update the price list.
  • Maintain and regularly update current suppliers’ database.
  • Maintain, keep up to date and share a weekly procurement tracker, showing the current status of the requested items and the date which they are expected to be supplied to the projects.
  • Organize collection of required number of quotes for all relevant procurement.
  • Advise the budget holder on contract allocation if relevant. Call for procurement committee meetings, take notes and document the decision making process.
  • Draft POs according to procurement committee’s proceedings for review of relevant manager and submit for budget holder approval.
  • Collate all payment files and submit to SCM for check before submission to budget holder and finance for payment.
  • Prepare monthly summary report on the payment, identifying problems in operations and solution proposed.
  • Oversee all arrangement for meetings and conferences as required, ensuring these are delivered to a high quality and cost effectively.
  • Line manage all Procurement Assistants under supervision of the position by managing performance on an ongoing basis.
  • Manage supplier relationship up to delivery of goods/completion of service.

  • The Child Protection Officer is responsible for ensuring that quality psychosocial support services are provided to internally displaced persons mostly children.
  • They will have their capacities developed to provide these kinds of protection to children in a range of Save the Children’s emergency responses world-wide.
  • The Child Protection Officer will be expected to support on sectoral assessment, project planning and coordination.
  • In most circumstances, the post holder will be expected to mentor and/or build capacity of implementing partners on the field.

Key Areas of Accountanility
  • Support the Coordinator to conduct child protection assessments using SC assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit. Adapt the Assessment Tool as necessary. Coordinate with other SC  thematic areas, the national/district Child Protection Working Group and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific, disaggregated analysis of children’s needs.
  • With support from the CP Coordinator and/or other senior programme staff, develop monthly and quarterly plans and costed plans, contributing towards an overall thematic programme plan. From the strategy initiate programming in the following areas as appropriate:
  • Support to the psychosocial (physical, social, emotional) wellbeing of children and their families.
  • Emergency family tracing interventions and alternative care options for unaccompanied and separated children, utilising tools within the  Inter-Agency Child Protection Information Management System
  • Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV) in project communities
  • Prevention and response to the main risks for children’s exposure to physical harm
  • Prevention and response to all forms of exploitation including harmful child labour and child trafficking
  • Support the integration of case management into CFS and PSS
  • Support the integration of child protection in to other SC emergencies core sectors on the field
  • With support from the Child Protection Coordinator, supervise project implementation to ensure timely delivery of project activities (for example, monitoring against individual performance management work plans).
  • With support from the Child Protection Coordinator and/or other senior programme staff, prepare and review timely monthly reports submitted by partners
  • With support from the Child Protection Coordinator, identify project supplies specific to the programme needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
  • Work with the M & E plan to ensure links to reporting requirements where possible, refer the M&E framework to build an evidence-base for child protection programming interventions.
  • With support from the CRM/Accountability Officer put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings and the Sphere standard
  • Ensure appropriate child friendly spaces time schedules are tailored to the physical and mental needs of the children based on age group and gender
  • Coordinate monthly meetings including, parents forum and child protection committee
  • Provide essential psychosocial first aid support to children and adults when needed.
  • Ensure partner staff are supervised regularly to ensure activities are carried out in line with minimum standard guidelines.

Capacity Building:
  • Provide capacity to implementing partners that have less CPiE experience
  • Provide technical support/capacity building to other CP staffs in the absence of the senior child protection officer/adviser.
Representation & Advocacy & Organisational Learning:
  • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums including the State Child Protection Sub Working Group, advocating for the specific needs of children. This may involve supporting the coordination of working groups and sub-working groups.
  • With support from the Lead Child Protection Adviser and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
  • In collaboration with the Humanitarian Technical Unit and Child Protection team, feed in learning, experiences and evidence to relevant global advocacy objectives.

Qualifications and Experience Essential Criteria:

Role Purpose
  • The Programme Manager will act as the operational and technical lead on all education-related matters for the Yobe Office.

Duties and Responsibilities
  • In line with the SCI Gender Mainstreaming guidelines, support the development of the country office gender strategy especially for the humanitarian unit.
  • Develop a gender mainstreaming strategy for the humanitarian programmes.
  • Formulate key gender messages and targets from lessons learned, assessments, research and evidence gained through project implementation.
  • Contribute to the development and implementation of project objectives and initiatives, both short and long term, encompassing a wide range of issues with a gender lens.
  • Ensure that voices of children disaggregated by sex form the basis of all key organizational strategies.
  • Acquire information and understanding of key gender issues in the country particularly in the north east focusing on boys and girls (e.g GBV, Early Child Marriage, SRH etc) and adapt strategies as necessary.
  • Build capacity of key programme staffs and volunteers including CS on gender.
  • Keep a watching brief on policy makers and other key players in relation to Gender issues and identify opportunities to raise awareness and influence policy change.
  • Develop good knowledge of state and national government structures, parliamentary and political processes and key decision making structures and how to influence them working with the advocacy team.
  • Provide inputs into systems for research, analysis and documentation that underpin evidence for gender based programming and influencing at state and national levels.
  • Produce reports, briefing papers and presentations for internal and external audiences, as directed.
  • Maintain a strong relationship with other Gender related staff  across SCI
  • Develop and maintain a network of external contacts with key individuals in the government, NGO sector, civil society and the media particularly working on gender issues and participate in gender working group meetings, which may include providing oversight.
  • Represent and act as a spokesperson for Save the Children on gender issues various policy forums and advocacy opportunities at national and international levels, as directed.
  • Write regular progress reports, including annual impact monitoring reports.
  • Perform other tasks, as required, to ensure the smooth running of the organisation.

Essential
  • A post graduate University Degree in Social Sciences with academic training in women’s studies, gender and development or a relevant field.
  • 5 years' work experience with an international development organization, with focus on women and girls/gender equality programming.
  • Proven experience working on normative change for gender equality and adolescent sexual and reproductive health in sensitive contexts
  • Proven experience in designing, implementing and evaluating gender-transformative social and behavior change communication interventions.
  • Experience in implementing gender-transformative approaches in humanitarian context.
  • Ability to work independently and collaboratively in a team setting with minimal supervision
  • Excellent planning and organizational skills with the ability to multi-task in a fast-paced work environment.

  • Specific knowledge of international development and gender equality issues; experience engaging children and other community members on gender equality issues desirable.

Job Title: Child Protection Coordinator Ref Id: 190001V9 Location: Damaturu, Yobe Job Type: Permanent Role
  • This role will manage Child Protection aspect of projects in Yobe State within the Save the Children country program.
  • The Child Protection Coordinator will with the support of the Program manager will be responsible for Child Protection project activities including supporting the coordination of effective and efficient planning, implementation and monitoring of the project at field level.
  • The child protection program is currently focused on Case management, psychosocial support (which includes the provision of psychosocial support to children through community based child protection networks and child friendly spaces), community strengthening and capacity building for the staff and ministry staff.
Main Responsibilities
  • In close collaboration with the Program Manager, manage project field activities, ensuring project objectives are being achieved and ensuring the efficiency and effectiveness of our field work.
  • Working closely with the Program Manager, ensure that the project implementation strategy is clearly understood by the implementing teams, and ensure that project plans and strategies are adhered to during implementation,
  • Ensure quality and timely documentation of field activities and support project reporting on progress as per SC and donor required quality standards.
  • Provide technical support, capacity building and on the job supervision to build the capacity of the respective Save the Children’s field staff and partner staff to effectively deliver the project including;
  • Facilitate CP team to directly identify and register separated and unaccompanied children; work with the field team and Abuja/Federal team to ensure accurate and timely input into the CPIMS for coordination.
  • Working with CP field team, conduct community sensitization on CP issues.
  • Train key CP team members and resource people within the state and community on CP concerns
  • Working closely with Save the Children’s CP team, contribute lessons learnt and best practice experiences from the project inform SC’s strategic planning and the design of future programming strategy and direction, including funding proposals
  • Participate in regular meetings with government, local authorities, partners and other stakeholders to draw lessons, share experiences and monitor progress of the project.
  • Ensure effective coordination and collaboration with key stakeholders and partners at field level – NGOs, civil society organizations, community groups, UNICEF and others
  • Coordinate and liaise with field and national support teams to ensure quality project support in HR, logs, procurement, finance etc

Qualifications And Experience Essential:

  • Excellent written and spoken English; local language skills a major advantage
  • Demonstrable competence in report writing
  • Experience of financial planning and expenditure monitoring as applied to grants management
  • Experience of working with communities, and supporting their participation, ownership and empowerment
  • Strong representational and communication skills sensitive to the cultural and military/political environment
  • The ability to plan and ensure the implementation of projects, and to oversee the management and report on resources effectively.
  • Able to work calmly under pressure in a rapidly changing context

  • Competent in Outlook, Word and Excel
