Graduate Procurement Technical Assistant at the Norwegian Refugee Council (NRC)


The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

Role and Responsibilities

  • The Procurement assistant for Maiduguri office is responsible for running NRC procurement activities according to agreed procedures and tools at Maiduguri office level.
  • The purpose of this position to received and proceed purchase requests and ensure efficient and effective delivery of goods and services with regards to NRC value for money principles.

Generic responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Provide anti-corruption, transparency and cost-efficiency focus in all procurement processes
  • Conduct procurement process with focus on country and NRC regulations
  • Prepare procurement documents in line with NRC procurement procedures

Specific responsibilities:
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Prepare requests for quotations and source bids & quotations in accordance with NRC procurement regulations.
  • Maintain proper files for procurement documents (as per local filling procedures)
  • Assist the Procurement Officer in establishing and coordinating routine processes and procedures for the Procurement department
  • Liaise with receiving units and suppliers to collect invoices and Delivery documents.
  • Prepare the payment request, ensure complete paper trail is attached and submit to the Procurement Officer for verification
  • Any other task reasonably assigned by the supervisor

Critical interfaces:
By interfaces, NRC means processes and projects that are interlinked with other departments / units or persons. Relevant interfaces for this position are:

  • Finance department
  • Vendors

Qualification

  • University degree in related field preferly in Supply Chain Management / Purchasing and Supply
  • Knowledge of the local market
  • Documented results related to the position’s responsibilities
  • High level competence in computer skills (Microsoft office Applications)
  • Knowledge of local language (Hausa, Kanuri)
  • Previous (1yr) experience working in a Logistics/Procurment department (preferably NGO)
  • Knowledge about own leadership skills/profile

  • Documented results related to the position’s responsibilities
  • Good communication in English
